CALL TO ORDER
The Otter Tail County Board of Commissioners convened at 8:31 a.m. Tuesday, March 29, 2022, at the
Government Services Center in Fergus Falls, MN. Commissioners Betty Murphy, Chair; Wayne Johnson, Vice
Chair; Kurt Mortenson, Dan Bucholz and Lee Rogness were present.
APPROVAL OF AGENDA
Chair Murphy called for approval of the Board Agenda. Motion by Johnson, second by Rogness and
unanimously carried to approve the Board of Commissioners' agenda of March 29, 2022, with the following
change:
Addition of Letter to Greater Minnesota Regional Parks and Trails Commission (GMRPTC)
regarding Phelps Mill.
APPROVAL OF CONSENT AGENDA
Motion by Mortenson, second by Bucholz and unanimously carried to approve the consent agenda items as
follows:
1. March 15, 2022, Board of Commissioners' Meeting Minutes
2. Warrants/Bills for March 29, 2022, as amended. (Exhibit A)
3. Human Services & Public Health Warrants/Bills for March 22, 2022, as Approved for Payment
by the County Auditor-Treasurer. (Exhibit A)
4. Approval of the issuance of a County Credit Card, with a 30-day limit to Patrol Deputy Kody
Needham.
5. Approval of an increase in Deputy Sheriff Carla Rae Doll's current 30-Day County Credit Card
limit of $1,000.00 to a 30-Day limit of $2,500.00.
6. Approval of the LG220 Application for Exempt Permit as submitted by the Lakes Country
Sportsmen's Club of Otter Tail County' for an event (raffle) scheduled for Monday, April 25,
2022, at Beach Bums Bar & Eatery located at 35776 County Highway 72 in Everts Township.
7. Approval of the issuance of On/Off Sale 3.2 Malt Liquor License for the Corner Store On Otter
Tail Lake Inc. dba The Corner Store on Otter Tail Lake for the period of July 1, 2020, through
June 30, 2021, and for the period of July 1, 2021, through June 30, 2022.
8. Approval of the issuance of Six-Month On-Sale Seasonal Liquor and Sunday Liquor License
for Zorbaz of Otter Tail Lake, Inc. dba Zorbaz of Ottertail for the period of May 1, 2022, through

SALE OF EXCESS COUNTY PROPERTY
Motion by Johnson, second by Rogness and unanimously carried to approve the sale of Lot 19 of Auditor's
Subdivision No. 116, (Parcel 35-000-0584-000) located in Section 22 Township 134 Range 38 (Leaf lake
Township). Otter Tail County acquired this property July 12, 1920, and was recorded on July 28, 1920 as
Instrument No. 188707.
FUNDING FOR WELLNESS COMMITTEE BUDGET
Motion by Mortenson, second by Bucholz and unanimously carried to approve the transfer of $2,500 from the
General Fund to the Wellness Committee (Fund 02) to cover 2022 costs related to wellness committee
activities as identified below by Wellness Coordinator Annamarie Koehler Tabery:

At 8:41 a.m., Chair Murphy declared the meeting of the Otter Tail County Board of Commissioners recessed
for a short break. The Board of Commissioners meeting was reconvened at 8:52 a.m.
REQUEST FOR PUBLIC HEARING
Motion by Rogness, second by Bucholz and unanimously carried to authorize a Public Hearing regarding Solid
Waste management charges on September 27, 2022, at 10:00 a.m. at the Government Services Center in
Fergus Falls. Under specific consideration will be a proposal to adjust the per parcel solid waste management
service charge from $14.00 per point per parcel to $16.00 per point per parcel. The proposed change would
become effective January 1, 2023.
EXECUTION OF CEMETERY ACQUISITION AGREEMENT
OTTER TAIL COUNTY RESOLUTION NO. 2022-29
WHEREAS, The County of Otter Tail, Minnesota (hereinafter referred to as the "County") and Bethel Cemetery
of Pelican Rapids Association (hereinafter referred to as the "Nonprofit'') agree that the County will acquire
the Bethel Cemetery for a period of one year by Agreement (the "Agreement" attached hereto); and
WHEREAS, the cemetery located at 44349 County Highway 9, Pelican Rapids, MN 56572 (hereinafter
referred to as the "Cemetery") is abandoned, pursuant to Minn. Stat.§ 306.21, subd. 1(b); and
WHEREAS, the County may take possession of the Cemetery pursuant to Minn. Stat.§ 306.243, subd. 1, and
may transfer it to a cemetery corporation or association pursuant to Minn. Stat.§ 306.243, subd. 5; and
WHEREAS, the Nonprofit is organized under 26 U.S. Code§ 501(c)(13), and was established to embellish,
care for, and manage the Cemetery; and

