Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, August 6, 2013 at 8:30 a.m , at the
Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners Doug Huebsch,
Chair; Wayne Johnson, Vice-Chair; Roger Froemming, John Lindquist, and Lee Rogness present.
Approval of Agenda
Chairman Huebsch called for approval of the August 6, 2013 agenda. Motion by Froemming, second by
Rogness, and unanimously carried to approve the Board of Commissioners agenda of August 6, 2013 with
the following additions:
Office Space Lease Renewal
Performance Appraisal Summary
Contract Extension for 800 MHz Communication System
Approval of Minutes
Motion by Lindquist, second by Rogness, and unanimously carried to approve the July 23, 2013 Board of
Commissioners meeting minutes as presented.
Approval to Pay Bills
Motion by Rogness, second by Johnson, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Out-of-State Travel for Conference
Motion by Johnson, second by Lindquist, and unanimously carried to authorize Out-of-State travel for
Patrick Waletzko, Emergency Manager, to attend the International Emergency Management Conference to
be held in Reno, NV, October 26th through October 31'1. Mr. Waletzko was nominated to represent the 18
County West Central portion of Minnesota at this conference. Travel costs and lodging expenses will be
reimbursed by the State of Minnesota.
Motion by Johnson, second by Rogness, and unanimously carried to authorize Out-of-State travel for the
Fraud Investigation Officer and Collections Officer to the National United Council on Welfare Fraud annual
conference in Des Moines, IA, September 10th through September 12th. Registration expense is $275.00
per person plus lodging and travel.
Report on 60 Bed Chemical Dependency Facility
David Hauser, County Attorney, reported on the final settlement regarding the 60 Bed CD Facility.
Commissioners requested that Terry Hoff, Facilities Manager, provide a progress report on the projects at
the facility at the next County Board meeting.
County Drainage System Reports
Ditch #18 & #37.·
Kevin Fellbaum, Ditch Inspector, submitted a document relative to County Ditches #18/37. Discussion
followed the report. Motion by Johnson, second by Froemming, and unanimously carried to authorize the
redetermination of County Drainage System #18 and #37. After the redeterminations are completed, the
Drainage Authority will consider combining the two ditch systems.

Ditch #21:
Mr. Fellbaum reported that beavers have been trapped out of County Ditch #21. A map was provided
showing the area of the beaver dam. Hess Excavating will remove the beaver dam.
Ditch #16:
Mr. Fellbaum reported a problem in a culvert that flows underneath State Hwy 210 in County Ditch #16.
A beaver dam is plugging the culvert. Mike Nelson will trap the beavers and then MnDOT will remove the
beaver dam to restore flow through the culvert.
Ditch #25:
Mr. Fellbaum updated the Board on County Ditch #25. He indicated that Ditch Viewers will be starting the
redetermination process.
Approval of Letter in Support of Federal Courthouse
Motion by Johnson, second by Froemming, and unanimously carried to approve a letter of support for the
continued operation of the Federal Courthouse in Fergus Falls, MN and the renaming of the Courthouse as
submitted by the County Attorney.
Performance Evaluation
Motion by Rogness, second by Lindquist, and unanimously carried to document a satisfactory performance
evaluation for Larry Krohn, County Administrator, based on an evaluation that occurred on July 9, 2013.
Amendment to Next Generation 911 Contract
Motion by Lindquist, second by Johnson, and unanimously carried to authorize the appropriate County
Officials' signatures to execute Amendment No. 1 to Grant Contract 3000017471 for the high speed voice
and data network that routes and delivers emergency calls.
Office Space Lease for University of Minnesota
Motion by Froemming, second by Lindquist, and unanimously carried to renew the University of Minnesota
office space lease for Doug Holen, Extension Educator, for the next two years under the same terms and
conditions as the previous lease.
Deer Creek Township Bridge
Motion by Froemming, second by Rogness, and unanimously carried to authorize the appropriate County
Officials' signatures to execute Amendment No. 1 to a Consulting Services Agreement between the County
of Otter Tail and Interstate Engineering, Inc. for S.A.P. 056-599-059, replacement of Old Bridge No. L0944
over the Leaf River on 530th Avenue in Deer Creek Township. ·
Eastern Township Bridge
Motion by Rogness, second by Froemming, and unanimously carried to authorize the appropriate County
Officials' signatures to execute an Engineering Services Agreement between the County of Otter Tail and
Interstate Engineering Inc., for S.A.P. 056-599-061, replacement of the existing structure over Spruce
Creek in Eastern Township.
Phelps Mill Park Painting Project
After previously advertising for quotations, the Public Works Director submitted a Quotation Summary and
Recommendation for Award document. Motion by Lindquist, second by Johnson, and unanimously carried
to award Phelps Mill Exterior Painting to the low bidder, Fresh Look Painting, LLC of Fergus Falls, MN in
the amount of $6,000.00.

