Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, January 10, 2012, at 1 :03 p.m., at the
Perham City Hall in Perham, MN, with Commissioners Lee Rogness, Chair; Doug Huebsch, Vice-Chair;
Wayne Johnson, Roger Froemming, and John Lindquist present.
Approval of Agenda
Chairman Rogness called for approval of the January 10, 2012 agenda. Motion by Froemming, second by
Huebsch, and unanimously carried to approve the Board of Commissioners agenda of January 10, 2012,
as mailed.
Approval of Minutes
Motion by Lindquist, second by Johnson, and unanimously carried to approve the Board of Commissioners
meeting minutes of January 3, 2012, as presented with one typographical .correction.
Approval to Pay Bills
Motion by Froemming, second by Huebsch, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Long Term Tornado Recovery Update
The Wadena Otter Tail Long Term Tornado Recovery Committee presented a handout of
accomplishments and a list of unmet needs. They indicated that they still have clients seeking help from
the summer of 2010 tornado and they shared several family stories as well as strategies for an additional
six months of recovery. Lengthy discussion followed the presentation and request for additional funding.
Motion by Huebsch, second by Froemming, and unanimously carried to approve $28,964.00 (from the
Human Services Reserve Fund) for the Long Term Tornado Recovery process subject to 1) each dollar
given by Otter Tail County will be matched with other funds, 2) Wadena County participates by providing
cash and/or goods, and 3) the recovery process is completed by August 31, 2012.
Annual Human Services Agenda
John Dinsmore, Human Services Director, presented a proposed Human Services Department 2012
Agenda for meetings with the Board of Commissioners.
Human Services Contract Renewals
Motion by Lindquist, second by Huebsch, and unanimously carried to authorize the appropriate County
Officials' signatures to execute the following Contract renewals with Otter Tail County Human Services:

Parent Support Outreach Program Grant Award
Motion by Huebsch, second by Johnson, and unanimously carried to accept the Grant Award, in the
amount of $25,000, for the PSOP for 2012. This support program is a five year program for at-risk families
with children under 10 years of age.
Human Service Bills & Claims
Motion by Johnson, second by Huebsch, and unanimously carried to approve the Human Services Bills
and Claims as presented.
GTS Local Projects Workshop
Motion by Huebsch, second by Froemming, and unanimously carried to authorize Commissioners Johnson
and Lindquist to attend a workshop titled "Accessing Legacy Act Funds for Local Projects" on Thursday,
February 2, 2012, at the West Central Initiative building in Fergus Falls. The motion also requested the
Administrator to designate appropriate County staff to attend.
Otter Tail Lake (Lake Street) Road Blockage Discussion
David Hauser, County Attorney, reported that a petition for Lake Street under the impassable road statute,
M.S. 163.16, has been submitted and has been determined to be a valid petition. An adjacent property
owner is currently blocking the access. Motion by Huebsch, second by Johnson, and unanimously carried
to set a Public Hearing at 7:00 p.m. on Monday, June 11, 2012 at the Otter Tail County Law Enforcement
Center to gather the facts in this situation and determine whether or not Otter Tail Township should open
and maintain the road. Notice requirements were also discussed.
Comment Period for Environmental Assessment Worksheet
Bill Kalar, Land & Resource Administrator, reported that the EAW for the Little McDonald Lake Outlet
Project has been published in the Environmental Quality Board (EQB) Monitor. The public comment
period will end on February 8, 2012.
Lakes Wind 115kV Transmission Line
Eric Hansen, Environmental Engineer with Westwood Professional Services, submitted a handout
regarding local approval of a high voltage transmission project. A map of the proposed line showed its
location along CR 23 through Otter Tail County. Mr. Hansen discussed the permitting process options for
a public utility including a local option through Otter Tail County. Lengthy discussion took place regarding
permitting authority, reasons for pursuing a local permitting option, and potential liability and expertise
issues. Mr. Hansen requested that notice be provided to land owners and a scoping meeting be held to
gain public comments which would be used in preparing the Environmental Assessment. A Scambler
Town Board member indicated that property owners in the township had concerns with the project and that
Scambler Township has a zoning ordinance. Commissioners requested two weeks to research this further
with discussion scheduled on next week's County Board agenda.
Highway Department Staffing

Motion by Huebsch, second by Lindquist, and unanimously carried to authorize the Highway Engineer to
replace a Highway Maintenance Worker due to a recent retirement.
Cooperative Purchasing Agreement
Motion by Johnson, second by Froemming, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Cooperative Purchasing Agreement between the County of Otter Tail and
the State of Minnesota which continues the purchasing options from the State contract.
Right-of-Way for TH10/CSAH 34 Interchange Project
Rick West, Highway Engineer, discussed the right-of-way acquisition process for the TH 10/CSAH 34
Interchange Project and indicated that condemnation of property is not necessary at this time.
SCOW Public Health Planning
Diane Thorson, Public Health Director, reported that Becker, Clay, Otter Tail, and Wilkin counties have
agreed to move forward in a BCOW partnership for delivery of public health services. This planning will be
ongoing starting with Phase I and potentially developing a common policy.
Minnesota Volunteer Services
Motion by Lindquist, second by Johnson, and unanimously carried to authorize the Public Health Director
to sign a contract between St. Cloud Hospital and County of Otter Tail for the period of January 1, 2012 to
June 1, 2012 for federal emergency preparedness. St. Cloud Hospital will purchase the County's services
to maintain volunteer services data for health response to emergencies at a cost of $3,333.00.
Adjournment
At 3:25 p.m., Chairman Rogness declared the meeting of the Otter Tail County Board of Commissioners
adjourned for a tour of the Perham Hospital. The next regular County Board meeting is scheduled at 9:30
a.m. on Tuesday, January 17, 2012 at the Government Services Center in Fergus Falls.
