Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 23, 2013 at 9:30 a.m., at the
Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners Doug Huebsch,
Chair: Wayne Johnson, Vice-Chair; Roger Froemming, John Lindquist, and Lee Rogness present.
Approval of Agenda
Chairman Huebsch called for approval of the April 23, 2013 agenda. Motion by Johnson, second by
Froemming, and unanimously carried to approve the Board of Commissioners agenda of April 23, 2013 as
presented.
Approval of Minutes
Motion by Johnson, second by Lindquist, and unanimously carried to approve the April 16, 2013 Board of
Commissioners meeting minutes as submitted.
Approval to Pay Bills
Motion by Rogness, second by Lindquist, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes
Solid Waste Department Staffing
Mike Hanan, Solid Waste Director, requested shifting staff into different positions for increased workload
over the summer months and also, requested approval to hire two summer helpers for the recycling sorting
line. Motion by Rogness, second by Lindquist, and unanimously carried to authorize the Solid Waste
Director to move a Recycling Worker to an Operator position and an Operator to a Truck Driver position for
the summer season. These employees will receive increased compensation based on the classification of
the temporary job. The motion also authorizes the Solid Waste Director to hire two Recycling Workers for
the summer as recommended by the Internal Services Committee.
Change Order for Courthouse Remodeling Phase 1
Motion by Rogness, second by Froemming, and unanimously carried to approve Change Order No. 8 for
Project No. 1119, Phase 1 Courthouse Remodeling, in the amount of $7,776.18 payable to Comstock
Construction Inc. of Fergus Falls, MN.
Update for Phase 2 Courthouse Remodeling
David Shultz, Architect, submitted a timeline for the completion of the Courthouse Phase 2 Remodeling
project. Discussion took place regarding the deferral of exterior masonry_work arid jail roofing which were
originally part of the Phase 1 stage of the project. These have been inOved for completion t0 April, May
and June of 2014. There will be some additional expenses relative to the jail elevator. Discussion
continued regarding the proposed bidding process. Motion by Rogness, second by Lindquist, and
unanimously carried to authorize the Architect to request bids for the Phase 2 Remodeling project at the
Courthouse May 1, 2013. Final bids are due by May 16, 2013.

FOSTER CARE MONTH -MAY 2013
Otter Tail County Resolution No. 2013 -31
Commissioner Johnson offered the following and moved its adoption:
WHEREAS, the family, serving as the primary source of love, identity, self-esteem and support, is the very
foundation of our communities, our state, and our Country; and
WHEREAS, in 2013 there were 46 children in the Otter Tail County licensed foster homes. Foster care
provides a safe, secure and stable home for children also providing compassion and nurturance of a family
setting, and
WHEREAS, in 2013, Otter Tail County Human Services currently has 17 licensed foster families who have
opened their homes and hearts to children whose families are in crisis, play a vital role helping children
and families heal, reconnect, and launch children into successful adulthood, and
WHEREAS, there are over 162 adults in licensed adult family foster care homes, and
WHEREAS, there are over 48 licensed adult family foster care providers who have opened their homes to
provide a family environment to individuals with developmental disabilities, mental illness or who are
elderly, and
WHEREAS, there are numerous individuals and public and private organizations who work to increase
public awareness of the needs of children and adults in foster care as well as the enduring and valuable
contribution of foster care providers.
NOW, THEREFORE, we, the Otter Tail County Board of Commissioners, do hereby proclaim May as
FOSTER CARE MONTH in Otter Tail County and urge all citizens to volunteer their talents and energies
on behalf of children/adults in foster care, foster parents, and the professional staff working with them
during this month and throughout the year.
Commissioner Rogness seconded the motion and upon being put to a vote, the resolution was
unanimously adopted.

OTTER TAIL COUNTY PROCLAMATION
FAMILY CHILD CARE PROVIDER WEEK
MAY 5TH _10TH 2013
Otter Tail County Resolution No. 2013 -32
Commissioner Froemming offered the following and moved its adoption:
WHEREAS, Otter Tail County has over 133 licensed family child care providers; and
WHEREAS, Otter Tail County family child care providers serve approximately 1,350 children and their
families; and
WHEREAS, children are Otter Tail County's most valuable asset and resource; and
WHEREAS, the care and education of Otter Tail County's children provided by licensed family child care
givers is an invaluable occupation; and
WHEREAS, many Otter Tail County families choose child care outside their own home; and
WHEREAS, licensed family child care providers are highly competent, dedicated, caring, and concerned
professionals.
NOW, THEREFORE, BE IT RESOLVED, That the Otter Tail County Board of Commissioners hereby
proclaims the week of May 6th -10th 2013, as Licensed Family Child Care Provider Week in Otter Tail
County, in honor of its many licensed family child care providers, and asks the community to join in
recognizing the valuable contributions these family child care providers make to our community.
Commissioner Johnson seconded the motion and upon being put to a vote, the resolution was
unanimously adopted.

