CALL TO ORDER
The Otter Tail County Board of Commissione rs convened at 8 :31 a .m . Tuesday , January 11 , 2022 , at the
Government Services Center in Fergus Falls , MN . Commissioners Betty Murphy, Chair; Wayne Johnson , Vice
Chair; Kurt Mortenson , Dan Bucholz and Lee Rogness were present.
APPROVAL OF CONSENT AGENDA
Motion by Johnson , second by Mortenson and unanimously carried to approve the consent agenda items as
follows :
1. January 4 , 2022 , Board of Commissioners' Meeting Minutes
2. Warrants/Bills for January 11 , 2022 as amended (Exhibit A)
3 . Human Services & Public Health Warrants/Bills for January 11 , 2022 (Exhibit A)
4. Contract Agreement with Rick West
5. Approval of Final Payment to DM Enterprises , Wadena , MN for 19: Recycled Bit., Salvaged

APPROVAL OF AGENDA
Chair Murphy called for approval of the Board Agenda . Motion by Mortenson , second by Bucholz and
unanimously carried to approve the Board of Commissioners ' agenda of January 11, 2022 , with the following
addition :
Auditor-Treasurer Position
MEMORANDUM OF UNDERSTANDINGS (MOU)
Motion by Rogness , second by Johnson and unanimously carried to approve four (4) MOU 's regarding the
2022 salary structure implementation effective January 1, 2022 , for the following : Essential Licensed Deputies ,
Essential Licensed Supervisors , Essential Non -Li censed Supervisors and the Government Services Technical
Units .
DONATION ACCEPTANCE
Motion by Rogness , second by Bucholz and unanimously carried to accept a donation in the amount of
$500 .00 for the Veteran Services van transportation fund .

2022 DONATIONS TO OTTER TAIL COUNTY HUMAN SERVICES
OTTER TAIL COUNTY RESOLUTION NO. 2022 -07
WHEREAS , community members , service organizations , businesses and Church groups , offer to donate
items or gift cards to Otter Tail County Human Services to assist in meeting the needs of people served by
Human Services programs , and ,
WHEREAS , Minnesota Statute 465.03 requires a county to accept gifts by resolution ; and ,
WHEREAS , the donations received though-out the year from community members , service organizations ,
businesses and Church groups will be for the sole purpose of assisting people receiving services from Otter
Tail County Human Services to meet needs that are otherwise not covered , and ,
WHEREAS , acceptance of the items or gift cards in accordance with the donor's terms is in the best interest
of the County of Otter Tail.
NOW, THEREFORE , BE IT RESOLVED that the Otter Tail County Board of Commissioners does accept the
above-described funds as donated throughout the year from community members , service organizations ,
businesses and Church groups and extends its grateful appreciation .
The motion for the adoption of the foregoing resolution was introduced by Commissioner Rogness , duly
seconded by Commissioner Mortenson and , after discussion thereof and upon vote being taken thereon ,
passed unanimously .

AUTHORIZATION TO APPROVE PAYMENTS
Motion by Johnson, second by Mortenson and unanimously carried to authorize t he County Auditor-Treasurer ,
County Administrator or Deputy County Administrator to approve the invoice listings for payment processing
on weeks the Otter Tail County Board of Commissioners are not scheduled to meet. This approved listing will
be submitted to the Board for review at their next meeting .
AUDITOR-TREASURER POSITION
County Auditor-Treasurer Wayne Stein reminded the Board of Otter Tail County Resolution No. 2020 -83 that
was passed on November 24, 2020 , to appoint the Offices of Auditor-Treasurer and Recorder. The provision
of Minn . Stat. §375A .1205, Subd . 1, was discussed which allows for the incumbent auditor-treasurer to enter
into a contract with the county board making that incumbent an appointed Auditor-Treasurer. Mr. Stein is in
agreement that the position be appointed to ensure future candidates are qualified to manage and oversee
the complex financial and administrative duties and responsibilities within the department. The Board agreed
w ith Mr. Stein and plan to further address at the January 25 , 2022 , Board of Commissioners meeting .

