Call to Order
The Otter Tail County Board of Commissioners convened at 9:30 a.m. on Tuesday, April 7, 2015, at the
Government Services Center in Fergus Falls, MN, with Commissioners John Lindquist, Chairman;
Lee Rogness, Vice-Chair; Doug Huebsch, Wayne Johnson and Roger Froemming present.
Approval of Agenda
Chairman Lindquist called for approval of the April 7, 2015 agenda. Motion by Huebsch, second by
Froemming, and unanimously carried to approve the Board of Commissioners agenda of April 7, 2015 as
presented.
Consent Agenda
Motion by Johnson, second by Rogness, and unanimously carried to approve Consent Agenda items as
follows:
1. March 24, 2015 Board of Commissioners' Meeting minutes
2. Warrants/Bills for April 7, 2015 (these bills will be printed with the April 14,
2015 minutes)
3. Final Payment to Otter Electric LLC, in the amount of $9,360.38 for
S.P. 056-070-014
4. On-Sale 6 Month Seasonal Liquor and Sunday Liquor License for
Besties' Foods, dba Elmer's Texas Barbeque for May 1, 2015 through
October 31, 2015
5. Approval of Household Hazardous Waste Mobile Collection Agreements
Tourism and Economic Development Director Position
Human Resources Director Nicole Hansen presented a position assignment description for a new County
position titled Tourism and Economic Development Director. The position will serve in a dual role as the
Economic Development/Tourism Liaison for Otter Tail County and as Executive Director of the Otter Tail
Country Tourism and Economic Development Authority. Discussion took place about how the job will be
evaluated and the resulting outcomes, pulling together the economic strategies that already exist
throughout the County, and responsibility for providing direction for this position. A motion was offered by
Rogness and seconded by Huebsch to approve the Tourism and Economic Development Director position
within the Administration Department at a salary classification of C43 as recommended by the Human
Resources Director and the County's Pay Equity Consultant. Chairman Lindquist called for a roll call vote

County Appointed Positions
ABSENT ABSTAIN
County Attorney David Hauser referred to a handout containing the Otter Tail County appointed positions,
their statutory reference, terms and requirements. Motion by Johnson, second by Froemming, and
unanimously carried to appoint Greg Smith as the Otter Tail County Coroner effective immediately for a
four year term. Commissioners requested that Dr. Smith provide a report to the Board.

Day Care Tour
Commissioner Doug Huebsch reported on a recent day care facility tour in Thief River Falls where some of
the larger local businesses are subsidizing the day care. He spoke about the challenges experienced by
day care provider facilities especially with maintaining direct care staff.
Recess & Reconvene
At 10:12 a.m., Chairman Lindquist recessed the meeting of the Otter Tail County Board of Commissioners
for a short break. The Board of Commissioners meeting was reconvened at 10:22 a.m.
Burial Polley Update
Human Services Director Deb Sjostrom briefed the Board on a meeting held with interested parties on
March 6, 2015, to review the County Burial Disposition Allowance and Expenditure Policy. She indicated
that there were funeral home directors at the meeting. They also had the opportunity to submit written
opinions regarding this policy. The decision of the group was to accept the language of the policy as
written but recommended an increase of about 9% over a four year period for most of the services.
A motion was offered by Rogness and seconded by Froemming to approve the County Burial Disposition
Allowance and Expenditure Policy as submitted. Discussion took place regarding County payments to
open and close grave sites. Diane Duenow, former funeral home owner in Fergus Falls, expressed
opposition to the County Burial policy that does not allow a funeral home to provide public visitation outside
of the graveside service. Her opinion is that this is not in compliance with State Statute. County Attorney
Hauser provided his opinion that this does comply with State Statute, is a reasonable policy and is in-line
with other counties as far as the amount paid for these services. Chairman Lindquist called for a vote on
the motion. Motion carried with Commissioners Huebsch, Froemming, Rogness and Lindquist voting yea
and Commissioner Johnson abstaining. Commissioners requested review of the policy every two years.
Human Services Annual Report
Deb Sjostrom submitted two documents, one titled "Who We Are and Why We Provide Services" and the
other titled "Human Service 2014 Annual Report". She reported that 12.2% of Otter Tail County residents
live at or below the poverty level and reviewed the number of residents receiving assistance through
various programs. Ms. Sjostrom briefed the Board on the 2014 statistics and discussed the increase in
child protection assessments and MNsure health care applications.
Emergency Management
Emergency Manager Patrick Waletzko met with the Board and requested approval of several Emergency
Management training plans and contracts.
1) Motion by Johnson, second by Rogness, and unanimously carried to approve the Otter Tail County
Emergency Response/Recovery and Government Continuity Staff Training Plan. This is required
for post disaster assistance.
2) Motion by Huebsch, second by Johnson, and unanimously carried to authorize the appropriate
County Officials' signatures to execute an addendum to the CodeRED NEXT Services Agreement
between Otter Tail County and Emergency Communications Network, LLC titled IPAWS
Addendum State of Minnesota Discount. This Addendum is effective January 1, 2015, and
provides integration that allows access to NOA weather radio messages pushed to cell phones.
3) Motion by Rogness, second by Huebsch, and unanimously carried to authorize the appropriate
County Officials' signatures to execute the Memorandum of Agreement between Otter Tail County
and the Federal Emergency Management Agency Integrated Public Alert and Warning System
(IPAWS) Program Management Office regarding the use of Interoperable System(s) and Platform
for Emergency Networks.

