Fir Avenue, Fergus Falls, MN July 23, 2013 8:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, July 23, 2013 at 8:30 a.m., at the Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners Doug Huebsch, Chair; Wayne Johnson, Vice-Chair; Roger Froemming, John Lindquist, and Lee Rogness present. Approval of Agenda Chairman Huebsch called for approval of the July 23, 2013 agenda. Motion by Froemming, second by Johnson, and unanimously carried to approve the Board of Commissioners agenda of July 23, 2013 with the following additions: Classification/Compensation Discussion Ditch #70 Order Cat Bite Order Support for Federal Courthouse Appointment to Lakeland Mental Health Center Board West Central Regional Juvenile Center Agreement Approval of Minutes Motion by Johnson, second by Froemming, and unanimously carried to approve the July 16, 2013 Board of Commissioners meeting minutes as presented. Approval to Pay Bills Motion by Johnson, second by Lindquist, and unanimously carried to approve payment of the County Board bills per Attachment A of these minutes. · Board of Health Responsibilities Diane Thorson, Public Health Director, reviewed two documents titled "Summary of Powers and Duties Contained in Minn. Stat. § 145A.03-145A.10" and "Local Public Health Authorities and Mandates". She discussed implementing a Community Health Board with neighboring counties, mandates and grants, and collaborations. She reviewed Public Health programs including the WIC program, family home visiting, and several emergency and infection control programs. Cat Bite Order Motion by Johnson, second by Lindquist, and unanimously carried to adopt the Finding of Fact and Order regarding the cat owned by Oliver Gordon Julsrud and authorize the Chairman to sign the Order as presented by the County Attorney. Branding Task Force Branding Task Force members provided a background via a power point presentation on the rationale and process to develop a standard logo for official County correspondence with the public. They presented a proposed Otter Tail County logo. Lengthy discussion followed. The group will consider feedback and continue to work towards an official logo. OTC Board of Commissioners' Minutes July 23, 2013 Page 2 Vulnerable Adult Assessment Report Margaret Williams, Supervisor for the Vulnerable Adults Intake and Assessment program, introduced staff members and reviewed the 2013 statistics. In 2012, there were 327 VA Intakes completed with 79 screened for assessment. So far, in 2013, there have been 43 assessments completed. Staff members discussed with Commissioners, some of the challenges and decision making required in the adult protection field. Highway Contracts Motion by Johnson, second by Rogness, and unanimously carried to authorize the appropriate County Officials signatures to execute a Contract between the County of Otter Tail and Central Specialties, Inc. of Alexandria, MN, for an overlay project on CSAH 30 in Section 13 of Norwegian Grove Township. Motion by Johnson, second by Rogness, and unanimously carried to authorize the appropriate County Officials signatures to execute a Contract between the County of Otter Tail and Central Specialties, Inc. of Alexandria, MN, for an overlay project on CH 112 in the SW¼ of Section 11 and the NW¼ in Section 14 of Western Township. Phelps Mill Park Chuck Grotte, Assistant Highway Engineer, provided pictures of damage to the grounds at the Phelps Mill Park due to large amounts of rain during the annual Phelps Mill Festival. Motion by Rogness, second by Lindquist, and unanimously carried to proceed with restoration of the Phelps Mill Park grounds. OTC Board of Commissioners' Minutes July 23, 2013 Page 3 Proposed Marion LID Referendum Results Wayne Stein, Auditor, submitted an overview of the results for the proposed Marion Lake Improvement District special election held Saturday, July 20, 2013. He reported a total of 287 votes with 111 votes for and 176 votes against the establishment of the proposed LID; therefore, the referendum to form the LID failed. Motion by Rogness, second by Lindquist, and unanimously carried to accept the certified report for the Marion LID special election as submitted by the Auditor. License Approval Motion by Lindquist, second by Johnson, and unanimously carried to approve the following application for license: Pelican Supper Club *On-Sale Liquor and Sunday Liquor 44086 US Highway 59 Pelican Rapids, MN 56572 *This license is subject to the approval of the Township, County Attorney, County Sherill & Application Fee. County Ditch #70 Improvement Order Motion by Lindquist, second by Rogness, and unanimously carried to adopt the County Ditch #70 Order for Preliminary Improvement Proceedings as presented by the County Attorney. Classification/Compensation Plan David Hauser, County Attorney, submitted a document titled "Classification and Compensation Plan Appeals Information". Mr. Hauser reviewed the documents that will be made available to County employees on the intranet. The appeal time frame has been delayed at least through the end of August, 2013. United States Courthouse Motion by Rogness, second by Johnson, and unanimously carried to support pending legislation (S.F. 711 and H.R. 2251) to rename the Federal Courthouse in Fergus Falls, MN and support its continued presence serving west central Minnesota. Lakeland Mental Health Center Board Appointment Motion by Froemming, second by Johnson, and unanimously carried to appoint Lyle Hoxtell to the LMHC Board replacing Bob Block as a "member at large". Bob Block's term expires February of 2015. West Central Regional Juvenile Center Cooperative Agreement Motion by Johnson, second by Lindquist, and unanimously carried to approve the WCRJC Annual Purchase Agreement and authorize the appropriate County Officials' signatures to execute the Agreement. Otter Tail County agrees to purchase 2.5 beds for 2014 at an annual cost of $192,500.00. Correction to June 18, 2013 Commissioners' Minutes Motion by Johnson, second by Froemming, and unanimously carried to correct the June 18, 2013 minutes, Page 3, under the Heading of "District 4 Traffic Marking Project" as follows: Currently reads "Mr. Grotte presented the quotation summary and recommendation for award for MN Project No. HSIP 8813(234), District 4 Traffic Marking Project." This sentence is corrected to read "Mr. Grotte presented the bid summary and recommendation for award for MN Project No. HSIP 8813(234), District 4 Traffic Marking Project."
