Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 26, 2011 at 6:00 p.m., at the
Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners
John Lindquist, Chair; Lee Rogness, Vice-Chair; Doug Huebsch, Wayne Johnson, and
Roger Froemming present.
Approval of Agenda
Motion by Huebsch, second by Froemming, and unanimously carried to approve the Board of
Commissioners agenda of April 26, 2011, with the following additions:
7:50 p.m. -High Water/Flooding Discussion
MN Care Access Agreement
60 Bed CARE Facility Retainer Agreement
Approval of Minutes
Motion by Froemming, second by Rogness, and unanimously carried to approve the Board of
Commissioners meeting minutes of April 19, 2011, as presented.
Approval to Pay Bills
Motion by Johnson, second by Froemming, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Caseload/Workload Reduction Grant
Motion by Froemming, second by Johnson, and unanimously carried to authorize the Chairman's
signature to execute a Caseload/Workload Reduction Grant from the MN Department of Corrections.
The grant agreement provides Otter Tail County with $118,140 each year for Fiscal Years 2012 and
2013. Grant dollars are used towards salaries for employees in the County's Probation Department.
West Central Regional Juvenile Center
Probation Director, Chuck Kitzman, submitted a packet of information and briefed the Board on the
April 14, 2011 WCRJC Advisory Board meeting. Mr. Kitzman reported that the juvenile facility was
below projections for clients in 201 O; however, the facility is averaging increased numbers for 2011.
A surplus of about $75,000 was reported for CY2010 in the facility's budget. The Advisory Board
recommended spending up to $50,000 of the surplus to update the heating and cooling system.
Commissioners expressed some concern with spending money on a building that is not jointly owned
and expressed concern with the location of this secure detention facility.
National Association of Counties (NACOi
The Association of Minnesota Counties (AMC) Executive Director, Jeff Spartz, and other AMC Board
members presented information regarding the national organization. They discussed the value of the
Prescription Drug Program, lobbying for federal funds/programs that benefit counties, and belief in the
State AMC and National organization. They requested that Otter Tail County, once again, become
members of NACO to provide a unified approach of all 87 counties. Commissioners took the
information under advisement and will make a decision at an upcoming Board meeting.

Perham Resource Recovery Facility Public Hearing
At 6:40 p.m., County Attorney, David Hauser, opened the Public Hearing of the Prairie Lakes
Municipal Solid Waste Authority (PLMSWA) which includes Otter Tail, Becker, Todd and Wadena
counties. Otter Tail County will issue bonds on behalf of the PLMSWA for current debt of the PRRF
and funding for upgrades to the facility. Mr. Hauser indicated that there are agreements with the
PLMSWA and other counties for repayment of the bonds. There was no one present at the Public
Hearing to comment regarding the proposed bonding and there were no written comments received.
The Public Hearing was closed at 6:44 p.m., at which time; Chairman Lindquist recessed the Otter
Tail County Board of Commissioners' meeting for a five minute break.
Bid Award for Infrastructure at the Courthouse
Facilities Operation Manager, Rick Sytsma, presented bids for Otter Tail County Courthouse Project
#1026 for general construction including a data communications room and basement remodeling, and
electrical construction package. Motion by Rogness, second by Johnson, and unanimously carried to
award the general construction for the data communications room to the low bidder, Comstock
Construction, Inc., at a Base Bid of $320,700.00 and Alternate G-1 (fuel oil piping) at a cost of
$6,800.00. Motion by Huebsch, second by Johnson, and unanimously carried to award the Electrical
Construction Base Bid to low bidder, Fritz Electric, at a cost of $369,653.00, and Alternate E-2 (elect
fuel oil) at a cost of $629.00. Otter Tail County will sell the current generator set Completion date for
this work was reported as 8/15/2011.

BE IT RESOLVED, by the Board of County Commissioners of Otter Tail County, Minnesota, that the
parcel of tax-forfeited land listed above has been and is hereby classified as non-conservation land;
that the basic sale price of the parcel stated above, be approved and authorization for a private sale to
adjacent landowners of the above referenced land be granted, pursuant to Minnesota Statute 282;
that the sale will be held beginning at 9:00 A.M. on Friday, June 17, 2011 by the Otter Tail County
Auditor in the Otter Tail County Auditor's office in the Otter Tail County Government Service Center,
for not less than the basic sale price; and that the sale shall be for full cash payment per the terms as
set forth in the Notice of Private Sale of Tax Forfeited Land to Adjacent Owners.

Motion by Froemming, second by Huebsch, and unanimously carried to approve payment, in the
amount of $3,606.31, to Houston Engineering, Inc. for professional services provided for County
Drainage System No. 16 during the period of March 7, 2011 through April 3, 2011.
Motion by Froemming, second by Johnson, and unanimously carried to approve payment, in the
amount of $846.20, to Lake Region Healthcare for services provided under M.S. 609.35
Engagement Letter
Motion by Huebsch, second by Froemming, and unanimously carried to authorize the County Auditor
to sign the engagement letter with Standard and Poor's for rating the proposed $10,500,000 General
Obligation Disposal System Revenue Bonds, Series 2011.
Arbitrage Monitoring Services Agreement
Motion by Rogness, second by Johnson, and unanimously carried to authorize the County Auditor to
sign the Master Agreement for Arbitrage Monitoring Services with Ehlers & Associates, Inc. for the
following issues:
$5,245.000 General Obligation Tax Abatement Bonds, Series 20076
$5.590,000 Law Enforcement Lease Revenue Bonds, Series 2007D
$6.140,000 Public Project Revenue Bonds (Chemical Dependency Building), Series 2007E

