Fir Avenue, Fergus Falls, MN November 25, 2014 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened at 9:36 a.m. Tuesday, November 25, 2014 at the Government Services Center in Fergus Falls, MN, with Commissioners Wayne Johnson, Chairman; Roger Froemming, Vice-Chairman; John Lindquist, Lee Rogness, and Doug Huebsch present. Approval of Agenda Chairman Johnson called for approval of the November 25, 2014 agenda. Motion by Froemming, second by Rogness, and unanimously carried to approve the Board of Commissioners agenda of November 25, 2014, with the following modifications: • Planning Commission Reappointment • Becker County Human Services • Minnesota Rural Counties Caucus (MRCC) Update • Add to Consent Agenda -MNSURE Navigator Contract Consent Agenda Motion by Froemming, second by Lindquist, and unanimously carried to approve Consent Agenda items as follows: 1. November 18, 2014, Board of Commissioners Meeting Minutes 2. Warrants/Bills for November 25, 2014 (Attachment A) 3. Human Services Bills & Claims 4. Approval of MOU for Child Protection Services 5. Approval of WCMN Drug Task Force Joint Powers Agreement 6. Approval of a County Credit Card for a Deputy Sheriff 7. Approval of MN SURE Navigator Contract for 2015 Planning Commission Reappointment Motion by Johnson, second by Rogness, and unanimously carried to reappoint Richard Gabe to a three year term effective January 1, 2015, on the Otter Tail County Planning Commission representing the 2nd District. Family Medical Leave Act (FMLAl Policy Motion by Huebsch, second by Froemming, and unanimously carried to approve the revised Otter Tail County Family an.d Medical Leave Act (FMLA) policy as presented by the Human Resources Director. Procedures for Filling Position Assignments and Reclassifications Motion by Rogness, second by Lindquist, and unanimously carried to approve the "Procedures for Filling Position Assignments, Reclassifying Positions, and Adding New Position Assignments" for Otter Tail County as presented by the Human Resources Director. The procedures are memorializing what has been practiced by the County and conform to the Otter Tail County Personnel Rules. The revised procedures will provide consistency in making hiring decisions Countywide and are applicable lo all Divisions and Departments of the County. Minnesota Rural Counties.Caucus (MRCC) Commissioner Froemming updated the Board on MRCC's last meeting in Little Falls. He reportecl that Dan Larson has been hired by the Association of Minnesota Counties (AMC) as a lobbyist and the AMC will provide administration services for MRCC. Discu_ssion took place about this being a cor:,fli.ct wi_th the original purpose,ofMRCC to serve the interest of rural Minnesota counties. OTC Board of Commissioners' Minutes November 25, 2014 Page 2 Recess & Reconvene At 9:55 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The meeting was reconvened at 10:02 a.m. Public Hearing for Ditches 28 and 15 Chairman Johnson opened the continuation of the_ Public Hearing for the redetermination of Ditches 28 and 15. Kevin Fellbaum, Ditch Inspector, reported that Ditch Viewers did a 2nd site visit on two properties on the ditch systems. The Ditch Viewers recommended no changes to the benefited assessments of the properties. Lengthy discussion took place regarding the condition of the ditches and the best way to consolidate them. Motion by Huebsch, second by Rogness, and unanimously carried to accept the Ditch Viewer's Report for Ditches 28 and 15 as presented. Motion by Johnson, second by Huebsch, and unanimously carried to request that the Ditch Inspector return to the Board with a proposal for a fair and equitable combination of the two Ditch Accounts. Becker County Human Services Larry Krohn, County Coordinator, reported that Becker County has not hired a Human Services Director and is looking for management services for the department. Discussion followed. Motion by Rogness, second by Froemming, and unanimously carried to direct the Community Services Committee (Doug Huebsch, Roger Froemming, Larry Krohn, and Deb Sjostrom) to initiate a conversation with Becker County about possible collaboration. Pomme de Terre River Association Update Jared House, Pomme de Terre River Project Coordinator, submitted several documents regarding the various projects in process within the river watershed, location of the projects, and an update on the clean water funds as well as other grant funds. Mr. House spoke with the Board about Otter Tail County projects, corresponding funding, the low interest septic loan program, and new proposed regulations. The Pomme de Terre River Association membership includes six counties and six Soil and Water Conservation Districts (SWCDs). West Central Minnesota Transportation Advisory Committee Motion by Rogness, second by Lindquist, and unanimously carried to appoint Commissioner Wayne Johnson to the West Central Minnesota TAC to assist West Central Initiative in the administration of regional transportation planning. The TAC serves as an advisory body to the MnDOT District 4 Area Transportation Partnership. County Website A handout was submitted to the Board addressing various website issues. Discussion followed. The County Administrator will follow up with Division Directors and the County's Technology Committee. Geotechnical Evaluation Services Agreement for CSAH 15 Bridge Motion by Froemming, second by Lindquist, and unanimously carried to authorize the appropriate County Officials' signatures to execute a Proposal for Geotechnical Evaluation between the County of Otter Tail and Braun lntertec for a proposed bridge replacement on CSAH 15 over the Otter Tail River near Orwell Dam. Annexation of Dalton Garage Motion by Lindquist, second by Rogness, and unanimously carried to authorize the appropriate County Officials' signatures to execute a Property Owner Petition to the City of Dalton to annex approximately 1.08 acres which includes the County garage. Recess & Reconvene OTC Board of Commissioners' Minutes November 25, 2014 Page 3 At 11 :33 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners recessed for committee meetings. The Otter Tail County Board of Commissioners was reconvened at 12:30 p.m. at the Courthouse for a tour of the justice facility with Commissioners Johnson, Lindquist, Rogness, and Huebsch present. Tour of Justice Facility Terry Hoff, Facilities Operations Manager, lead the tour of the courtrooms, jury rooms, law clerks and judges' chambers. He indicated that this is phase II, part II of the Courthouse remodel project with occupancy for this area planned in one to two weeks. The Courthouse project completion date is expected by the end of 2014. Minnesota Inter-County Association /MICA) Chairman Johnson opened the Board of Commissioner meeting at the. Government Services Center at 1:16 p.m. with Commissioners Johnson, Lindquist, Rogness, and Huebsch present. Keith Carlson, MICA Executive Director provided several handouts, including MICA background information and MICA 2015 Legislative Priorities. The organization consists of 13 counties in the metro area and 9 out-state counties. Discussion took place regarding MICA's lobbying efforts, efficient delivery of services, collaboration, regionalization, the importance of transportation issues, how MICA's platform is developed, and services members can expect. Membership is charged per capita for each county with a half price membership the first year, in the amount of $6,700.00 for Otter Tail County. Adjournment At 2:22 p.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners adjourned. The next County Board meeting is scheduled at 2:00 p.m. on Tuesday, December 9, 2014.
