MINUTES OF THE
OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, October 5, 2010, at 9:30 a.m. at
the Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners
Roger Froemming, Chair; John Lindquist, Vice-Chair; Everett Erickson, Doug Huebsch, and
Lee Rogness present.
Approval of Agenda
Motion by Erickson, second by Lindquist, and unanimously carried to approve the Board of
Commissioners agenda of October 5, 201 Oas mailed.
Approval of Minutes
Motion by Rogness, second by Huebsch, and unanimously carried to approve the Board of
Commissioners meeting minutes of September 28, 2010 as mailed.
Approval to Pay Bills
Motion by Lindquist, second by Froemming, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Property Tax Relief
Assessor, Bob Moe, reported that Otter Tail County has been approved for property tax relief by the
State Executive Council due to tornado damage during the summer of 2010. The Assessor's Office
will be processing tax abatements and credits. Motion by Huebsch, second by Rogness, and
unanimously carried to approve current year tax abatements from tornado damage and next years'
credit for tornado damage. Mr. Moe noted that there was over 2.5 million dollars in damages. The tax
abatements and credits will be reimbursed to the County by the State of Minnesota.
Presentation of 2008 Courthouse Master Plan
Architect, David Shultz, presented the Otter Tail County 2008 Facility Master Plan. He briefed the
Board regarding space needs of each facility as determined in 2008 through departmental interviews
and infrastructure needs necessary for long-term building preservation and operational efficiency.
Infrastructure needs were identified in various facilities; however, the most extensive infrastructure
and interior and exterior upgrades were identified at the Courthouse. The Facilities Plan included a
proposed layout of offices at the Courthouse with infrastructure and utilities located in the basement.
Discussion took place regarding the proposed public entry control point, parking, mitigation of air
quality issues, and remodeling to keep the historic value of the building intact. Commissioners
requested Mr. Shultz to present different scenarios in a three dimensional format.

At 10:35 a.m., Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 10:40 a.m .

Reorganizational Planning •
Human Services Director, John Dinsmore, and Public Health Director, Diane Thorson, presented a
proposal to combine the Long Term Care Program under one supervisor. The Human Services
Director will be responsible for providing program administration, budget, and performance appraisal
functions. The Public Health Director will be responsible for clinical and scope of practice oversight
and health care administration. Motion by Huebsch, second by Lindquist, and unanimously carried to
authorize a promotion for a Supervisor Position for the L TC Program as presented and recommended
by the Personnel Committee. The funding for this position has been determined as follows:
• The position is currently part of the Human Services Staffing pattern and has been included in
the proposed 2011 budget (a position recently vacated due to resignation).
• Funding for salary & benefit costs associated with the position ($97,299 in 2010) has been 70%
county funding and 30% federal/state funding.
• The position will supervise a cost center whose primary revenue includes health plan
reimbursement; therefore, there is anticipation that the County's share may decrease.
DWI Court Funding Program Request
Human Services Director, John Dinsmore, and Probation Director, Chuck Kitzman, requested
approval of a federal Enhancement Grant to expand DWI Specialty Court Services to more
participants. Motion by Erickson, second by Rogness, and unanimously carried to accept the
following DWI Court Enhancement Grant as presented:
• 1st Year (10/01/10 through 09/30/11): $95,349.33 of which $23,837.33 must be local/county
match
• 2nd Year (10/01/11 through 09/30/12): $95,666.67 of which $23,916.67 must be local/county
match
The local financial match for the Enhancement Grant, in the amount of $47,754.00, will include a •
combination of:
• In-kind operational funds "built in" to the department's approved program budgets;
• Utilization of Probation Supervision Fees funds; and
• Utilization of the Human Services Fund Balance.
Light Detecting and Ranging {LIDARI Information
GIS Coordinator, Brian Armstrong, introduced Charles Fritz from the International Water Institute.
Mr. Fritz explained that watershed research and watershed education are the two missions of the
organization. After the major floods in the Red River Basin in 1987, it was clear that better elevation
data was needed. Several years later, LIDAR technology evolved. Mr. Fritz presented various
electronic topographical maps showing elevation contours and water flow. Maps can be developed to
show contributing and/or non-contributing water flow areas that can be used to target storage areas
during floods. Discussion took place regarding availability of storage, funding, permit requirements for
projects, and education. Mr. Fritz submitted a Red River Basin Mapping Initiative brochure and
LIDAR data viewer website.

Construction & High Water Update
Highway Engineer, Rick West, briefed the Board regarding several bridge, culvert and other highway
construction projects. Mr. West also updated the Board regarding high water projects including the
Lake Olaf project, Highway 25 project, County Highway 137, and a grade raise project on County
Highway 118.
Friends of Phelps Mill Request
Mr. West submitted a proposal to run one roller mill at the Phelps Mill Park. This request, from the
FOPM, would be a demonstration of the roller mill grinding wheat. Commissioners requested that the
County's liability insurance carrier be notified before consideration of the request.
Attendance at MMCCC
Motion by Huebsch, second by Lindquist, and unanimously carried to authorize Commissioner
Rogness to attend the annual Midwest Minnesota Community Development Corporation meeting.

Al 12:32 p.m., Chairman Froemming adjourned the meeting of the Otter Tail County Board of
Commissioners until Tuesday, October 12, 2010.