APPROVAL OF FINAL PLAT-BORSHEIM HOLDINGS
Motion by Johnson , second by Rogness and unanimously carried to approve the final Plat titled "Borsheim
Holdings" consisting of four (4) Single Family Residential Non-Riparian Lots , 1 Block located north of 48422
Petal Drive , Section 21 of Hobart Township ; Rose Lake (56-360), RD.
PLANNING COMMISSION APPOINTMENT
Motion by Rogness , second by Mortenson and unanimously carried to appoint Tina Bladow as a member of
Planning Commission , effective January 1, 2022 , serving a three (3) year term.
LOON LAKE RESORT CONDITIONAL USE PERMIT (CUP)
Land and Resource Director Chris Leclair provided a brief background to the Board regarding a CUP
application that was approved by Planning Commission on November 10 , 2022 . A petition was filed with the
Minnesota Environmental Quality Board to conduct a discretionary environmental assessment worksheet
(EAW) and the Board of Commissioners addressed the concerns identified in the petition at the December
14 , 2021 , Board meeting . The request for an EAW was denied based on the findings of the Board and a
resolution was adopted on December 21 , 2021 , outlining those findings .
Motion by Johnson , second by Mortenson and unanimously carried to approve a CUP for Loon Lake Resort ,
as recommended by Planning Commission , to allow a 39 unit resort expansion and zero additional dock slips
and the construction of the proposed driving surfaces and cart paths with approximately 150 cubic yards of
dirt moving if needed. The proposal is located at 32053 Loon Dr., Section 35 of Candor Township . The

BID AWARD
Motion by Johnson , second by Rogness and unanimously carried to award S.A.P. 056-635-036 4028-035,
remove Bridge 56505, construct Bridge 56546 to Robert R. Schroeder Construction, Inc ., Glenwood , MN, in
the amount of $1 ,394 ,234.62 as recommended by the County Engineer.
CSAH 35 NEGATIVE EIS DECLARATION
Motion by Mortenson, second by Rogness and unanimously carried to approve the Negative EIS Declaration
for the reconstruction of CSAH 35 , Project No . SAP. 056-635-038.
BRIDGE REPLACEMENT RESOLUTION
2023 -2027 BRIDGE LIST
OTTER TAIL COUNTY RESOLUTION NO. 2022 -08
WHEREAS , Otter Tail County Board of Comm iss ioners approved the existing bridge replacement list on March
9 ,2021 ;and
WHEREAS , Bridge Numbers 92707 on CSAH 56 over Blue Creek, 91961 on Moccasin Road , Woodside
Township , over the Wing River and 93368 on CSAH 51 over a Channel are being included on the list due to
their deteriorating condition ; and
WHEREAS , Exhibit B is the list of the proposed bridge replacements for the 2023-2027 Bridge Replacement
Program ; and

WHEREAS , sufficient local funds for the replacement or rehabilitation of these bridges are not and will not be
available , so that funding assistance from State Transportation Bonds is necessary for the County , Townships
and Cities to proceed; and
WHEREAS , Otter Tail County intends to proceed with replacement or rehabilitation of these bridges as soon
as possible when State Transportation Bond Funds are available .
BE IT RESOLVED , that Otter Tail County commits that it will proceed with the design and contract documents
for these bridges immediately after being notified that funds are available in order to permit construction to
take place within one year of notification.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Rogness , duly
seconded by Commissioner Johnson and, after discussion thereof and upon vote being taken thereon , passed
unanimously .

MINNESOTA POLLUTION CONTROL AGENCY
FY2022 GRANT PROGRAM AUTHORIZATION RESOLUTION
OTTER TAIL COUNTY RESOLUTION NO. 2022 -09
WHEREAS , Otter Tail County has applied for a grant from the Minnesota Pollution Control Agency (MPCA),
under its FY2022 Greater MN Recycling and Composting Grant Program ; and
WHEREAS , if MPCA funding is received , Otter Tail County is committed to implementing the proposed project
and described in the grant application ; and
WHEREAS , MPCA requires that Otter Tail County enter into a grant agreement with the MPCA that identifies
the terms and conditions of the funding award .
BE IT RESOLVED THAT the Otter Tail County Board of Commissioners hereby agrees to enter into and sign
a grant agreement with the MPCA to carry out the project specified therein and to comply with all of the terms ,
conditions , and matching provis ions of the grant agreement and authorizes and directs the Solid Waste
Director to sign the grant agreement on its behalf.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Johnson , duly
seconded by Commissioner Mortenson and , after discussion thereof and upon vote being taken thereon ,
passed unanimously.

Erhard MN 56534 (Parcel No . 70000210162004) and the purchase of property located at 914 Channing Ave ,
Fergus Falls , MN 56537 (Parcel No . 7100199085 9000). The closed session is authorized under M .S . 130.05 ,
