Brad Mergens and Darren Newville from the Otter Tail County Soil & Water Conservation Districts
(SWCDs) submitted several documents including the Otter Tail County Agricultural Profile, Delegated
County Feedlot Program from the Minnesota Pollution Control Agency (MPCA), and County Feedlot
Program Budget. They indicated that the MPCA is encouraging Otter Tail County to become a Delegated
County for the feedlot program. The program is responsible for the implementation of feedlot rules and
regulations and should provide increased local service for livestock producers. Large producers requiring
state or federal operating permits would not be included in the program. Lengthy discussion took place
regarding the proposed number of feedlots by the MPCA in Otter Tail County, the inspection process, the
recommended associated number of employees to implement the program, and related funding.
Mr. Mergens indicated that the steps to implement the County Feedlot Program would be a resolution,
work plan, and delegation agreement between Otter Tail County and the MPCA. Commissioners
requested a meeting with Stearns County's Feedlot Officer and Board Chair for additional information on
the program.
