Fir Avenue, Fergus Falls, MN Tuesday,April27,2010 9:30 a.m. Call to Order The Otter Tail County Human Services Board convened Tuesday, April 27, 2010, at 9:31 a.m., at the Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners Roger Froemming, Chair; John Lindquist, Vice-Chair; Everett Erickson, Doug Huebsch and Lee Rogness present. Approval of Agenda Motion by Erickson, second by Lindquist, and unanimously carried to approve the Human Services Board agenda of April 27, 2010 as mailed. Approval of Minutes Motion by Huebsch, second by Rogness, and unanimously carried to approve the Human Services Board minutes of April 13, 2010 as presented. \ ·· BCOW State Health Improvement Program (SHIP) Update . SHIP Manager, Jason Bergstrand and other staff presented a follow up briefing' regarding SHIP after last week's interactive webinar with the State Health Department. Mr. Bergstrand· submitted a document from the DOH entitled "SHIP and Health Care Systems" working to reduce chronic disease in Minnesota by reducing obesity and tobacco use. The City of Perham is the pilot city in Otter Tail County for this project. Ann Dolence, Worksite Wellness Coordinator, is meeting with City of Perham employees and working through a program for a healthier work environment. Several initiatives were outlined including tracking weight loss as a group, access to bicycles in the community, and having fruits and vegetables readily available. Other SHIP staff provided documents and discussed the complete street concept (active living by design principles), healthy vending and good nutrition in the school setting, and healthcare setting interventions. In all of these settings, SHIP strives for policy, system and environmental change. Discussion with the Board followed the presentation. Commissioner Lindquist offered an option for access to bicycles and requested that this program connect with a similar proposed Extension Service program. Discussion also occurred regarding the challenges of safety with a street design that promotes walking and biking to school and work. Otter Tail County Proclamation Family Child Care Provider Week May 2nd -May ath 2010 Otter Tail County Resolution No. 2010 -27 Commissioner Erickson offered the following and moved its adoption: WHEREAS, Otter Tail County has over 130 licensed family child care providers; and WHEREAS, Otter Tail County family child care providers serve approximately 1,400 children and their families; and OTC Board of Commissioners' Minutes April 27, 2010 Page 2 WHEREAS, children are Otter Tail County's most valuable asset and resource; and WHEREAS, the care and education of Otter Tail County's children provided by licensed family child care givers is an invaluable occupation; and WHEREAS, many Otter Tail County families choose child care outside their own home; and WHEREAS, licensed family child care providers are highly competent, dedicated, caring, and concerned professionals. NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby proclaim the week of May 2nd -8th 2010, as Licensed Family Child Care Provider Week in Otter Tail County, in honor of its many licensed family child care providers, and asks the community to join in recognizing the valuable contributions these family child care providers make to our community. Commissioner Huebsch seconded the resolution and, upon being put to vote, the resolution was unanimously adopted. Dated: _ ___._Q'"'5;;'"',,_/"'¢ ... t-r;?/=o/'-' /)o"--- Attest: /a,,e,,~ ~ ~arry Kr6hn, Clerk OTTER TAIL COUNTY HUMAN SERVICES BOARD r Froemming, Human Services Board Chair Otter Tail County Proclamation FOSTER CARE MONTH-MAY 2010 Otter Tail County Resolution No. 2010 -28 Commissioner Rogness offered the following and moved its adoption: WHEREAS, the family, serving as the primary source of love, identity, self-esteem and support, is the very foundation of our communities, our state, and our Country, and WHEREAS, in 2010 there were 53 children in the Otter Tail County licensed foster homes. Foster care provides a safe, secure and stable home for children also providing compassion and nurturance of a family setting, and WHEREAS, in 2010, Otter Tail County Human Services licensed 18 foster families who have opened their homes and hearts to children whose families are in crisis, play a vital role helping children and families heal, reconnect, and launch children into successful adulthood, and WHEREAS, there are over 123 adults in licensed adult family foster care homes, and WHEREAS, there are over 51 licensed adult family foster care providers, who have opened their homes to provide a family environment to individuals with developmental disabilities, mental illness or who are elderly, and WHEREAS, there are numerous individuals, public and private organizations who work to increase public awareness of the needs of children and adults in foster care as well as the enduring and valuable contribution of foster care providers. OTC Board of Commissioners' Minutes April 27, 2010 Page 3 NOW, THEREFORE, we, the Otter Tail County Human Services Board, by virtue of the authority vested in us as County Commissioners of Otter Tail County, do hereby proclaim May as FOSTER CARE MONTH in Otter Tail County and urge all citizens to volunteer their talents and energies on behalf of children/adults in foster care, foster parents, and the professional staff working with them during this month and throughout the year. Dated D2j11 b.010 A~,t ~~ LarryKro;, Clerk resolution and, upon being put to vote, the resolution was OTTER TAIL COUNTY HUMAN SERVICES BOARD By:~~ 7~ Ro~r Froemming, Human Service~ Board Chair A Place to Belong Human Services Supervisor, Jodi Wentland, introduced Local Advisory Committee member, Jeanne Jaros, and Sue Wilkin, Director of "A Place to Belong". Ms. Jaros reviewed activities of the LAC and presented the Mental Health Proclamation. Ms. Wilkin briefed the Board on "A Place to Belong", which is a social club/network for people with mental illness. She provided statistics on membership (almost 900 in 2009) and 2,622 meals served. Ms. Wilkin introduced a couple of members of th~ club who shared stories of how the network changed their lives. May is Mental Health Month Proclamation Otter Tail County Resolution No. 2010 -29 Commissioner