Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, August 16, 2011, at 8:30 a.m. at the
Otter Tail County Offices in New York Mills, MN, with Commissioners John Lindquist, Chair; Lee Rogness,
Vice-Chair; Doug Huebsch, Wayne Johnson, and Roger Froemming present
Approval of Agenda
Motion by Froemming, second by Rogness, and unanimously carried to approve the Board of
Commissioners agenda of August 16, 2011, with the following addition:
Under the Auditor's Agenda Items -add County Ditch #39 Petition
Under the Land & Resource Administrator's Agenda Items -add County Ditch #63
Approval of Minutes
Motion by Froemming, second by Johnson, and unanimously carried to approve the Board of
Commissioners meeting minutes of August 9, 2011, as mailed.
Approval to Pay Bills
Motion by Johnson, seconded by Huebsch, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Discussion Regarding Public Hearing for Creation of Watershed District
David Hauser, County Attorney, referred to the petition to establish the Upper Red Lower Otter Tail
Watershed District that has been filed by Wilkin County with the Minnesota Board of Water and Soil
Resources. The proposed area affects a portion of Wilkin and Otter Tail Counties. A public hearing
will be held Wednesday, September 7, 2011 at 6:00 p.m. at the Rothsay Public School gymnasium.
Commissioners discussed the opinions of Otter Tail County citizens affected by the petition and
related strategies.
4-H Update
Janet Malone, 4-H Coordinator, submitted an EOT County Fair 4-H Summary regarding exhibits, 4-H
food stand proceeds, and participation in the State Fair. She briefed the Board on summer day camp,
Boys and Girls Club partnership, and fall after school programming.
Recess & Reconvene
At 9:05 a.m., Chairman Lindquist declared the meeting of the Otter Tail
Commissioners recessed for a Capital Improvement Committee meeting.
Commissioners' meeting was reconvened at 9:18 a.m.
Credit Card Balance Increase
County Board of
The Board of
Motion by Rogness, second by Johnson, and unanimously carried to authorize an increased County
credit card balance of $5,000 for Tim Brand, IT Director.
County Drainage System #39
Motion by Rogness, second by Froemming, and unanimously carried to table a decision regarding the
County"Ditch #39 Petition until the next regular Board meeting due to lack of information.

Ditch Viewers
Motion by Rogness, second by Huebsch, and unanimously carried to request more Ditch Viewers who
are available to work on the redetermination process for various Otter Tail County Drainage systems.
Tour of NYM Building
At 9:46 a.m., Facilities Manager, Terry Hoff, and Board members toured the New York Mills office
building and identified several needs including replacement of windows and drainage corrections.
Recess & Reconvene
At 10:14 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of
Commissioners recessed for a Highway Committee meeting. The Board meeting was reconvened at
10:34 a.m.
Tower Road, Bridge and Street Project
Motion by Rogness, second by Froemming, and unanimously carried to concur with the award of the
Tower Road and Bridge Project (S.P. 126-125-003 and S.P. 056-601-048) to Lunda Construction
Company of Black River Falls, WI, in the low bid amount of $11,835,564.11 (Base Bid & alternate 1)
by the City of Fergus Falls. The City of Fergus Falls, as lead agency, awarded the project at their
regular City Council meeting on August 15, 2011. All non-Federal Aid and non-State Legislative
Grant costs of construction and construction engineering shall be split on a 50% basis between Otter
Tail County and the City of Fergus Falls. The Highway Engineer expressed appreciation for
cooperation of entities in District IV to make the funding for this project possible.
CH 137 Culvert Replacement
Motion by Huebsch, second by Rogness, and unanimously carried to award the CH 137 Culvert
Replacement project to low bidder, Landwehr Construction, Inc. of St. Cloud, MN, in the amount of
$44,187.64.
District Wide Traffic Marking Services
Motion by Rogness, second by Johnson, and unanimously carried to award S.P. 088-070-024 & MN
Project No. HSIP 8811 (205) to the low bidder, Traffic Marking Service, Inc. of Maple Lake, MN, in the
amount of $759,992.22.
L TC Financial Worker
Motion by· Huebsch, second by Froemming, and unanimously carried to authorize the Human
Services Director to hire a Financial Worker. The current work assignment for this position will be for
Long Term Care cases.
Boat and Water Grant Agreement
Motion by Froemming, second by Johnson, and unanimously carried to authorize the appropriate
County Officials' signatures to execute the State of Minnesota Federal Boating Safety Supplemental
Equipment Grant Agreement in the amount of $28,250.00. The project ID is R29G80110127. The
Chief Deputy indicated that the dollars will be used to purchase a tow behind side scan sonar.
Planning Commission Recommendations
Preliminary Plat-"Mishel Subdivision'1/Duane H. & Denise Mischel:
Motion by Huebsch, second by Rogness, and unanimously carried to approve the Preliminary Plat
titled "Mischel Subdivision" consisting of one single family residential backlot, four nonresidential
backlots and one riparian lot attached to the residential lot. The Plat was approved as presented.
The proposal is located in Pt of GL's 5, 6, 7 & 8, (92.12 AC), Section 17 of Edna Township; Big
McDonald Lake (56-386), RD.

Conditional Use Permit -Swan Lake Club/Jerry Piazza:
Motion by Froemming, second by Rogness, and unanimously carried approve a Conditional Use
Permit to haul in fill to bring up the property for a proposed new cottage and garage with conditions as
recommended by the Planning Commission. The proposal is located in Pt of GL 3 (28.45 AC),
Section 19 of Dane Prairie Township; Swan Lake (56-781 ), RD.
Conditional Use Permit-Homelviq Fam Revoc TsVChad & Amanda Homelviq:
Motion by Rogness, second by Huebsch, and unanimously carried to approve a Conditional Use
Permit to build a driveway to an approved building site with a condition as recommended by the
Planning Commission. The proposal is located in Pt of Lot 5, (5 Acres), Section 28 of Hobart
Township; Long Lake (56-388), RD.
County Drainage Systems Discussion
Mr. Kalar, Land & Resource Administrator, reported on County Ditch #16. Houston Engineering has
indicated that all work should be completed in a couple of weeks. The ditch seems to be working
effectively. Discussion took place regarding County Ditch #70, #41 & 63, and #38. Commissioner
Johnson stated that there has been a law change which gives counties the option to offer a bounty for
beavers.
Part Time Receptionist Position
Motion by Rogness, second by Lindquist, and unanimously carried to authorize the County
Administrator to hire a .57% FTE Receptionist to replace the current Temporary Services employee.
Health Insurance Update
Larry Krohn reported that Otter Tail County received a 3% decrease in health insurance premiums
through the Lakes Country Services Cooperative Insurance Pool for plan year 2012. Otter Tail
County will also be receiving a dividend due to low utilization during the past two (2) years and fully-
funded reserve accounts in the C/Co/OGA pool.
Family Services Collaborative
Motion by Huebsch, second by Johnson, and unanimously carried to authorize payment, in the
amount of $300, to the Otter Tail Family Services Collaborative for the County's annual partnership
payment.
Adjournment
At 11 :50 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 8:30 a.m. on Tuesday, August 23, 2011.