At 11 :09 a.m., Chairman Lindquist recessed the meeting of the Otter Tail County Board of Commissioners
for a short break. The Board of Commissioners meeting was reconvened at 11 :11 a.m.
Closed to the Public
Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners closed to the
public for purposes of evaluating the performance of County Administrator Larry Krohn pursuant to M.S.
Chapter 130.05 Subd. 3. Commissioners Huebsch, Johnson, Froemming, Rogness, and Lindquist were
present for the evaluation. A summary of the evaluation will be provided at the next regular County Board
meeting.
Recess
At 11 :40 a.m., upon conclusion of the performance evaluation, Chairman Lindquist recessed the Board of
Commissioners' meeting for committee meetings and lunch.
Joint Meeting
At 12:45 p.m., Chairman Lindquist called the Board of Commissioners meeting to order for a round table
discussion with Commissioners, County Officials, DNR Official, Board of Adjustment and Planning
Commission members. After introductions, an Agenda and supporting documents were provided. The
group discussed possible Shoreland Management Ordinance and Sanitation Code changes and rationale
for the proposed change. To become part of the ordinance/code, a public hearing and DNR approval is
required.
Recorder Software and Training Updates
At 2:40 p.m., upon conclusion of the Joint Meeting, Recorder Carol Schmaltz updated the Board regarding
the new software conversion and e-recording. The new software conversion is near completion and
e-recording has started and will expand with the Auditor-Treasurer also in favor of electronic recording.
Motion by Rogness, second by Johnson, and unanimously carried to approve out-of-state travel for the
Recorder May 11-12, 2015 to attend a Fidlar Technologies seminar.
Certificate of Filing Fee
Motion by Johnson, second by Rogness, and unanimously carried to establish a fee of $20.00 for
recording the "Certificate of Filing" for persons to perform marriages as recommended by the Recorder.
Contracts and Bonds
Motion by Froemming, second by Huebsch, and unanimously carried to authorize the appropriate County
Officials' signatures to execute the following contracts and bonds:

Transportation Plan Management
The next Transportation Plan Management Team meeting is scheduled at 2:00 p.m. on Wednesday,
April 29, 2015. Mr. West briefed the Board on the WOT Township meeting where they discussed the
County's proposed hiihway plan and future funding needs. He also informed the Board about News
Media Day on April 15 to update the media on future transportation funding.
Recycle Shingles
Motion by Rogness, second by Huebsch, and unanimously carried to authorize the appropriate County
Officials' signatures to execute an agreement between Otter Tail County and Dem-Companies, LLC for
processing shingles into bituminous to be used on the shoulder of the roads.
Public Hearings Established
Motion by Huebsch, second by Johnson, and unanimously carried to schedule the Ditch #23 Public
Hearing at 7:00 p.m. on Monday, June 1, 2015, and the Ditch #18/37 Public Hearing at 7:00 p.m. on
Monday, June 8, 2015, both at the Government Services Center in Fergus Falls, MN.
Family Services Collaborative
Motion by Huebsch, second by Froemming, and unanimously carried to approve payment of the FY
2015/2016 Annual Partnership dues, in the amount of $725.00, to the Otter Tail Family Services
Collaborative.
Adjournment
At 3:32 p.m., Chairman Lindquist declared the meeting of.the Otter Tail County Board of Commissioners
adjourned until the next County Board meeting at.9:30 a.m. on Tuesday, April 14, 2015.