Highway Department Annual Report
Rick West, Public Works Director, submitted the Otter Tail County Highway Dept. 2012 Annual Report.
Public Works Tour
The Otter Tail County Public Works Tour for the west portion of the County is scheduled for Friday,
October 4, 2013 beginning at 8:30 a.m. at the Government Services Center in Fergus Falls, MN.
Sanitation Code Discussion
Lengthy discussion took place regarding the language in the Otter Tail County Sanitation Code and the
practical application of the language as it relates to Compliance Certificate vs. Compliance Inspection.
County officials will meet to review the County Board's intent for administering the Sanitation Code and
return to the Board at their next regular County Board meeting.
Perham to Pelican Rapids Recreational Trail
Mr. West reported that the City of .Perham has submitted an application for 2.45 million dollars for a
proposed 30-mile recreational trail from' Perham to Pelican Rapids. The City of Pelican Rapids, City of
Perham, DNR, MnDOT, Otter Tail County and State Health Improvement Plan entities have been meeting
regarding the proposed trail. The various entities have committed funding towards a scoping document for
the project to secure additional legacy grant funds. Motion by Johnson, second by Rogness, and
unanimously carried to approve funding from Otter Tail County, in the amount of $30,000.00, to be used
towards the cost of a scoping document for the proposed recreational trail. SRF Engineering has
estimated the cost of the document at $66,000.00.
Letter of Support to University of Minnesota
Motion by Johnson, second. by Rogness, and unanimously carried to approve a proposed letter to the
University of Minnesota dated August 1, 2013, regarding the University's assistance to develop a long term
plan for the sustainability of Otter Tail County's abundant natural resources.
RESOLUTION OF THE BOARD OF COMMISSIONERS OF
OTTER TAIL COUNTY
RESOLUTION NO. 2013 · 46
WHEREAS, the legislature of the State of Minnesota requires that Minnesota counties develop a Solid
Waste Management .Plan in accordance with Minn. Stat. 115A.46; 115A.471: 115A.551 subds. 6-7;
115A.552; 115A.557 subds. 2-3; 115A.63; 115A.84; 115A.914; 115A.96 subds. 6-7; 115A.917:
115A.97; 115.46 subds. 1 (f) (g); Minnesota Rules 9215 and all other applicable statutes and rules:
and,
WHEREAS, Otter Tail County recognizes the. need and responsibility to plan for and practice
environmentally sound methods for 'managing its solid waste stream: and,
WHEREAS, in 1989 the legislature of the State of Minnesota enacted legislation to require that Solid
Waste Management Plans be amended to include the requirements in Minn. Stat115A.914 and
115A.96 (1991), 115A.46 (2003); and,
WHEREAS, Otter Tail County recognizes the need to plan for and implement waste reduction,
recycling, yard waste management programs, special waste management programs and MSW
management programs

NOW THEREFORE. BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby
approves and adopts the Otter Tail County Solid Waste Management Plan and supporting documents
for the period 2013-2023.
BE IT THEREFORE, FURTHER RESOLVED, that the Otter Tail County Board of Commissioners
submits said document to the Minnesota Pollution Control Agency for final approval pursuant to
applicable Minnesota laws and rules.
A motion to adopt OTC Resolution No. 2013 -46 was offered by Commissioner Froemming, seconded by
Commissioner Rogness, and carried on a 5 -0 vote.

Meeting Location Changed
Motion by Johnson, second by Rogness, and unanimously carried to change the location of the Otter Tail
County Board of Commissioners' meeting for Tuesday, August 20, 2013 to the New York Mills, MN County
Offices to facilitate attendance at the employee picnic.
Employee of the Month Program
Motion by Froemming, second by Johnson, and unanimously carried to transfer of $623.86 from the
Commissioners Budget to the County Employees' Committee for the 2012 Employee of the Month
Program expenses.
Sentencing to Service Contract
Motion by Johnson, second by Froemming, and unanimously carried to authorize the appropriate County
Officials' signatures to execute an agreement between the County of Otter Tail and the State of Minnesota
DOC for the Sentencing to Service Program effective July 1, 2013 through June 30, 2015.
Adjournment
At 10:40 a.m., Chairman Huebsch declared the meeting of the Otter Tail County Board of Commissioners
adjourned. The next regular County Board meeting is scheduled for 8:30 a.m. on Tuesday, August 13,
2013.
