Fir Avenue, Fergus Falls, MN January 22, 2013 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, January 22, 2013 at 9:31 a.m., at the Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners Doug Huebsch, Chairman; Wayne Johnson, Vice-Chair; Roger Froemming, John Lindquist and Lee Rogness present. Approval of Agenda Chairman Huebsch called for approval of the January 22, 2013 agenda. Motion by Froemming, . second .by John!lon, and unanimously carried to approve the Board of Commissioners agenda of January ·22, 2013 with the following amendments: " • Add County Auditor Requests • Under General Discussion: Add -Appointment to Board of Adjustment Add -Conservation Committee Att!;lndance Approval of Minutes Motion by Froemming, second by Lindquist, and unanimously carried to approve the January 15, 2013 Board of Commissioners meeting minutes as written. ' ·»y· . , .. Approval to Pay Bills }Motion by Rogness, second by Lindquist, and unanimously carried to approve payment of the County. Board bills per Attachment A of these minutes. SALARY REIMBURSEMENT FOR PROBATION OFFICER RESOLUTION Otter Tail County Resolution No. 2013 -13 WHEREAS, Minnesota Statutes 244.19 subdivision 6 outlines a process for state reimbursement to participating counties of 50% of the previous year's expenditure for their probation officer salaries, and WHEREAS, 27 County Probation Officer counties and 28 Department of Corrections Contract counties participate in this process, and WHEREAS, appropriations from the state have steadily decreased from 50% in 1996 to an all-time low of 31% in FY 2012, and WHEREAS, the 55 counties participating in this process have been forced to absorb the $2,963,000 deficit in the FY 2012 reimbursement funding for their probation officers, and WHEREAS, the 2013 legislative session will be establishing the FY14 and FY15 appropriation for probation officer salary reimbursement for these 55 counties, and OTC Board of Commissioners' Minutes January 22, 2013 Page 2 WHEREAS, the Minnesota Association of County Probation Officers has been working with the Department of Corrections and legislative staff to ensure that an accurate FY14 and FY15 appropriation amount is determined, and NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners strongly requests the 2013 Minnesota Legislature to appropriate sufficient funds to reimburse the 55 participating counties for the full 50% of the cost of their probation officer salaries. Upon a motion of Commissioner Rogness, seconded by Commissioner Froemming, the Otter Tail County Board of Commissioners adopts the foregoing resolution by a unanimous vote: Adopted this 22nd day of January, 2013 Dated: _..,,;l...,/.,.0.:...,/__,1-=3'-------OTTER TAIL COUNTY BOARD OF COMMISSIONERS By: a Conservation Committee Meeting Motion by Johnson, second by Lindquist and unanimously carried to request that all available Commissioners attend the Conservation Committee meeting at the Prairie Wetlands on January 30, 2013 at 7:00 PM. Board of Adjustment Appointment Motion by Rogness, seconded by Johnson and unanimously carried to appoint Ward Uggerud to the Otter Tail County Board of Adjustment. EAW Discussion -The Homestead at Ottertail RV Park & Resort Land and Resource Director, Bill Kalar reported that the Environmental Assessment Worksheet has been completed. Discussion followed. Motion by Rogness, second by Froemming and unanimously carried to move forward with the process. Tobacco License Motion by Johnson, second by Froemming, and unanimously carried to approve the following application for tobacco license: Zorbaz on Pelican Lake 51709 County Highway 9 Pelican Rapids, MN 56572 Application for Exempt Permit Motion by Lindquist, second by Rogness and unanimously carried to approve with no waiting period the LG220 Application for Exempt Permit as submitted by the Boys and Girls Club of Detroit Lakes for an event scheduled for Sunday, March 24, 2013 at The Cactus located at 43521 Fort Thunder Road in Perham Township. County Credit Cards OTC Board of Commissioners' Minutes January 22, 2013 Page 3 Motion by Johnson, second by Lindquist and unanimously carried to approve as requested by Diane Thorson, Public Health Director, the issuance of County credit cards to the following employees: Michelle Fronning, Support Staff Patsy Nelson, Patients Accounts $1,000.00 Monthly Limit $5,000.00 Monthly Limit Human Services Budget Review John Dinsmore, Community Services Director, submitted the Human Services 2012 Budget Report dated January 18, 2013. Total agency expenses were reported lower than agency revenue. Human Services Contract Renewals Motion by Johnson, second by Lindquist, and unanimously carried to authorize the appropriate County Officials' signatures to execute the following Contract renewals with Otter Tail County Human Services· Ag~ncy .·. OTC Board of Commissioners' Minutes January 22, 2013 Page 4 Final Settlement Agreement Motion by Johnson, second by Lindquist and unanimously carried to authorize the appropriate County Officials' signatures on the Final Settlement Agreement and Pierringer release regarding the Chemical Dependency Treatment Facility. County Attorney's Department Staffing Motion by Johnson, second by Lindquist and unanimously carried to approve hiring of a Paralegal in the County Attorney's Department to replace a vacant support staff position.
