OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
The Otter Tail County Board of Commissioners convened at 9:30 a.m. Tuesday, November 4, 2014 at the
Government Services Center in Fergus Falls, MN, with Commissioners Wayne Johnson, Chairman;
Roger Froemming, Vice-Chairman; John Lindquist, Lee Rogness, and Doug Huebsch present.
Approval of Agenda
Chairman Johnson called for approval of the November 4, 2014 agenda. Motion by Rogness, second by
Froemming, and unanimously carried to approve the Board of Commissioners agenda of November 4,
2014, with the following additions:
• Discussion Regarding County Recorder Software
• Discussion Regarding WCI Trail Committee
Consent Agenda
Motion by Lindquist, second by Froemming, and unanimously carried to approve Consent Agenda items as
follows:
1. October 28, 2014, Board of Commissioners Meeting Minutes
2. Warrants/Bills for November 4, 2014 (Attachment A)
3. Tobacco License -JC's General Store
Proposed Land Division Software Change for Recorder's Office
Commissioners referenced letters they had received from real estate and surveyor companies who use the
current Landshark system and pay a fee for access to the data. Letters expressed concern that the cost
may increase with new software. The County Administrator reported that a Task Force was formed to
research the software and all parties involved recommended the software change. Discussion took place
regarding the fee schedule. Chairman Johnson requested that this item be placed on the next regular
Board of Commissioners' agenda for discussion with all concerned parties.
Board of Commissioners' Meeting Schedule
Motion by Rogness, second by Lindquist, and unanimously carried to start the Board of Commissioners'
meeting on Tuesday, December 9, 2014 at 2:00 p.m. and the Budget and Levy Hearing at 6:00 p.m.
The Board of Commissioners' meeting schedule for the rest of 2014 is as follows: November 18th ,
November 25th, December 9th (time change as above) and December 16th. December 30th is reserved for
emergencies only.
Child Foster Care Update
Margaret Williams, Human Services Supervisor, and Jody Dahlen, Foster Care Licensor, spoke to the
Board about foster care homes (adult and children), funding for foster care, and the challenges due to
needing more foster care homes for children. Lengthy discussion followed regarding ad campaigns and
awareness meetings to gain additional foster care homes. Ms. Dahlen reported that currently, there are 18
child foster care homes and Otter Tail County needs about 20 additional homes, especially on the East
side of the County, to meet the child foster care needs. Commissioners brainstormed on various
marketing strategies and indicated that a Task Force may be needed to work through the challenges.

MN Probation Office -New York Mills Building
Motion by Rogness, second by Lindquist, and unanimously carried to authorize the appropriate County
Officials' signatures to execute Amendment No. 1 to Lease No. 11871 between the County of Otter Tail
and the Minnesota Department of Corrections for rental space for the State Probation Office in New York
Mills. This lease is an interim lease (from January 1, 2015 through December 31, 2015) until the County
can accommodate the Probation Office in a different location within the building, at which time a three year
lease will be executed.
Recess & Reconvene
At 10:05 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 10:13 a.m.
West Central Initiative Trails Committee
Motion by Rogness, second by Lindquist, and unanimously carried to appoint Commissioner Wayne
Johnson and Commissioner Doug Huebsch to the WCI Trails Committee.
Engineer I Position
Motion by Rogness, second by Lindquist, and unanimously carried to authorize a new position (Engineer I)
in the Public Works Division.
REQUEST TO REPUCHASE TAX FORFEITED PROPERTY
Otter Tail County Resolution No. 2014 -52
Commissioner Huebsch introduced the following resolution and moved its adoption:
RESOLVED, by the Otter Tail County Board of Commissioners of Otter Tail County, Minnesota, that
WHEREAS, S&S Construction, owner, has made application to repurchase the following legally described
parcel:
Parcel No. 71-002-99-1830-000
City of Fergus Falls
Lot 4 Block 3, Meadow Brook Manor
Said property having forfeited to the State of Minnesota on the 29th day of July, 2014, for nonpayment of
the 2010, 2011, 2012, 2013, and 2014 property taxes, and
WHEREAS, an application to repurchase the above described property was timely submitted on Friday,
October 24, 2014, and
WHEREAS, the sum of $12,903.51 represents the aggregate of all delinquent and current taxes, penalties,
costs, assessments and fees as of October 31, 2014, that would have been due and payable had the
above described parcel not forfeited to the State of Minnesota, and
WHEREAS, the applicant has requested that the Otter Tail County Board of Commissioners consider this
application to repurchase the above-described parcel and has requested that the Otter Tail County Board
of Commissioners approve the applicant's request to repurchase the above-described property.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby
approves the repurchase of the above described tax forfeited property, and

BE IT FURTHER RESOLVED, that the Otter Tail County Board of Commissioners hereby finds that the
repurchase is in the best public interest, and that it will relieve any undue hardship which has resulted from
the forfeiture.
Commissioner Froemming seconded the .motion and upon being put to vote, the resolution was
unanimously adopted.
Adopted at Fergus Falls, Minnesota, this 4th day of November, 2014

Adjournment
At 10:54 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners
adjourned for committee meetings. The next County Board meeting is scheduled at 9:30 a.m. on Tuesday,
November 18, 2014.