County Drainage Ditch #25
Discussion took place regarding flood conditions in the area of Little McDonald and surrounding lakes.
Land & Resource Director, Bill Kalar, provided a map and showed the water flow from Big McDonald
Lake through County Ditch #25 to Star Lake where natural drainage flows to Dead Lake.
Commissioner Huebsch reported that Little McDonald and surrounding lakes are severely flooding.
Due to County infrastructure, environmental, and private property damage, a motion was offered by
Huebsch, seconded by Johnson, and unanimously carried to begin the process to use County Ditch
#25 as an outlet to alleviate some of the flooding. Motion by Huebsch, second by Johnson, and
unanimously carried to establish a Public Information meeting at 7:30 p.m. on Monday, May 9, 2011
at the Perham High School Auditorium to discuss possible solutions to draw down water from the
Little McDonald lakes area.
OTTER TAIL COUNTY PROCLAMATION
Family Child Care Provider Week
May 1st -May 7th 2011
Otter Tail County Resolution No. 2011 -27
WHEREAS, Otter Tail County has over 125 licensed family child care providers: and
WHEREAS, Otter Tail County family child care providers serve approximately 1,300 children and their
families; and
WHEREAS, children are Otter Tail County's most valuable asset and resource: and
WHEREAS, the care and education of Otter Tail County's children provided by licensed family child
care givers is an invaluable occupation: and
WHEREAS, many Otter Tail County families choose child care outside their own home: and
WHEREAS, licensed family child care providers are highly competent, dedicated, caring, and
concerned professionals.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby
proclaims the week of May 1st -7th 2011, as Licensed Family Child Care Provider Week in Otter Tail
County, in honor of its many licensed family child care providers. and asks the community to Join in
recognizing the valuable contributions these family child care providers make to our community.
Upon a motion by Commissioner Froemming and seconded by Commissioner Johnson, the foregoing
resolution was unanimously adopted.

Otter Tail County Resolution No. 2011 -28
WHEREAS. the family, serving as the primary source of love, identity, self-esteem and support, is the
very foundation of our communities, our state, and our Country.
WHEREAS, in 2011, there were 31 children in the Otter Tail County licensed foster homes. Foster
care provides a safe, secure and stable home for children also providing compassion and nurturance
of a family setting, and
WHEREAS, in 2011, Otter Tail County Human Services currently has 14 licensed foster families who
have opened their homes and hearts to children whose families are in crisis. play a vital role helping
children and families heal, reconnect, and launch children into successful adulthood, and
WHEREAS, there are over 115 adults in licensed adult family foster care homes. and
WHEREAS, there are over 45 licensed adult family foster care providers. who have opened their
homes to provide a family environment to individuals with developmental disabilities, mental illness or
who are elderly, and
WHEREAS, there are numerous individuals, public and private organizations who work to increase
public awareness of the needs of children and adults in foster care as well as the enduring and
valuable contribution of foster care providers.
NOW, THEREFORE, we, the Otter Tail County Board of Commissioners, by virtue of the authority
vested in us as County Commissioners of Otter Tail County, do hereby proclaim May as FOSTER
CARE MONTH in Otter Tail County and urge all citizens to volunteer their talents and energies on
behalf of children/adults in foster care, foster parents. and the professional staff working with them
during this month and throughout the year.
Upon a motion by Commissioner Lindquist and seconded by Commissioner Johnson, the foregoing
resolution was unanimously adopted.

Child Care Subsidy Program Administration
Human Services Director, John Dinsmore, presented a proposal to contract out the administration of
the Child Care Subsidy Program to Lakes and Prairie Community Action Partnership in Moorhead,
MN. Lakes and Prairie currently administers the Child Care Resource and Referral (CCRR) program
Mr. Dinsmore discussed funding for Lakes and Prairie to take over the program and reasons for the
change including development of multi-county, regional administration. Mr. Dinsmore will return to the
Board for final approval of the contract
Approval to Pay Bills & Claims
Motion by Rogness, second by Huebsch, and unanimously carried to approve payment of the Human
Services bills and claims as presented.
High Water/Flooding Discussion
Highway Engineer, Rick West, updated the Board on high water impacting County highways.
Mr. West referred to CSAH 10 west of Elizabeth, CSAH 15, CSAH 29 south of Rose Lake, CSAH 30,
and CSAH 34 west of Perham. Some roads are closed and some are down to usage of Just one lane.
He expressed concern about other roads that could go under water with continued high precipitation.
Mr. West indicated that the area of concern on CSAH 34 will be surveyed for elevations and options
discussed. Emergency Manager, Larry Krohn, indicated that a Presidential Declaration has been
requested.
Minnesota Care Access Agreement
Motion by Rogness, second by Johnson, and unanimously carried to authorize the Chairman's
signature to execute the MNCAA Amendment No. 2 to Contract #B45156 which extends services until
June 30, 2012. The Public Health Department partners with area schools to identify children without
health insurance and assists families in filing paperwork to obtain insurance.
Meeting Attendance
By consensus, Commissioners Lindquist and Rogness were authorized to attend a meeting Thursday,
April 28, 2011 in Breckenridge, MN regarding long term flood solutions for the Fargo/Moorhead area.
Retainer Agreement
Motion by Huebsch, second by Johnson, and unanimously carried to authorize the Chairman's
signature to execute a Retainer Agreement for Fees and Expenses between Otter Tail County and
Pemberton, Sorlie, Rufer & Kerschner Law Firm to handle claims arising out of the construction of the
Chemical Dependency Treatment Facility in Fergus Falls, MN.
Adjournment
At 916 p.m., Chairman Lindquist adjourned the meeting of the Otter Tail County Board of
Commissioners until 9:30 a.m. on Tuesday, May 3, 2011.
