Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, July 19, 2011, at 8:30 a.m. at the Otter
Tail County Government Services Center in Fergus Falls, MN, with Commissioners Lee Rogness,
Vice-Chair; Doug Huebsch, Wayne Johnson, and Roger Froemming present. Chairman Lindquist was
absent.
Approval of Agenda
Motion by Froemming, second by Huebsch, and unanimously carried to approve the Board of
Commissioners agenda of July 19, 2011, with the following change:
Canceled -Personnel Committee Meeting with Administrator
Approval of Minutes
Motion by Johnson, second by Froemming, and unanimously carried to approve the Board of
Commissioners meeting minutes of July 12, 2011, as presented.
Approval to Pay Bills
Motion by Huebsch, seconded by Johnson, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Senior Health Program Discussion
Lyle Hoxtell, Coordinator on Aging, and Diane Thorson, Public Health Director, presented a brochure
developed for the senior population entitled "Advocacy Information and Referral Center''. The brochure
provides a list of senior services and contact information for the Coordinator on Aging.
Mr. Hoxtell briefed the Board on some of the services and challenges faced by seniors. He stated that
forms and processes for seniors need to be simplified and indicated that the Senior Linkage Line is making
some changes to link seniors to State Departments. The date for Medicare enrollment for health and
prescription drug plans has been moved to October 15th this year. Mr. Hoxtell will be in the community
talking with seniors about Medicare.
BOO MHz Fire Department Radios
Sheriff Schlueter and Lieutenant McGuire appeared before the Board regarding the Otter Tail County Fire
Departments' radio grant. They submitted a document from Pat Conroy, a Funding Development
Specialist. The document provided ideas for improvement for the next grant application. Motion by
Huebsch, second by Johnson, and unanimously carried to authorize the Sheriff to hire Pat Conroy of
Widseth Smith Nolting, Alexandria, MN, to write the 800 MHz Grant Application for radios for the County's
fire departments at a cost of $3,500.00. The motion authorized Mr. Conroy to work with the new
Emergency Management Director to determine the most successful application process. Commissioners
requested ongoing updates.
Grant Match -Fire Department Radios
Lieutenant McGuire reported that some of the Fire Departments have asked the County to pay their 10%
match requirement for the 800 MHz radios. By consensus, the Board stated that if a Fire Department has
a hardship paying the 10% match, they can submit an application to the County identifying the hardship
and requesting payment from Otter Tail County.

Recess & Reconvene
At 9:09 a.m., Vice-Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners
recessed for a Highway Committee meeting. The meeting was reconvened at 9:35 a.m.
State Shutdown Discussion
Commissioners and several Department Heads discussed the proposed State Government settlement.
CSAH 84 Right-of-Way Release
Rick West, Highway Engineer, updated the Board regarding the CSAH 84 Right-of-Way release to the City
of New York Mills for the Lund Boat Company expansion.
WOTSWCD Storage Building
Motion by Froemming, second by Johnson, and unanimously carried to proceed with the concept of the
WOT Soil & Water Conservation District securing a long term location for their equipment by building on
the eastern portion of the County's Highway Garage #1 property. The motion authorizes this cooperative
effort and concept, as recommended by the Highway Committee, with details to be determined.
Highway Construction Contract
Motion by Huebsch, second by Johnson, and unanimously carried to authorize the appropriate County
Officials' signatures to execute a Highway Construction Contract between the County of Otter Tail and
Landwehr Construction, Inc. of St. Cloud, MN, for work on CSAH 27 over Reed Creek Northeast of
Elizabeth, MN, subject to approval of the County Attorney.
State Electrical Inspection Discussion
David Hauser, County Attorney, reported that electrical inspections are being completed during the State
shutdown for the midways for area County Fairs. Lengthy discussion took place regarding the possibility of
Otter Tail County developing an Ordinance that would allow the County to contract with a Master
Electrician to complete inspections on an interim basis when the State government is shutdown.
Commissioner Johnson indicated that the State currently contracts with Master Electricians to do the
electrical inspections. Motion by Huebsch, second by Johnson, and unanimously carried to direct the
County Attorney to research the possibility of an Electrical and Plumping Inspections Ordinance to be valid
during periods of temporary State Government shutdowns. Commissioners asked for an update at their
next regular Board meeting.
Housing & Redevelopment Authority Reappointment
Motion by Froemming, second by Johnson, and unanimously carried to reappoint Hazel Hovde to the Otter
Tail County HRA Board for the term of August 1, 2011 through August 1 2016.
Application for Exempt Permit
Motion by Froemming, second by Huebsch, and unanimously carried to approve, with no waiting period,
the LG220 Application for Exempt Permit as submitted by the Lake Country Sportsmen's Club of Otter Tail
County for an event scheduled for Tuesday, October 18, 2011, at the Amor Rumors Restaurant.
Payment Approvals
Motion by Johnson, second by Froemming, and unanimously carried, as recommended by the Highway
Department, to approve payment in the amount of $6,632.80 from the Capital Improvement Fund (Phelps
Mill Account) to Kadrmas, Lee and Jackson, Inc. for design engineering services for the period ending
June 30, 2011.
Motion by Johnson, second by Froemming, and unanimously carried to approve payment, in the amount of
$28,500, to Shultz & Associates, LTD for professional services provided for Project
No. 1021 (Master Planning/Expanded Master Plan Options).
Refinancing Option

