Call to Order
The Otter Tail County Board of Commissioners convened at 9:30 a.m. Tuesday, October 7, 2014 at
the Government Services Center in Fergus Falls, MN, with Commissioners Wayne Johnson,
Chairman; Roger Froemming, Vice-Chairman; John Lindquist, Lee Rogness, and Doug Huebsch
present.
Approval of Agenda
Chairman Johnson called for approval of the October 7, 2014 agenda. Motion by Rogness, second
by Froemming, and unanimously carried to approve the Board of Commissioners agenda of
October 7, 2014 as presented.
Consent Agenda
Motion by Lindquist, second by Rogness, and unanimously carried to approve Consent Agenda
items as follows:
1. September 30, 2014, Board of Commissioners Meeting Minutes
2. Warrants/Bills for October 7, 2014 (Attachment A)
Leadership Award
Commissioners congratulated Diane Thorson, Otter Tail County Public Health Director, for statewide
recognition as the recipient of the Jim Parker Leadership Award for leadership in developing local
data systems and promoting effective health information exchange across multiple entities.
Health Information Exchange (HIE) Agreement with Department of Health
Motion by Lindquist, second by Huebsch, and unanimously carried to authorize the appropriate
County Officials' signatures to execute a Grant Agreement between the County of Otter Tail and
Minnesota Department of Health (MDH) to implement the Health Information Exchange project with
a funding amount of $483,565.00 to be shared with various health organizations. The motion also
approves the appropriate County Officials' signatures to execute an agreement between the County
of Otter Tail and Stratis Health of Bloomington, MN, for HIE Project Management.
Accountable Communities for Health Grant
Ms. Thorson reported that the Partnership4Health is a potential candidate for one of twelve grant
awards that will be offered by the State because of the work that has been done with the Health
Information Exchange. The grant would put a care coordination system in place. Ms. Thorson will
be meeting with several partners and Otter Tail County may be asked to submit the grant
application. Motion by Rogness, second by Froemming, and unanimously carried to authorize Otter
Tail County Public Health to apply for the Accountable Communities for Health Grant as described.
Amended Grant Agreement Related to Childhood Immunizations
Motion by Lindquist, second by Huebsch, and unanimously carried to authorize the appropriate
County Officials' signatures to execute a Grant Amendment between the County of Otter Tail and
MDH for childhood immunizations and case management as presented by the Public Health
Director.

Delegation Agreement for Food, Pool, Lodging Licensing
Ms. Thorson spoke to the Board regarding a proposed Delegation Agreement with the Minnesota
Department of Health. The agreement would move responsibility for food, lodging, pool, water and
other licensing from the State to the County. Ms. Thorson indicated that Clay County is currently
managing this program and she spoke about the benefits in managing Public Health programs the
same throughout the partnership. Discussion took place regarding a potential transition plan which
would include hiring a Sanitarian and being reimbursed from the State for salary and all costs.
Nicole Hansen, Human Resources Director, indicated that because the County does not have a
Sanitarian position, the job description would need to go through the County's compensation system
with Fox Lawson for an evaluation and appropriate grade. Motion by Huebsch, second by
Froemming, and unanimously carried to proceed with a Fox Lawson evaluation for the proposed
Sanitarian position and to inform MOH that Otter Tail County would like to transition water, food,
lodging, and other licensing simultaneously for maximum efficiency.
Technology Agreement
Motion by Rogness, second by Lindquist, and unanimously carried to approve an amended
agreement between Otter Tail County and Tech Tronix of Fergus Falls, MN, for additional
professional services at a cost of $30,000 to be funded by Clay County as services are for the
Partnership4Health.
Drainage System #63
Lee Uhlig, property owner in County Ditch #63 and Kevin Fellbaum, Ditch Inspector; met with the
Board and discussed the potential for Mr. Uhlig to repair a portion of Ditch 63 that flows northeast
towards Altner Lake (map provided). At a recent meeting it was stated that, with approval from the
Ditch Authority (County Board), property owners could work in the ditch at their own expense. The
area to be repaired; however, is on a neighbor's property. Lengthy discussion took place regarding
several issues, the recent public information meeting, and current funds in the Ditch 63 account.
David Hauser, County Attorney, reported that the Ditch Authority may hire someone to complete
work in a ditch similar to hiring a contractor. The Ditch Authority has the responsibility to maintain
ditches. Property owners can work together so all those who benefit can agree to do a project or,
any individual can petition. If a petition is submitted to the County, the process requires an engineer
to decide the scope of the project. Motion by Rogness, second by Lindquist, and unanimously
carried to authorize Otter Tail County to clean-out and/or. repair the existing crossing (culvert) at the
old railroad bed (outlet of Ditch 63) so the water can flow to the river. There was also approval to do
inspection of the outlet of Altner Lake.
Recess & Reconvene
At 10:42 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 10:50 a.m.
Quotation Review & Award for Highway 114 Erosion Control Project
Motion by Lindquist, second by Froemming, and unanimously carried to award the C.H. 114 Erosion
Control Project to the low bidder, Landwehr Construction, Inc. of St. Cloud, MN, at a quote of
$43,316.03.

Geotechnical & Pavement Evaluation Services for Highway Projects
Motion by Huebsch, second by Rogness, and unanimously carried to approve the following
Geotechnical & Pavement Evaluation Services Agreements between the County of Otter Tail and
Braun I ntertec:
• CSAH 6 from CSAH 65 to TH 29, S.A.P. 056-606-012
• CSAH 8 from CSAH 53 to CSAH 67, S.P. 056-608-024
• CSAH 8 from CSAH 67 to East County Line, SAP. 056-608-027
• CSAH 65 from CSAH 6 to CSAH 40, S.A.P. 056-665-009
• C.H. 129 from CSAH 38 to CSAH 6, C.P. 15:129B
Dog Bite Orders
Motion by Froemming, second by Lindquist, and unanimously carried to authorize the appropriate
County Officials' signatures to execute two Dog Bite Findings of Fact and Order as follows:
• Jason Edward Covey for his dog named Brooklyn
• Scott Rolland Sibert for his dog named Harley
Housing Meeting
Motion by Rogness, second by Lindquist, and unanimously carried to authorize Commissioner
Huebsch to attend a Housing Meeting focused on increasing available housing in Ottertail, Battle
Lake, and Henning. The meeting is scheduled for Wednesday, October 8, 2014, in Henning, MN.
Adjournment
At 11 :25 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of
Commissioners adjourned. The next County Board meeting is scheduled at 9:30 a.m. on Tuesday,
October 14, 2014.
