Home My WebLink AboutBoard of Commissioners - Minutes - 08/20/2013OTTER TAIL COUNTY BOARD OF COMMISSIONERS OTTER TAIL COUNTY OFFICES 118 Main Avenue North, New York Mills, MN Tuesday,August20,2013 9:45 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, August 20, 2013 at 9:45 a.m., at the Otter Tail County Office Building in New York Mills, MN, with Commissioners Doug Huebsch, Chair; Wayne Johnson, Vice-Chair; Roger Froemming, John Lindquist, and Lee Rogness present. Approval of Agenda Chairman Huebsch called for approval of the August 20, 2013 agenda. Motion by Froemming, second by Lindquist, and unanimously carried to approve the Board of Commissioners agenda of August 20, 2013 as presented. Approval of Minutes Motion by Rogness, second by Johnson, and unanimously carried to approve the August 13, 2013 Board of Commissioners meeting minutes as written. Approval to Pay Bills Motion by Johnson, second by Froemming, and unanimously carried to approve payment of the County Board bills per Attachment A of these minutes. Appointment Motion by Lindquist, second by Rogness and unanimously carried to appoint Charlie Kampa to a four year term as Otter Tail County's Veterans Service Officer in accordance with MS197.60. Commuting with County Vehicle Motion by Lindquist, second by Johnson and unanimously carried to authorize, in accordance with the Otter Tail County Personnel Rules, Highway Engineering Technician, Gordon Cline, to commute with County vehicles while working on Project SAP 056-609-005 as recommended by the Public Works Director. Termination of Agreement Motion by Johnson, second by Rogness and unanimously carried to authorize the Chairman's signature on letter terminating the Revised Agreement for County Park Use and Maintenance with Phelps Mill Country at the end of the current term January 4, 2014. A new agreement will be negotiated. Upcoming Bonding Bill Motion by Rogness, second by Lindquist and unanimously carried to authorize the Public Works Director to pursue including in the upcoming 2014 State bonding bill under the statewide local ten-ton highway system plan the reconstruction of CSAH 35 from Dalton to CSAH 1, with CSAH 35 from Underwood North to CSAH No. 1 being priority 1 and CSAH 35 from Underwood South to Dalton being Priority 2. Settlement Agreement Motion by Rogness, second by Froemming and unanimously carried to authorize the appropriate County Officials' signatures on the Settlement Agreement with Steen Engineering for the 60-Bed Chemical Dependency Treatment Facility in Fergus Falls. OTC Board of Commissioners' Minutes August20,2013 Page2 Recess & Reconvene At 10:30 a.m., Chairman Huebsch declared the meeting of the Otter Tail County Board of Commissioners recessed for a Public Works Committee meeting. The meeting was reconvened at 11 :05 a.m. Planning Commission Recommendations Conditional Use Permit -Scott & Kathy Rowe: Motion by Froemming, second by Lindquist and unanimously carried to approve the Conditional Use Permit for topographical alterations as presented. The property is located on Lot 6 Adams Beach, Lot 5 & 25 of Carr's Subdivision, Section 12 of Amor Township, Otter Tail Lake (56-242), GD Conditional Use Permit -Theodore L Anderson: Motion by Rogness, second by Johnson and unanimously carried to approve the After-the-Fact permit as presented. The property is located in GL 2 NE of Twp Rd & N1/2 of Lot 5 ex trs, 57.27 AC, Section 3 of Hobart Township; Graham Lake (56-368), RD Otter Tail River (56-OTR), AG. Motion by Johnson, second by Rogness and unanimously carried to authorize the Land & Resource Director to start the process of issuing a Site Permit immediately. Interim Use Permit -Peggy & Randall Nelson: Motion by Rogness, second by Lindquist and unanimously carried to approve an Interim Use Permit with condition as recommended by the Planning Commission. The proposal is located in SL 7 of GL 4 W of Rd & Pt SL 6, Section 32 of Amor Township; Otter Tail Lake (56-242), GD. Conditional Use Permit -Donald & Carolyn Herron: Motion by Johnson, second by Froemming and unanimously carried to approve a Conditional Use Permit to stabilize an existing old road bed/shoulder area with conditions as recommended by the Planning Commission. The project is located in Pt GL 2 (2.5 ac), Section 1 of Star Lake Township; Star Lake (56- 385), GD. Conditional Use Permit -Steve & Mary Dewald: Motion by Rogness, second by Lindquist and unanimously carried to approve a Conditional Use Permit to rip rap shoreline and install natural stone steps with conditions as recommended by the Planning Commission. The project is located in Lenius Beach 1st Addition, Lot 9 Blk 1 & E ½ Lot 10 Blk 1, Sec 3, Edna Township; Little McDonald Lake (56-328), GD. Final Plat Filing Extension Motion by Rogness, seconded by Froemming, and unanimously carried to extend the proposed Final Plat filing date for "Huber's 1st Addition" to December 2, 2013. Final Plat Approval Motion by Johnson, second by Lindquist, and unanimously carried to approve the Final Plat titled "Smith Estates" located in Section 5 of Rush Lake Township, Marion Lake (56-253). LEAN Training Motion by Johnson, seconded by Rogness and unanimously carried for Commissioners to attend the LEAN Training that will be held at the Government Services Center October 8, 2013. Because of conflict with a regularly scheduled County Board meeting, the County Board intends to conduct an abbreviated meeting. Employee Safety Training OTC Board of Commissioners' Minutes August20,2013 Page 3 Motion by Rogness, second by Lindquist and unanimously carried to close the New York Mills Offices early for public services to facilitate "hands on" employee safety training. The proposed time for the training is mid to late September. Adjournment At 11 :55 a.m., Chairman Huebsch declared the meeting of the Otter Tail County Board of Commissioners adjourned. The next regular County Board meeting is scheduled for 8:30 a.m. on Tuesday,August27,2013.