WHEREAS, the County and Nonprofit desire to enter into an agreement which will result in title of the Cemetery
being transferred to the Nonprofit.
NOW, THEREFORE, BE IT RESOLVED by the Otter Tail County Board of Commissioners, as follows:
The County hereby approves the Agreement in substantially the form submitted, contingent upon the approval
of the Nonprofit, and the Board Chair and Clerk are hereby authorized and directed to execute the Agreement
on behalf of the County.
The approval hereby given to the Agreement includes approval of such additional details therein as may be
necessary and appropriate and such modifications thereof, deletions therefrom and additions thereto as may
be necessary and appropriate and approved the County officials authorized by this resolution to execute the
Agreement. The execution of the Agreement by the appropriate officer or officers of the County shall be
conclusive evidence of the approval of the Agreement in accordance with the terms hereof.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Johnson, duly
seconded by Commissioner Mortenson and, after discussion thereof and upon vote being taken thereon,
passed unanimously.

2022 MIDWEST FARM ENERGY CONFERENCE
Motion by Johnson, second by Rogness and unanimously carried to approve commissioner attendance at the
2022 Midwest Farm Energy Conference June 15-16, 2022, at the West Central Research & Outreach Center
in Morris, MN. The 2022 conference is showcasing ways to reduce carbon intensity of production agriculture.
CHILD & FAMILY SERVICES ANNUAL REPORT
Human Services Supervisors Stephanie Olson and Krista Fix and Lead Social Worker Nikki Lee, from the
Child and Family Services unit, along with Human Services Director Deb Sjostrom were in attendance to
provide a brief summary of the 2021 child protection annual report provided in the packet to the
commissioners. Highlights included that there were 407 maltreatment reports in 2021, an increase from 2020,
which was anticipated due to COVID-19 and the stay-at-home order because entities and individuals that
made reports of concern had less contact with children and families. There were 119 children in need of out-
of-home placement, which was down from 2020. Currently there are 133 child care licensed homes and 31
child foster care licensed homes in Otter Tail county. The commissioners commended the work of the Child
and Family Services unit for their accomplishments and difficult work to address the needs of children and
families.
APRIL IS CHILD ABUSE PREVENTION MONTH 2022 PROCLAMATION
OTTER TAIL COUNTY RESOLUTION NO. 2022-30
WHEREAS, child abuse and neglect is a serious problem affecting every segment of our community, and
finding solutions requires input and action from everyone throughout the community; and
WHEREAS, our children are our most valuable resources and will shape the future of Otter Tail County; and
WHEREAS, the effects of child abuse are felt by whole communities and need to be addressed by the entire
community; and
WHEREAS, effective child abuse prevention succeeds because of partnerships created between families child
welfare professionals, education, health, community and faith-based organizations, businesses, and law
enforcement agencies; and
WHEREAS, communities must make every effort to promote programs and activities that create strong and
thriving children and families; and
WHEREAS, we acknowledge that we must work together as a community to increase awareness about child
abuse and contribute to promote the social and emotional well-being of children and families in a safe, stable,
and nurturing environment; and
WHEREAS, prevention remains the best defense for our children and families.
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board of Commissioners hereby proclaim April
2022 as National Child Abuse Prevention Month in Otter Tail County, and call upon all people, community

agencies, religious organizations, medical facilities, and businesses recognize this month by dedicating
ourselves to the task of improving the quality of life for all children and families.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Rogness, duly
seconded by Commissioner Mortenson and, after discussion thereof and upon vote being taken thereon,
passed unanimously.