Huebsch offered the following and moved its adoption: , \ WHEREAS, the U.S. Surgeon General states that mental health is .fundamental to _health and indispensable to personal well-being, family and interpersonal relationships, and contributes to community and society; and WHEREAS, the U.S. Surgeon General confirms that mental illness affects one in five Americans every year, regardless of age, gender, race, ethnicity, religion or economic status; and WHEREAS, the U.S. Surgeon General has found that a range of treatment exists for most mental disorders and the efficacy of mental health treatments are well documented; and WHEREAS, Otter Tail County has made a commitment to community-based systems of mental health care for all residents and has appointed Local Mental Health Advisory Committee for children and adults; and WHEREAS,.the National Mental Health Association, the National Council for Community Behavioral Healthcare and their national partners, the National Alliance for the Mentally Ill and their local affiliates observe Mental Health Month every May to raise awareness and understanding of mental health and illness. As County Commissioners of Otter Tail County we call all citizens, government agencies, public and private institutions, business and schools to recommit our community to increasing awareness and understanding of mental illness and the need for appropriate and accessible services for all people with mental illness. Bid Award C.P.10:TM OTC Board of Commissioners' Minutes April 27, 2010 Page 5 Motion by Huebsch, second by Erickson, and unanimously carried to award the bid for C.P. 10:TM for 2010 county wide traffic marking services to the low bidder, Traffic Marking Service, Inc. of Maple Lake, MN in the bid amount of $258,423.73. Seasonal Supply of Hot Mix Bituminous Contracts Motion by Rogness, second by Erickson, and unanimously carried to authorize the Chairman's signature to execute the following Highway Contracts for the 2010 seasonal supply of hot mix bituminous: Central Specialties, Inc. Alexandria, MN Wadena Asphalt, Inc. Wadena, MN Seasonal Supply of Hot Mix Bituminous Material (East, West, & North Otter Tail County) Seasonal Supply of Hot Mix Bituminous Material (East Otter Tail County) Engineering Services -Drawdown of Iverson Lake Motion by Rogness, second by Huebsch, and unanimously carried to authorize the Highway Engineer to enter into a contract with Houston Engineering, Inc. for engineering design and permitting of the Iverson Lake Drawdown project. The estimated cost for the engineering services is $34,725.00. Work Release Program Contract Motion by Rogness, second by Lindquist, and unanimously carried to approve the Chairman's signature to execute an agreement between the State of Minnesota DOC and the County of Otter Tail for the Work Release Program for the period of 7/1/2010 through June 30, 2011. The DOC will pay a per day rate of$55.00 to operate the program. Sentence to Service Program Sheriff, Brian Schlueter and Detention Facility Administrator, Richard Akerman, provided information regarding the Minnesota Department of Correction's decision to terminate the current agreement with Otter Tail County for the STS Program. The current agreement authorized reimbursement to the County for FY2011 in the amount of $57,782.50. The DOC is terminating that agreement and intends to issue an amended agreement reducing the funding to $37,994.50 which creates a deficit of $10,000.00 for the balance of CY2010. Discussion took place regarding the value of the program. Motion by Huebsch, second by Rogness, and unanimously carried to state the County's intent to continue STS services. Payment for Airport Road Motion by Rogness, second by Huebsch, and unanimously carried to authorize payment, to the City of Fergus Falls, for the County's portion of upgrading the airport road for the Transfer Station in the amount of $125,822.11. Fergus Falls Transfer Station Solid Waste Director, Mike Hanan, requested paving two areas at the Transfer Station that had been deferred during initial construction. Motion by Huebsch, second by Erickson, and unanimously carried to pave an area on the east side of the transfer station because there are issues with the gravel road washing out. Central Specialties estimated $13,513.00 to complete the work. Motion by Froemming, second by Erickson, and unanimously carried to approve additional paving on the northwest side of the building where the empty roll off containers are stored at an estimated cost of $21,700.00. These expenses are within the total construction budget. The meeting was reconvened at 1: 17 p.m. Drainage System #16 Ditch Inspector, Randy Wasvick briefed the Board regarding the Ditch #16 public informational meeting scheduled at 7:00 p.m. on May 7, 2010 at the Battle Lake school auditorium. Drainage System #37 Mr. Wasvick briefed the Board regarding Ditch #37. There is about 700' of pipe that needs to be replaced on LuJean Schei's property in Underwood. He estimated the cost at $7,800.00. Mr. Wasvick requested permission to complete this work this summer if ii is dry enough. He stated that there is a maintenance fund on this ditch system to pay back the cost of the repairs. He noted that there is an additional section that may need repairs. There is an unnamed lake on the north side of East Dane Prairie road that flows into a culvert under the road; then, flows into a 12" tile and into an open ditch. Beavers are being trapped because they are plugging the culvert. Mr. Wasvick was uncertain if other repairs will be needed in this section of the ditch. Motion by Lindquist, second by Rogness, and unanimously carried to authorize the Ditch Inspector to proceed with repairing about 700' of pipe in Drainage System #37 as described. The motion also approved borrowing the money for this expense from the General Fund to be repaid by the Ditch #37 Maintenance Fund with the same interest rate set by the State Court Administrator for interest on judgments. Increase Change Fund OTC Board of Commissioners' Minutes April 27, 2010 Page 7 Motion by Rogness, second by Huebsch, and unanimously carried to authorize an increase for the Change Fund in the Treasurer's office from $1,500.00 to $2,000.00 as requested by the Treasurer.