CHILDREN'S MENTAL HEAL TH AWARENESS DAY
PROCLAMATION
Otter Tail County Resolution No, 2013 -33
Commissioner Johnson offered the following and moved its adoption:
WHEREAS, addressing the complex mental health needs of children, youth and families today is
fundamental to building _the health, resilience and future of Otter Tail County; and

WHEREAS, children even as young as 18 months can be affected by traumatic events and have serious
emotional, behavioral and physical problems later in childhood and adulthood, More than 35 percent of
children exposed to a single traumatic event will develop serious mental health problems.
WHEREAS, with support from caring adults, children and youth can recover from traumatic events,
reestablish a sense of well-being, and access treatment and other services if needed.
WHEREAS, the need for comprehensive, coordinated mental health services for children, youth and
families places upon our community a critical responsibility; and
WHEREAS, it is appropriate that a day should be set apart each year for the direction of our thoughts and
actions toward our children's mental health and well-being; and
WHEREAS, Otter Tail County, in its policy and planning roles, supports effectively caring for the mental
health needs of children, youth and families in our community.
NOW, THEREFORE, We, The Otter Tail County Board of Commissioners do hereby proclaim
May 9, 2013, to be Children's Mental Health Awareness Day throughout Otter Tail County and urge our
citizens and all agencies and organizations interested in meeting every child's mental health needs to unite
on that day in observance of such exercises as will acquaint the people of Otter Tail County with the
fundamental necessity of nurturing the social and emotional well-being of children from birth and providing
effective, accessible services and supports for children and youth with mental health needs and their
families.
Commissioner Froemming seconded the motion and upon being put to a vote, the resolution was
unanimously adopted.

Human Services 2012 Annual Report
John Dinsmore, Community Services Director, presented the Otter Tail County Human Service 2012
Annual Report and reviewed the Cost Report for Human Services programs for 2002 through 2011.
Mr. Dinsmore reported that 9,390 Otter Tail County residents are receiving publicly funded health care
benefits, including seniors over age 65.
Community Services Staffing
Motion by Johnson, second by Lindquist and unanimously carried to authorize hiring for the following
positions:
o .5 FTE temporary Eligibility Worker Position in Human Services for a maximum of five
months (May through September) to provide program servi_ces during medical leave of
absence
o two .8 FTE 4-H summer assistants contracted through the University of MN Extension
Service for 10 weeks during the summer of 2013

Motion by Froemming, second by Johnson, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Home and Community-Based Services Contract between the County of
Otter Tail and Brady & Kathy Neubauer of Fergus Falls, MN, for the period of January 1, 2013 through
December 31, 2014.
Supplemental Nutrition Assistance Program
Motion by Rogness, second by Johnson, and unanimously carried to authorize use of the SNAP
performance bonus funds, in the amount of $9,041.00, to be used for staffing due to caseload growth, as
recommended by the Community Services Director.
Human Services Bills & Claims
Motion by Johnson, second by Froemming, and unanimously carried to approve the Human Services Bills
and Claims as presented.
Recess & Reconvene
At 10:44 a.m., Chairman Huebsch declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 10:50 a.m.
Upgrade to County Website
Motion by Johnson, second by Rogness, and unanimously carried to approve an Agreement between the
County of Otter Tail and 'Houston Engineering, Inc. to develop a web-based tool for editing land-use
polygons for Otter Tail County that will be used for Crop Productivity Index calculations for agricultural land
assessments. The estimated cost for the work is $18,907 and will be paid out of the technology Funds.
The Land Services Director indicated that this contract will replace the previous contracts approved on
April 9, 2013 with Houston Engineering.
OTTER COUNTRY TRAIL ASSOCIATION (OCTA)
GRANT-IN-AID FUNDING
Otter Tail County Resolution No, 2013 -34
Commissioner Lindquist offered the following and moved its adoption:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and
approval of the County Attorney.
THEREFORE, BE IT RESOLVED, that Otter Tail County shall continue to sponsor Grant-In-Aid Trail
Systems as they exist for the Otter Country Trail Association Snowmobile Club for the 2013-2014
snowmobile season and proposed extensions of Grant-In-Aid Trails with the aforementioned condition.
Commissioner Froemming seconded the resolution and, upon being put to vote, the resolution was
unanimously adopted this 23rd day of April, 2013

GRANT-IN-AID FUNDING
Otter Tail County Resolution No. 2013 -35
Commissioner Lindquist offered the following and moved its adoption:
WHEREAS. Otter Tail County has sponsored Grant-In-Aid Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and
approval of the County Attorney.
THEREFORE, BE IT RESOLVED, that Otter Tail County shall continue to sponsor Grant-In-Aid Trail
Systems as they exist for the Henning Sno Cruisers Trail Association Snowmobile Club for the 2013-2014
snowmobile season and proposed extensions of Grant-In-Aid Trails with the aforementioned condition.