SUMMIT CARBON SOLUTIONS OPEN HOUSE
Motion by Johnson, second by Rogness and unanimously carried to approve commissioner attendance at the
Summit Carbon Solutions open house on April 8, 2022, from 11 :30 a.m. to 1 :30 p.m. at the Bigwood Event
Center in Fergus Falls. This informational open house and Q&A session is an invitation to all landowners in
the community who are interested in Summit Carbon Solution's CO2 project-helping Minnesota farmers
enjoy strong com prices and high land values for decades to come.
BIG BUILD & HOUSING TRUST FUND POLICY
Motion by Rogness, second by Mortenson and unanimously carried to approve the Guiding Principles, General
Program Descriptions, Proposed Allocation Plan, and Application Process for the Big Build (BB) Funding and
Housing Trust Fund (HTF) Policy as approved by the Community Development Agency (CDA) and Housing
and Redevelopment Authority (HRA) Boards. The policy provides guidance for the CDA and HRA Board to
implement two major housing investment goals: to "Create New Homes" and to "Keep People in Homes".
NATIONAL PUBLIC HEAL TH WEEK PROCLAMATION
OTTER TAIL COUNTY RESOLUTION NO. 2022-31
WHEREAS, the week of April 4-10, 2022, is National Public Health Week, and the theme is "Public Health is
Where You Are"; and
WHEREAS, Otter Tail County Public Health, has educated the public, policymakers and stakeholders about
issues important to improving the public's health; and
WHEREAS, there is a significant difference in health status, such as obesity, poor mental health and drug
use, among people living in rural areas compared with people living in urban areas, and this variance increases
because rural residents are often more likely to face social determinants that negatively impact health, such
as poverty, transportation barriers and lack of economic opportunity; and

WHEREAS, a person's health status can differ drastically by zip code due to differences in the built
environment, environmental quality, community context, access to healthy food, access to education and
access to health care.
WHEREAS, public health professionals help communities prevent, prepare for, withstand and recover from
the impact of a full range of health threats, including disease outbreaks such as the COVID-19 pandemic,
measles, natural disasters and disasters caused by human activity; and
WHEREAS, public health action, together with scientific and technological advances, has played a major role
in reducing and, in some cases, eliminating the spread of infectious disease, and in establishing today's
disease surveillance and control systems; and
WHEREAS, preventable risk factors such as such as physical inactivity, poor nutrition, tobacco use and
excessive alcohol use are leading causes of chronic disease; and 6 in 10 U.S adults have a chronic disease
and 4 in 10 have two or more; and chronic diseases cause 7 of every 10 deaths annually in the United States.
NOW, THEREFORE, BE IT RESOLVED THAT WE, the Otter Tail County Board of Commissioners, do hereby
proclaim the week of April 4-10, 2022, as National Public Health Week 2022 in Otter Tail County and call upon
our citizens to observe this week by helping our families, friends, neighbors, co-workers and leaders to better
understand the value of public health and supporting great opportunities to adopt preventive lifestyle habits in
light of this year's theme, "Public Health is Where You Are."

OTTER COUNTRY TRAIL ASSOCIATION (OCTA) SNOWMOBILE CLUB
OTTER TAIL COUNTY RESOLUTION NO. 2022-32
WHEREAS, the Otter Country Trail Association maintains and manages 364 miles Grant-In-Aid snowmobile
trails in Otter Tail County; and,
WHEREAS, the Otter Country Trail Association receives grant money from the Mn Department of Natural
Resources through Otter Tail County to maintain snowmobile trails; and,
WHEREAS, the Otter Country Trail Association must have a local unit of government sponsor said system by
receiving grant dollars from the State of Minnesota and transferring said funds to the Association;
NOW THEREFORE BE IT RESOLVED THAT, Otter Tail County by this resolution will act as a sponsor of the
Otter Country Trail Association for the 2022-2023 season.

