Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, November 8, 2011, at 9:31 a.m. at the
Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners John Lindquist,
Chair; Lee Rogness, Vice-Chair; Doug Huebsch, Wayne Johnson, and Roger Froemming present.
Approval of Agenda
Motion by Froemming, second by Huebsch, and unanimously carried to approve the Board of
Commissioners agenda of November 8, 2011, with the following addition:
10:55 a.m. -Approval of Human Services Bills & Claims
Approval of Minutes
Motion by Rogness, second by Froemming, and unanimously carried to approve the Board of
Commissioners meeting minutes of November 1, 2011, as presented.
Approval to Pay Bills
Motion by Huebsch, second by Johnson, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Non-Union COLA Discussion
David Hauser, County Attorney, reviewed Cost-of-Living and Benefit increases for various County groups
from 2004 through 2012. Motion by Johnson, second by Huebsch, and unanimously carried to increase
non-union employee salaries 1% effective January 1, 2012, as a fair and equitable increase based on the
economy and that a market study will be completed for the non-union group within the next year.
Extension Educator Space
Doug Holen, Extension Educator, reported that the Regional Extension Office is closing at the end of the
year. He requested office space from the County in order to keep some of the crop research and intern
programs in Otter Tail County. Mr. Holen will provide his own furniture, office equipment, computer and
phone services. Motion by Huebsch, second by Rogness, and unanimously carried to request that the
County provide office space in Fergus Falls for Doug Holen, Extension Educator. The University of
Minnesota will provide a stipend.
800 MHz Tower User Agreements & VHF Radio Paging Upgrades
Motion by Huebsch, second by Rogness, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Communications Facility Use Agreement Amendment (#93986-R)
between the County of Otter Tail and the MN Department of Transportation. The Amendment includes
upgrade of equipment and placement of VHF Antennae at the Fergus Falls Communications Tower site.
Motion by Lindquist, second by Rogness, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Communications Facility Use Agreement (#99848) between the County of
Otter Tail and the MN Department of Transportation to upgrade the New York Mills Tower Site. The fee to
use the State tower is $300 per year and the terms of the agreement commence January 1, 2012 and
expire December 31, 2021.

Motion by Froemming, second by Johnson, and unanimously carried to approve the appropriate County
Officials' signatures to execute a Communications Facility Use Agreement (#99847) between the County of
Otter Tail and the MN Department of Transportation to add the State Amor Tower to the VHF paging
system. The County is responsible for equipment and user fee of $300 per year. Terms of the agreement
commence January 1, 2012 and expire December 31, 2021.
Lieutenant, Matt McGuire, presented a quotation from Brandon Communications for taking care of the FCC
licensing for the various County towers and installation and maintenance of equipment for the towers.
Commissioners requested competitive quotes for this work to insure fiduciary responsibility.
Motion by Huebsch, second by Johnson, and unanimously carried to authorize the Sheriff to proceed with
repairing the building at the Erhard Tower site to protect the paging equipment.
Drainage System #39
Motion by Huebsch, second by Johnson, and unanimously carried to approve the following repairs in
County Ditch #39 as recommended by the Ditch Inspector: Clean the south half of the branch that is in the
middle of Section 8, clean a portion of the main ditch along 140th St., and clean out the culvert that is on
the main ditch on 140th St. Cost for the cleanout was estimated at $5,000 to $8,000. Motion by Rogness,
second by Johnson, and unanimously carried to authorize the USFWS to install a culvert in Ditch #39 after
the cleanout to facilitate access to FWS lands on both sides of the ditch. The culvert must be of adequate
size and not restrict the flow of water. The FWS is responsible for cost to install the culvert and future
maintenance.
Drainage System #56
Randy Wasvick, Ditch Inspector, presented a map indicating two areas (shown in pink) in Ditch #56 that
need cleanout. Motion by Rogness, second by Froemming, and unanimously carried to authorize the
cleanout of two areas in Ditch #56 as indicated on the map. Hess Excavating estimated the cost of the
work at $5,000.
Drainage System #38
Motion by Huebsch, second by Johnson, and unanimously carried to authorize the cleanout of Branch 1 in
Ditch #38 and accept the quotation of Corbin Pickar Excavating of Frazee, MN, in the amount of $15,840
as submitted by the Ditch Inspector.
Contractor's List
Commissioners requested that the County develop a list of competent Contractors for ditch work similar to
the listing the Highway Department keeps for the public who need a contractor for road ditch work. This
would facilitate a list of Businesses to easily access to request quotations and/or bids.
Recess & Reconvene
At 10:50 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 10:56 a.m.
Final Plat Approval
Motion by Huebsch, second by Froemming, and carried with Johnson abstaining, to approve the Final Plat
entitled "Adams Rose Point" located in Section 16 of Hobart Township; Rose Lake (56-360).
Approval to Pay Bills & Claims
Motion by Johnson, second by Lindquist, and unanimously carried to approve payment of the Human
Services bills and claims as presented.
Right of Way Easement

Motion by Huebsch, second by Rogness, and unanimously carried to authorize a Right of Way Easement
(Attachment B ,of these minutes) for Lake Region Electric Cooperative on a portion of the County's transfer
station property in Fergus Falls. The easement will avoid costly fees charged by the railroad for an
overhead electrical crossing.
Draft Enlargement Petition Buffalo Red River Watershed District
David Hauser, County Attorney, presented a draft petition to join (enlarge) the BRRWD. The proposed
area to be included in the BRRWD is the area identified by the petition to establish the Upper Red Lower
Otter Tail Watershed District. Discussion took place regarding the property around Annie Lake.
Commissioners requested that a letter be sent to Norwegian Grove Town Board informing them of the
need to make a decision to join the BRRWD at this time. The property would then be included in the draft
petition. The draft petition will continue to be reviewed by the appropriate entities for a final decision at a
later date.
Drainage System #38
The Ditch Inspector returned to the County Board with a quotation from Al Rogenkamp to cleanout
Branch 1 of County Ditch #38. Motion by Huebsch, second by Johnson, and unanimously carried to retract
the previous acceptance of Corbin Picker Excavating's quotation and accept the low quotation of
Al Roggenkamp, in the amount of $5,600, for the cleanout of Branch 1 in Ditch #38.
Facilities Operations Department
Motion by Rogness, second by Huebsch, and unanimously carried to authorize replacement of a
Maintenance Worker as recommended by the Physical Plant Manager. Commissioner Johnson suggested
cross training personnel to utilize skills from other departments during their slow season and increase
efficiencies.
Adjournment
At 11 :50 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners
adjourned until 9:30 a.m. on Tuesday, November 15, 2011.
