OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
The Otter Tail County Board of Commissioners convened at 9:32 a.m. Tuesday, January 13, 2015 at the
Government Services Center in Fergus Falls, MN, with Commissioners John Lindquist, Chairman;
Lee Rogness, Vice-Chairman; Doug Huebsch, Roger Froemming, and Wayne Johnson present.
Approval of Agenda
Chairman Lindquist called for approval of the January 13, 2015 agenda. Motion by Rogness, second by
Johnson, and unanimously carried to approve the Board of Commissioners agenda of January 13, 2015,
as submitted.
Consent Agenda
Motion by Huebsch, second by Johnson, and unanimously carried to approve Consent Agenda items as
follows:
1. January 6, 2015, Board of Commissioners Meeting Minutes
2. Warrants/Bills for January 13, 2015 (Exhibit A)
3. Human Services Bills
4. Human Services Contract Renewals as follows:
• Productive Alternatives, Inc. for Sheltered Employment, Supported Employment and
Follow-Up Services for Persons with MR
• Blue Sky, Inc. for Semi-Independent Living Skills for Persons with MR
• Prairie Community Services for Nursing Services for Persons with Ml
5. Reappoint Lyle Hoxtell to the Lakeland Mental Health Center Board for a
three year term
6. Approval of Tobacco License for DG Retail, LLC (Dollar General Store
#15641)
7. Appoint Jack Rosenthal to the Otter Tail County Planning Commission
effective January 1, 2015, for a three year term
2015 Committee Appointments
Chairman Lindquist opened discussion regarding the draft 2015 Committee Assignments handout. Motion
by Rogness, second by Froemming, and unanimously carried to approve the 2015 Otter Tail County
Committee appointments attached as Exhibit B.
Fee Schedule for Recorder's Office
Carol Schmaltz, County Recorder, submitted a proposed Fee Schedule for the Fidlar Technologies
subscription for the Recorder's Office. The new software is expected to become available to customers
March 3, 2015. Motion by Huebsch, second by Johnson, and unanimously carried to approve the Fidlar
Laredo and Tapestry plan Fee Schedule as follows:

Employees' Committee Recognition Program
Motion by Johnson, second by Rogness, and unanimously carried to approve payment to the Employees'
Committee for the "Employee of the Month" program, in the amount of $914.75, to be paid out of the
Commissioners' Contingency Fund.
Recess & Reconvene
At 10:00 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 10:04 a.m.
60-Bed Building Contract and Lease
Motion by Huebsch, second by Rogness, and unanimously carried to authorize the appropriate County
Officials' signatures to execute Amendment No. 2 of Sublease No. 11464-S between Otter Tail County and
the Minnesota Department of Human Services. This amendment is for $33,311.89 for the State to
reimburse Otter Tail County for installation of two sally ports at the 60-Bed CD building. The motion
includes the appropriate County Officials signatures to execute a Building Contract between the County of
Otter Tail and Comstock Construction, Inc., in the amount of $29,977.00, for work to be completed at the
60-Bed CD building.
Final Payment -Rousevac, Inc.
Motion by Johnson, second by Rogness, and unanimously carried to approve the Final Payment of
$5,000.00 payable to Rousevac, Inc. for work completed on the heating system at the 60-Bed CD building.
MACSSA Legislative Initiatives
Deb Sjostrom, Human Services Director,· submitted documents titled Minnesota Association of County
Social Service Administrators 2015 Legislative Priorities (dated December 2014) and 2015 Legislative
Initiatives (dated November 2014). Ms. Sjostrom reviewed the priorities and discussed administrative
simplification and the child protection system. Discussion also took place regarding the need for additional
foster care homes.
Assistant County Attorney Position
Motion by Rogness, second by Huebsch, and unanimously carried to approve an additional Assistant
County Attorney position as recommended.
2015 Highway Construction Proiects
Rick West, Public Works Director, submitted a map detailing the proposed 2015 construction projects.
Discussion followed regarding the overall County Highway Transportation Plan and the upcoming
transportation committee meetings.
Out-of-State Travel
Motion by Johnson, second by Rogness, and unanimously carried to authorize out-of-state travel for the
Public Works Director to attend the 2015 National Association of County Engineers (NACE) conference in
Florida. .
Final Plat -Moe Farm Estates
Motion by Rogness, second by Froemming, and unanimously carried to approve the Final Plat proposed
by Sharon Marquardt, Renee Danz, and Paul Mecklenburg titled "Moe Farm Estates" located in Section 12
of Clitherall Township; Clitherall Lake (56-239).

Wayne Stein, Auditor/Treasurer and Kevin Fellbaum, Ditch Inspector, presented their recommendations for
Ditch Assessments and reviewed the list with the Board. Motion by Rogness, second by Froemming, and
unanimously carried to approve the following 2015 Ditch Maintenance Assessments as presented:

Code of Conduct
David Hauser, County Attorney and Commissioners acknowledged receipt of a letter of complaint from a
citizen dated January 2, 2015. Concerns/misunderstandings were discussed. Commissioners indicated
that the Code of Conduct and Mission Statement should be reviewed and/or updated.
Adiournment
At 11 :35 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners
adjourned for committee meetings. The next County Board meeting is scheduled at 9:30 a.m. on Tuesday,
January 27, 2015.