FINAL PLAT -ARVIG ACRES
Motion by Johnson, second by Mortenson and unanimously carried to approve the Final Plat known as "Arvig
Acres" consisting of six single family residential riparian lots. The property is located in Pt of GL's 7 & 8, Section
31 of Corliss Township; Big Pine Lake (56-130), General Development (GD).
CROW WING WATERSHED 1W1P PARTICIPATION
Motion by Rogness, second by Bucholz and unanimously carried to approve the East Otter Tail Soil and Water
Conservation District (SWCD) to opt of out the Crow Wing Watershed planning process as recommended by
the Land & Resource Director. Otter Tail County encompasses .4 % of the watershed which is under the 10%
threshold where involvement is required. Though Otter Tail County, as recommended by the SWCD, is opting
out of the planning process, Land & Resource Director Chris LeClair will request periodic updates and remain
in contact with Paddock Township.
PHELPS MILL FOUNDATION CHANGE ORDER #3
Motion by Johnson, second by Mortenson and unanimously carried to approve a change order for the Phelps
Mill Restoration Project at a cost of $5,716.32 for main support beam replacement due to unanticipated wood
rot as recommended by Parks & Trails Director Kevin Fellbaum.
LETTER TO GREATER MINNESOTA REGIONAL PARKS AND TRAILS COMMISSION
Motion by Johnson, second by Rogness and unanimously carried to authorize a letter of response to the
Greater Minnesota Regional Parks and Trails Commission (GMRPTC) regarding management of the Phelps
Mill historical property and its eligibility as a park of regional significance.
OUT-OF-STATE TRAVEL
Motion by Rogness, second by Mortenson and unanimously carried to approve the County Engineer to travel
out of state to attend the 2022 National Association County Engineers (NACE) Annual Conference in Buffalo,
NY on April 24th-27th , 2022.

Motion by Johnson, second by Mortenson and motion carried with Bucholz opposed, to authorize appropriate
County Officials' signatures to execute the contract between Otter Tail County and Mark Sand & Gravel Co.
of Fergus Falls, MN for the 2022 Seasonal Supply of Hot Mix Bituminous.

Motion by Johnson, second by Bucholz and unanimously carried to authorize appropriate County Officials'
signatures to execute the contract between Otter Tail County and Carr's Tree Service, Inc. of Ottertail, MN for
County Highway Right of Way Weed Control.
AWARD OF 2022 CRACK SEALING CP 4145-202
Motion by Bucholz, second by Mortenson and unanimously carried to authorize 2022 Crack Sealing CP 4145-
202 bid award to Asphalt Surface Technologies Corp. of St. Cloud, MN with the low quote of $157,805.76 as
recommended by the County Engineer.
COUNTY ASSESSOR APPOINTMENT
Motion by Bucholz, second by Rogness and unanimously carried to appoint Kevin Scheidecker as the County
Assessor for Otter Tail County effective March 29, 2022. County Auditor-Treasurer Wayne Stein presided over
the swearing in of Mr. Scheidecker.
CLOSED SESSION
At 11 :13 a.m., Chair Murphy declared the Board of Commissioners meeting closed to the public to discuss
the performance evaluation of the County Engineer, Charles Grotte. The closed session is authorized under
M.S. 13D.05, Subd. 3(a). Present in the room were Commissioners Betty Murphy, Wayne Johnson, Kurt
Mortenson, Dan Bucholz, Lee Rogness, Assistant County Attorney Michelle Eldien, County Administrator
Nicole Hansen, Deputy Administrator Nicholas Leonard and County Engineer Charles Grotte.
The closed session was concluded at 11 :50 a.m.
ADJOURNMENT
At 11 :57 a.m., Chair Murphy declared the Otter Tail County Board of Commissioners meeting adjourned. The
next regular Board meeting is scheduled at 8:30 a.m. on Tuesday, April 12, 2022, at the Government Services
Center in Fergus Falls and via live stream.