Motion by Huebsch, second by Froemming, and unanimously carried to proceed with refinancing the
$g,g95,ooo Government Services Building Lease Revenue bonds, Series 2002A, based on a refunding
savings estimate by Bond Consultant, Ehlers & Associates.
General Discussion
Commissioner Huebsch updated the Board regarding the Public Hearing scheduled for August, 22, 2011,
for McDonald, Kerbs, and Paul Lakes outlet into Drainage System #25 petition.
Commissioner Johnson reported that the Buffalo-Red River Watershed District (BRRWD) explained their
program to property owners in the Annie Lake area west of Pelican Rapids. The petition for the area to be
included in the District may change to include another section of property. Otter Tail County should
request representation on the BRRWD from the State Board of Water & Soil Resources (BWSR).
Phone Communication System
Motion by Johnson, second by Huebsch, and unanimously carried to purchase a Cisco Phone System
through Marco as submitted in the proposal dated June 29. 2011. The motion further authorized payment
of the system, in the amount of $296,043.24, on a three year 0% financing option with the Optional Items
to be purchased if needed.
Sale of Vending Machines
Motion by Froemming, second by Johnson, and unanimously carried to proceed with the offer by
Lieberman Vending to purchase the following County vending machines transported by Snacks Plus based
on the previous agreement:
960 F Food APA LA Carte Frozen/Refrigerated, VUE40 Cold Drink Vend Glass Frnt 40 Sel used,
320FBlack Food Auto Glass Front Frozen/Refrig, and BEVMAX3WBA Cold Drink Dixie Glass
Front Robotic.
County Administrator Job Description
Motion by Huebsch, second by Johnson, and unanimously carried to approve the County Administrator job
description as submitted and recommended by the Personnel Committee.

At 10:53 a.m., Vice-Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 11 :00 a.m.
Planning Commission Recommendations
Conditional Use Permit-Otter Tail County Highway Department:
Motion by Huebsch, second by Froemming, and unanimously carried to approve a Conditional Use Permit
to install a gravity drainage system to regulate Iverson Lake levels as presented. The proposal is located
in the NW1/4 of Section 26, S1/2 of Section 27, E1/2 NE1/4 of Section 28, all of Section 21, N1/2 SE1l4 &
GL 7 of Section 20, Buse Township Project No. 056-997-003; Iverson Lake (56-846), NE, John Lake
(56-854), NE & Otter Tail River (56-OTR), AG.
Preliminary Plat -"Linnas North 40''/Gary & Linda Layman:
Motion by Huebsch, second by Johnson, and unanimously carried to approve a Preliminary Plat entitled
"Linnas North 40" consisting of 2 non-residential backlots to be attached to lake lots as presented. This
proposal is located on Lot 3 Block 1 Dandi Haven, Section 25 of Gorman Township; Little Pine Lake
(56-142), GD.

Conditional Use Permit Vic & Jennifer Haugrud:
Motion by Johnson, second by Froemming, and unanimously carried to approve a Conditional Use Permit
for an earthmoving project to construct a large storage building with a condition as recommended by the
Planning Commission. The proposal is located on Lizzie View Estates Lot 1 Blk 3 & pt Lot 9 Blk 3, Section
28 of Dunn Township; Lake Lizzie (56-760), RD.
Conditional Use Permit Todd & Marlene Johnson:
Motion by Huebsch, second by Johnson, and unanimously carried to approve a Conditional Use Permit to
construct a driveway as presented. The proposal is located on Lot 3 Blk 1 North Stalker Ridge, Section 28
of Tordenskjold Township; Stalker Lake (56-437), RD.
Conditional Use Permit-Kenneth L. Aldrich:
Motion by Froemming, second by Huebsch, and unanimously carried to approve a Conditional Use Permit
to erect retaining walls and new stairs with a condition as recommended by the Planning Commission.
The proposal is located on the W 100' of E 350' ex S 300' of Lot 3, Section 2 of Everts Township; Otter Tail
Lake (56-242), GD.
Conditional Use Permit-Tim Alan Bigelow:
Motion by Johnson, second by Huebsch, and unanimously carried to approve a Conditional Use Permit to
construct a block retaining wall with conditions as recommended by the Planning Commission. The
proposal is located on Eureka Beach Lot 9, Section 13 of Elizabeth Township; Jewett Lake (56-877), GD.

Motion by Huebsch, second by Johnson, and unanimously carried to approve a Conditional Use Permit to
construct a driveway with a condition as recommended by the Planning Commission. The proposal is

Conditional Use Permit-Franklin Lake Condominium Associationflami Boyer:
Motion by Huebsch, second by Johnson. and unanimously carried to approve a Conditional Use Permit to
install an open wooden platform with an extended roof with a condition as recommended by the Planning
Commission. The proposal is located in the Franklin Lake Condominium Assoc. Common Interest
Community #31, Unit 5, Section 26 of Dunn Township; Franklin Lake (56-759), RD.
Final Plat Filing Date Extension
Motion by Froemming, second by Huebsch, and unanimously carried to approve a six (6) month filing date
extension for the Final Plat entitled "Huber First Addition" located in Section 22 of Rush Lake Township;
Round Lake (56-214).