OTTER TRAIL RIDERS TRAIL ASSOCIATION
GRANT-IN-AID FUNDING
Otter Tail County Resolution No. 2013 -37
Commissioner Lindquist offered the following and moved its adoption:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and
approval of the County Attorney.
THEREFORE, BE IT RESOLVED, that Otter Tail County shall continue to sponsor Grant-In-Aid Trail
Systems as they exist for the Otter Trail Riders Trail Association Snowmobile Club for the 2013-2014

AIS Task Force Update
Bill Kalar, Land & Resource Director, updated the Board on activities of the Aquatic Invasive Species Task
Force as follows:
1) Train the teachers on invasive species prevention -nine school districts were interested and
included this into their curriculums.
2) · Continue distributing the Invasive Species postcards that were developed last year. These
postcards have been a good educational tool and have been distributed at public accesses,
resorts, bait shops, DNR presentations, and with the fishing regulation and licensing process.
3) The Task Force will place ads in April & June in the Lakes Country Journal and new this summer,
will be radio ads.
4) Also new this year will be the Burma Shave Sign Slogan sets. Mr. Kalar presented the sample
Burma Shave Slogans and a picture of one set of slogans. The Task Force will not do billboards
again this year as the slogans should be more effective.
5) AIS signs will be placed on the bottom of lake signs.
AIS Grant Agreement
Motion by Lindquist, second by Johnson, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Grant Agreement between the State of Minnesota DNR and County of
Otter Tail for an aquatic invasive species reimbursement grant, in the amount of $7,750.00. AIS funding
will be spent and reimbursed based on the lakes listed in the agreement.
Public Health Staffing
Motion by Lindquist, second by Rogness, and unanimously carried to authorize an increase of hours for a
Public Health Nurse from thirty to forty hours per week from May 1, 2013 to October 31, 2013. The
additional ten hours per week will be used for the PartnerSHIP for Health collaborative project.

MEDICARE RESOLUTION
Otter Tail County Resolution No. 2013 -38
Commissioner Rogness offered the following and moved its adoption:
WHEREAS, Otter Tail County Public Health became a Medicare Part B Certified Provider as of October 9,
2002 with the assigned Medicare provider number of 870000827, and
WHEREAS, Otter Tail County Public Health was assigned the National Provider Identification Number of
1023001260 on 08/23/2005, and
WHEREAS, A Provider Revalidation Request has been received to update and certify provider information
in accordance with the Patient Protection and Affordable Care Act, Section 6401 (a), and
WHEREAS, Otter Tail County is required to attest that as a governmental organization, it will be legally and
financially responsible in the event that there is an outstanding debt owed to the Center for Medicare and
Medicaid Services, and
WHEREAS, Diane Thorson has been appointed as the authorized official for the Otter Tail County Public
Health Department and has been given the authority to legally and financially bind the organization to the
laws, regulations, and program instructions of the Medicare Program.
NOW, THEREFORE BE IT RESOLVED, that this resolution has been adopted by the Otter Tail County
Board of Commissioners on April 23, 2013.
Commissioner Johnson seconded the resolution and, upon being put to vote, the resolution was
unanimously adopted.

Wayne Stein, Auditor, requested approval to sell Parcel No. 38-000-99-0808-000 in Maine Township which
was deeded to Otter Tail County several years ago. Commissioners requested additional information
regarding the property.
PLMSWA Investment Options
The County's financial officials met with the Board to discuss investment options for the Perham Resource
Recovery Facility project funds. After discussion, a motion was offered by Rogness and seconded by
Johnson to indicate that the Otter Tail County Board has looked at two investment options with preference
to have Ehlers Inc. mange the funds; however, the County supports the decision of the Prairie Lakes
Municipal Solid Waste Authority. Chairman Huebsch called for the vote and the motion passed
unanimously.
Adjournment
At 11 :53 a.m., Chairman Huebsch declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 9:30 a.m. on Tuesday, May 7, 2013.
