Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 19, 2013 at 9:30 a.m.,
at the Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners Doug
Huebsch, Chairman; Wayne Johnson, Vice-Chair; Roger Froemming, John Lindquist and Lee
Rogness present.
Approval of Agenda
Chairman Huebsch called for approval of the February 19, 2013 agenda. Motion by Lindquist, second
by Froemming, and unanimously carried to approve the Board of Commissioners agenda of February
19, 2013 as submitted.
Approval of Minutes
Motion by Froemming, second by Rogness, and unanimously carried to approve the February 5, 2013
Board of Commissioners meeting minutes as written.
Approval to Pay Bills
Motion by Johnson, second by Froemming, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Solid Waste Vehicle Replacement
Motion by Rogness, second by Lindquist and unanimously carried to approve the replacement of a
2004 Dodge with a 2013 Ford F-150 at a base cost of $27,372.70 plus the addition of an ecoboost
engine for additional $1,000 in the Solid Waste Department. The 2004 Dodge will be used at the
Perham Resource Recovery Facility to replace a vehicle that is currently on loan from the City of
Perham.
Letter of Support
Motion by Froemming, second by Johnson and unanimously carried to send a letter of support for
Becker County. Becker County · is seeking funding to improve their solid waste and transfer
capabilities.
Extension Committee Appointment
Motion by Froemming, second by Huebsch and unanimously carried to appoint Janice Huwe, to the
Extension Committee.
Audit Letter
Motion by Johnson, second by Rogness and unanimously carried to authorize the County Board
Chair, County Administrator and County Auditor to sign the confirmation letter for the County's audit
for the year ended December 31, 2012.

EBay Account
Motion by Rogness, second by Johnson, and unanimously carried to authorize the establishment of
an Ebay account for the immediate disposal of surplus radio equipment and for the future disposal of
other appropriate surplus, obsolete or used personal property.
Exempt Permit
Motion by Froemming, second by Johnson and unanimously carried to approve with no waiting period
the LG220 Application for Exempt Permit as submitted by the Perham Jaycees for an event
scheduled for Saturday, March 16, 2013 at Whiskey River Bar and Grill located at 4397 4 390th St.
Smoke Free Policy
Motion by Johnson, second by Lindquist and unanimously carried to approve the changes to the Otter
Tail County Smoke -Free Policy as submitted.
County Veterans Service Office Outreach Grant Resolution
Otter Tail County Resolution No. 2013-18
BE IT RESOLVED by the Otter Tail County Board of Commissioners that the County enter into the
Grant Contract with the Minnesota Department of Veterans Affairs (MDVA) to conduct the following
Program: County Veterans Service Office Community Outreach Grant Program. The grant must be
used for community outreach as defined in Minnesota Statutes, section 197.608, to all eligible
veterans regarding the availability of benefits they have earned and especially those relating to
posttraumatic stress disorder for all veterans, including World War 11, Korean War and Vietnam War
era veterans, and should not be used to supplant or replace other funding.
BE IT FURTHER RESOLVED by the Otter Tail County Board of Commissioners that the County
Veterans Service Department, be authorized to execute the Grant Contract for the above-mentioned
Program on behalf of the County.
Upon a motion by Commissioner Johnson, and seconded by Commissioner Lindquist the Otter Tail
County Board of Commissioners adopts the foregoing resolution by a unanimous vote:

Recess & Reconvene
At 9:57 a.m , Chairman Huebsch declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 10:05 a.m.
Meeting Attendance
Motion by Johnson, second by Lindquist and unanimously carried to authorize commissioners who
are available to attend the February 22,· 2013 9:30 -Noon meeting in Fergus Falls for a discussion on
compressed natural gas.

Motion by Froemming, second by Johnson and unanimously carried to send Sandy Dombeck a letter
of thanks for years of service on the Extension Committee.
Meeting Attendance
Motion by Johnson, second by Lindquist and unanimously carried to authorize those Commissioners
that are available to attend the OTC Conservation committee meeting being held February 20, 2013
at 7:00 p.m. at the DNR Office in Fergus Falls.
Motion by Rogness, second by Froemming and unanimously carried to authorize those
Commissioners available to attend the Public Information Meeting on CSAH 50. The meeting is being
held at the Henning School Library on March 7, 2013 at 7:00 p.m.
Approach Permit Revision
Motion by Johnson, second by Rogness and unanimously carried revise the deposit required for an
Approach Permit to read "a deposit of $250 for each private/residential approach or $500.00 for each
commercial/agricultural approach is required. If the Contractor's Name is self (constructed by
landowner), an additional $500 deposit is required."
Final Payment
Motion by Rogness, second by Froemming and unanimously carried to authorize Final Payment as
detailed in Final Estimate No. 5, in the amount of $23,692.25, payable to Industrial Builders, Inc of
Fargo ND, for S.P. 056-090-007, F.P. TEA>< 5611 (227) Bridge Restoration, etc.
Archaeological Survey Agreements
Motion by Froemming, second by Lindquist and unanimously carried to award the Archaeological
Survey agreements for S.A.P. 056-609-005, CSAH 9 Reconstruction Phase 2; S.A.P. 056-599-059
Deer Creek Township Bridge and S.A.P. 056-599-060 Pine Lake Township Bridge Projects to low
bidder Trefoil Cultural & Environmental Heritage of Sauk Rapids, MN.
Resolution
Joint Powers Agreement for the Administration of Federal HSIP Safety Grant
Project No. S.P. 088-070-034
Otter Tail County Resolution No. 2013-19
IT IS RESOLVED that the County of Otter Tail enter into a Joint Powers agreement with the Four
MN/DOT District 4 counties of Becker, Clay, Douglas and Otter Tail, for the following purpose:
Define the rights and obligations of each county for the delivery of project S.P. 088-070-034, a district
wide federal highway safety project that will provide safety improvements in the form of Chevrons,
Rumble Strips, Rumble Stripes and Ground-In Wet Reflective Paint on selected eligible highway
routes.
BE IT FURTHER RESOLVED that the proper County officers be and hereby are authorized to
execute such agreement and any amendments, and thereby assume for and on behalf of the County
all of the obligations contained therein.

Upon a motion by Commissioner Johnson, and seconded by Commissioner Froemming the Otter Tail
County Board of Commissioners adopts the foregoing resolution by a unanimous vote:

Highway Project Retainage Reduction
Motion by Rogness, second by Froemming and unanimously carried to authorize the request by R L
Larson Excavating of St Cloud to reduce retainage from 5% to 2% for the CSAH 9, Phase 1 project as
recommended by the Highway Engineer.
Human Services Contract Renewals
Motion by Froemming, second by Lindquist and unanimously carried to authorize the appropriate
County Officials' signatures to execute the following Contract renewals with Otter Tail County Human
