Call to Order
The Otter Tail County Board of Commissioners convened at 8:30 a.m. Tuesday, July 29, 2014 at the
Government Services Center in Fergus Falls, MN, with Commissioners Wayne Johnson, Chairman;
Roger Froemming, Vice-Chairman; John Lindquist, Lee Rogness, and Doug Huebsch present.
Approval of Agenda
Chairman Johnson called for approval of the July 29, 2014 agenda. Motion by Froemming, second by
Lindquist, and unanimously carried to approve the Board of Commissioners agenda of July 29, 2014 with
the following addition: Solid Waste (PLMSWA) Discussion
Consent Agenda
Motion by Rogness, second by Froemming, and unanimously carried to approve Consent Agenda items as
follows:

3. Approval of Motorola Services Agreement
4. Approval of credit card for Artem Bunin, County Attorney's Office,

Prairie Lakes Municipal Solid Waste Authority
Commissioner Huebsch reported that the PLMSWA Board is recommending that the organization keep its
six member Board as currently stated in their proposed Joint Powers Agreement which Becker County will
need to approve. Discussion followed regarding the number of Board members and reasons for even
number of Board members as well as reasons for uneven number of Board members.
Lake Reclassification Request
Bruce Leitch, property owner on Little Pleasant Lake (Kid's Corner Plat) submitted a letter requesting
reclassification of Little Pleasant Lake from Natural Environment (NE) to its previous Recreational
Development (RD) classification or change the grandfather date so that lots legally platted prior to the
classification change would not be affected. Bill Kalar, Land & Resource Director, provided background
information concerning the Kid's Corner Development. This development was legally platted on
September 11, 1980. Due to County concerns for too much development around small lakes, in 2008 the
County Board, by petition to the MN Department of Natural Resources, requested that about 200 lakes be
reclassified from RD to NE. This results in larger lots and additional lake frontage requirements for
development. Lengthy discussion took place regarding 1) substandard lots of record, 2) the variance fee
and process, 3) the existing non-conformity statute regarding contiguous lots under the same ownership,
4) the intent of the lake reclassification change was for future development not previously platted lots, and
5) the fact that Little Pleasant Lake was originally part of Pleasant Lake. Motion by Lindquist, second by
Froemming, and unanimously carried to waive the Variance Fee for the Kid's Corner Plat on Little Pleasant
Lake. Commissioners requested that Mr. Kalar return to the Board with a recommendation on how to deal
with lots that were legally platted lots of record.

Electronic Ticketing Agreement
Motion by Lindquist, second by Froemming, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Joint Powers Agreement (SWIFT Contract No. 81193) between the State
of Minnesota and the County of Otter Tail for eCharging. The Bureau of Criminal Apprehension (BCA) will
pay the County for the electronic services and the County will reimburse the vendor.
Recess for Committee Meetings
At 9:25 a.m., Chairman Johnson recessed the meeting of the Otter Tail County Board of Commissioners
for Committee meetings.
Closed to the Public
At 10:05 a.m., Chairman Johnson declared the Board of Commissioners meeting reconvened and closed
to the public for purposes of discussing labor negotiation strategies regarding the Teamsters Law
Enforcement, Government Services Technical, and AFSCME Highway Maintenance unions. Present were
the five seated Commissioners; Attorney Mike Rengel; County Administrator; Human Resource Director,
and Board Secretary.
Adjournment
At 10:45 a.m., Chairman Johnson declared the closed session and the meeting of the Otter Tail County
Board of Commissioners adjourned. The next County Board meeting is scheduled at 8:30 a.m. on
Tuesday, August 12, 2014.
