Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 25, 2014 at the Government
Services Center in Fergus Falls, MN, with Commissioners Wayne Johnson, Chairman; Roger Froemming,
Vice-Chairman; John Lindquist, Doug Huebsch, and Lee Rogness present.
Approval of Agenda
Chairman Johnson called for approval of the February 25, 2014 agenda. Motion by Froemming, second by
Rogness, and unanimously carried to approve the Board of Commissioners agenda of February 25, 2014
with the following modifications:
11 :20 a.m. -Reschedule Finance Committee and replace with Internal Services Committee
11 :50 a.m. -Reschedule Finance Director Agenda Items and replace with Classification
Appeals Discussion
Consent Agenda
Motion by Rogness, second by Froemming, and unanimously carried to approve the Consent Agenda
items as follows:
A. February 18, 2014 Board of Commissioners' Minutes
B. Warrants/Bills for February 18, 2014 (Attachment A)
C. Human Services Bills and Claims
D. Consumption and Display Permit Renewal for Wee Villa Resort Ltd Ptsp.
E. Credit Card Request with modification to allow a 30-day limit of $2,500.00 for Laura J. Nelson,
Veterans Service Office Manager/Claims Specialist
F. Payment to Perham Health, in the amount of $2,100.00, for costs incurred under M.S. 609.36
Probation Department Annual Report
Chuck Kitzman, Probation Director, presented the Probation 2013 Annual Report and 2014 Program
Overview. Mr. Kitzman reviewed CY2013 juvenile offenses, diversion programs for juveniles, adult
offenses placed under supervision, DWI Court, and community service work. Mr. Kitzman indicated that
the number of juveniles placed on probation is going down while the number of adults placed on probation
is going up. This appears to be a consistent trend over the last few years. Discussion took place
regarding recidivism from juvenile to adult offenders.
Red River Watershed Management Conference
Motion by Rogness, second by Froemming, and unanimously carried to request that Kevin Fellbaum, Ditch
Inspector, attend the 16th Joint Annual Conference of the Red River Watershed Management Board and
the RedRiver Basin Flood Damage Reduction Work Group March 25-26, 2014 in Detroit Lakes, MN.
Recess & Reconvene
At 10:14 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 10:19 a.m.
Fraud & Collection Annual Report
The County Attorney Fraud Investigation and Human Services Collections Team appeared before the
Board for their annual reports. The Fraud Investigations Report showed 149 investigations were
completed in 2013. Most of the cases are handled by way of Administrative Disqualification rather than
criminal prosecutions. A conservative estimate of savings due to Fraud Investigations in 2013 was
reported as $207,821.00. . . ' '

The Collections Team reported 2013 collections of pubiic assistance dollars as $763,83g_51 with most of
the dollars coming from estates to reimburse the County for Medical Assistance expenses for adults age
55 and older. Reimbursements for detox and out-of-home placements totaled $266,511.04.
Discussion took place regarding food support, asset rules, and eligibility rules. Commissioners expressed
a desire to continue discussions to learn more about the various support programs.
Human Services Purchase of Service Agreements
John Dinsmore, Human Services Director, submitted a list of 242 Human Services Purchase of Services
Contracts for 2013-2014. Mr. Dinsmore reported that the State of Minnesota will be taking over many of
the contracts and will be contracting directly with the provider; therefore, a contract with Otter Tail County
will not be necessary. Human Services will manage less than 150 contracts.
County Ditch No. 70
Jeff Langan of Houston Engineering presented the Preliminary Engineer's Report for Improvement to Otter
Tail County Ditch No. 70. Mr. Langan formally filed the report with the County Auditor. He briefed the
Board on the details of the report. The Preliminary Report will be filed with the Minnesota Department of
Natural Resources for their 30-day comment period of the project. Discussion took place regarding the
new proposed outlet and the plan for the existing outlet tile. Commissioners scheduled the proposed
improvement project for County Ditch No. 70 at 7:00 p.m. on Thursday, April 17, 2014 at the Government
Services Center in Fergus Falls, MN.
Recess·& Reconven·e
At 11 :25 a.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners
recessed for an Internal Services Committee meeting. The Board of Commissioners' meeting was
reconvened at 11 :50 a.m.
Classification Appeals Discussion
Larry Krohn, County Administrator, received results of the appeals for the Classification Project from Fox
Lawson & Associates, who have been the Compensation Consultants on the project. Mr. Krohn reported
that 63% of the appeals resulted in a change of the employees' original ratings. After meeting with Division
Directors and arriving at a consensus, he recommended that the compensation changes resulting from the
appeals process should be retroactive to the original compensation system implementatio'n. Motion by
Rogness, second by Lindquist, and unanimously carried to acknowledge the report, make adjustments to
compensation as recommended in the report, and implement the compensation increases retroactive to
July 1, 2013.
Recess & Reconvene
At 12:03 p.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners
recessed for lunch break. The Board of Commissioners' meeting was reconvened at 12:44 p.m.
Day at the Capitol
Motion by Rogness, second by Froemming, and unanimously carried to authorize Commissioners
Huebsch and Johnson, along with the Public Works Director, to attend Transportation Day at the Capitol
March 13, 2014. The Minnesota Transportation Alliance will be facilitating discussions regarding counties
transportation issues.
Phelps Mill Fishway Project

Minnesota Department of Natural Resources (DNR) employees updated the Board on progress of the
proposed modification to the Phelps Mill Dam to accommodate fish passage. The project is proposed for
the west side of Phelps Mill Dam and would be approximately 240' in length involving a series of rock step
rapids. This is a part of the lake sturgeon restoration program. Discussion took place about various
aspects of the proposal including oversight responsibility. Motion by Huebsch, second by Lindquist, and
unanimously carried to approve the concept of the Phelps Mill Fishway Project as submitted. The Public
Works Director and DNR will return to the Board with the final plan.
2014 Veterans Stand Down
VSO Charles Kampa provided correspondence about the 2014 Veterans Stand Down that Otter Tail
County is hosting on April 24th at the Armory in Fergus Falls. Motion by Johnson, second by Lindquist,
and unanimously carried to appoint Commissioner Doug Huebsch to attend a luncheon on Friday,
February 28, 2014 at the VFW in Fergus Falls. The Minnesota Assistance Council for Veterans (MACV)
will present information regarding our community partners' critical role in ensuring success of the Stand
Down.
Adjournment
At 1 :20 p.m., Chairman Johnson declared the meeting of the Otter Tail County Board of Commissioners
adjourned for committee meetings. The next County Board meeting is scheduled at 9:30 a.m. on Tuesday,
March 3, 2014.
