, Call to Order
The Otter Tail cdunty Board of Commissioners convened Tuesday, February 28, 2012 at 9:30 a.m., at the Otter
Tail County Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness, Chair; Doug
Huebsch, Vice-Chair; Wayne Johnson, John Lindquist, and Roger Froemming present
Approval of Agenda
Motion by Froemming, second by Johnson, and unanimously carried to approve the Board of Commissioners
agenda of February 21, 2012 with the following changes:
Cancel Personnel Committee with Facilities Operations
Add General Discussion at 11: 10 am
Add Closed Session at end of meeting for Labor Negotiation updates
1 Approval of Minutes
Motion by Huebsch, second by Froemming, and unanimously carried to approve the Board of Commissioners
meeting minutes of February 21, 2012 as presented,
Approval to Pay Bills
Motion by Johnscin, second by Lindquist, and unanimously carried to approve payment of the County Board bills
per Attachment A of these minutes
Lessard-Sams Outdoor Heritage Council
Lessard-Sams Outdoor Heritage Council member, Les Bench gave an overview of Lessard-Sams Outdoor
Heritage Council and the projects they would like to work with Otter Tail County on including Aquatic Invasive
Species,
, County Burial Disposition Allowance Expenditure Policy
Motion by Lindquist, second by Froemming and unanimously carried to approve the changes in the County
Burial Disposition Allowance Expenditure Policy as follows:
• Eliminate the "60 mile radius" language for transportation and just pay a flat $125 fee
• In the last line, next-to-the-last paragraph of the policy, the sentence has been changed to read as
follows: "County or descendant's funds are not allowed to pay for these expenses."
Electronic Document Management System {EDMSI
Motion by Huebsch, second by Johnson and unanimously carried to approve the contract with Next Chapter
Technology for t~e Electronic Document Management Systems.
Human Service Bills & Claims
Motion by Johnson, second by Lindquist.and unanimously carried to approve the Human Services Bills and
Claims as presented, ·,
Recess & Reconvene
At 10:31 a,m,, Chairman Rogness declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break, The meeting was reconvened at 10:35 a,m,
Otter Tail Wadena Community Action Council
Commissioner Froemming reported that the Otter Tail Wadena Community Action Council is looking at merging
with the MAHUBE Community Council (Mahnomen, Hubbard and Becker Counties)

AIS Committee Update
Land and Resource Director, Bill Kalar reviewed the minutes of the first AIS Meeting and discussed the progress
of the first meeting.
Exempt Permit
Motion by Lindquist, second by Froemming and unanimously carried, to approve, with no waiting period, the
LG220 Application for Exempt Permit as submitted by the Minnesota Finnish American Historical Society,
Chapter 13 for an event scheduled for Sunday, August 26, 2012 at the Finn Creek Open Air Museum located at
55422 340th Street.
Position Replacement
Motion by Johnson, second by Huebsch and unanimously carried, to replace the current Phelps Mill Caretaker
position as a seasonal position (May 1, to October 31 ).
Lease Agreement
Motion by Johnson, second by Huebsch and unanimously carried to approve the lease agreement between the
County Highway Department and Gary L. Anderson for the Lease of the County owned house located in Phelps
Mill Park.
Seasonal Employees
Motion by Lindquist, second by Froemming and unanimously carried to approve the hire of Seasonal Employees
in the Highway Department.
Ditch Inspector
Motion by Huesbch, second by Lindquist and unanimously carried to have the Personnel Board review the Ditch
Inspector position in relationship to the new reorganizational plan.
County Board of Appeal and Equalization Training
Motion by Lindquist, second by Froemming and unanimously carried for Commissioner Wayne Johnson to
attend County Board of Appeal and Equalization Training in March 2012.
Buffalo Red River Watershed District
Commissioners discussed the hearing for the petition of the Watershed District that took place last week and
also discussed the representation on the Watershed Board.
Closed to the Public
At 11:34 a.m., Chairman Rogness declared the meeting of the Otter Tail County Board of Commissioners
closed to the public for purposes of discussing labor negotiation strategies relative to the re-opener provision of
the Social Workers, Support Specialists, and Facilities Operations collective bargaining agreements. Present
were all five seated Commissioners, County Administrator, County Attorney, Human Services Director, Public
Health Director, and Aeling Board Secretary.
Adjournment
Upon conclusion of the closed session, at 11 :54 a.m., Chairman Rogness declared the meeting of the Otter Tail
County Board of Commissioners adjourned until 9:30 a.m. on Tuesday, March 6, 2012.
