Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, November 12, 2013 at 9:30 a.m., at
the Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners
Doug Huebsch, Chairman; Wayne Johnson, Vice-Chair; Roger Froemming, John Lindquist, and
Lee Rogness present.
Approval of Agenda
Chairman Huebsch called for approval of the November 12, 2013 agenda. Motion by Froemming, second
by Lindquist, and unanimously carried to approve the Board of Commissioners agenda of November 12,
2013 as presented.
Approval of Minutes
Motion by Rogness, second by Johnson, and unanimously carried to approve the November 5, 2013 Board
of Commissioners meeting minutes as written.
Approval to Pay Bills
Motion by Johnson, second by Rogness, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Dog Bite Hearing -Phyllis Osander
Chairman Huebsch opened a Dog Bite Hearing for a dachshund belonging to Phyllis Osander.
Diane Thorson, Public Health Director, reported that the dachshund named Frankie had bitten twice; once
. on February 17, 2013 and once on October 24, 2013. Ms. Osander was unable to attend the Public
Hearing; however, a prior agreement had been discussed. Ms. Thorson reported that the dog, Frankie, is
a house dog, lives in the country, and will be put in a separate room when visitors are expected. Motion by
Lindquist, second by Johnson, and unanimously carried to accept the prior agreement as described by the
Public Health Director. The County Attorney will draft an Order of Findings for the case.
Recess & Reconvene
At 9:50 a.m., Chairman Huebsch declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The Board meeting was reconvened at 10:00 a.m.
Human Services Department Update
John Dinsmore, Community Services Director, reported on a plan for shared support services in the
Community Services Division in the New York Mills offices. Discussion took place regarding budget,
controlling workforce expansion, streamlining services and technology, and the case banking model of
service. Mr. Dinsmore provided several documents regarding the Minnesota Association of County Social
Service Administrators (MACSSA) key messages addressing the need for simplification of program rules.
He reported that there are thirty-three different reporting standards for the various Human Services
programs and ten categories of asset regards and disregards. Discussion followed regarding the
complexities. Mr. Dinsmore requested that Commissioners promote and advocate the MACSSA message
with the Association of Minnesota Counties (AMC) and other lobbying bodies.

limit from $500_00 to $1,000_00 on a current County credit card for Heathi:ir' Rosenthal; Social'Worker, as
requested by the Community Services Director.

Planning Commission Reappointments
Motion by Froemming and seconded by Huebsch to nominate Robert Schwartz (4th District) and Rod Boyer
(1 st District) for reappointment to the Otter Tail County Planning Commission for a three year term ending
December 31, 2016_ Motion carried unanimously_
Tobacco Free Policy Review
Janet Lindberg, Wellness Coordinator, presented several proposed documents to implement the Otter Tail
County Tobacco-Free Policy effective January 1, 2014_ Commissioners and Ms_ Lindberg discussed
several provisions of the proposed policy and the process for communication and implementation_
Ms_ Lindberg will highlight changes in the policy and return to the County Board at their next regular Board
meeting_
