Call to Order
The Otter Tail County Board of Commissioners convened at 8:31 a.m. Tuesday, October 13, 2020, at the Government Services
Center in Fergus Falls, MN. Commissioners Lee Rogness, Chair; Betty Murphy, Vice-Chair; John Lindquist, Wayne Johnson, and
Doug Huebsch were present in the room . The meeting was held via Webex and was available to the public via livestream due
to the health pandemic and declared emergency in accordance with Minn. Stat . Sec. 13D.021 Subd . 1 (1 ).
Approval of Agenda
Chair Rogness called for approval of the Board Agenda . Motion by Murphy, second by Huebsch and unanimously carried to
approve the Board of Commissioners' agenda of October 13, 2020 with the following addition :
Request for penalty extension
Public Works Committee: PLMSWA Bonding
Finance Committee: PLMSWA Bonding
Consent Agenda
Motion by Lindquist, second by Johnson and unanimously carried to approve the consent agenda items as follows:
1. October 6, 2020 Board of Commissioners' Meeting Minutes
2. Warrants/Bills for October 13, 2020
3. Human Services & Public Health Warrants/Bills for October 13, 2020
4. LG220 Application for Exempt Permit as submitted by Lake Country Sportsmen's Club of Otter
Tail County for an event scheduled for Thursday, December 10, 2020 at Beach Bums Bar and
Eatery located at 35776 County Highway 72
5. Issuance of a 2021 Tobacco License to Lakes Area Cooperative dba Ottertail Oasis
6. Issuance of a 2021 Tobacco License to Lakes Area Cooperative dba Perham Oasis Travel Plaza
7. Issuance of a 2021 Tobacco License to Lakes Area Cooperative dba Dent Cenex
2020 Child Welfare Exemplary Service Award
Social Services Supervisor Tamra Jokela was honored as a recipient of the 2020 Child Welfare Exemplary Service Award
for 2020. The award recognizes Minnesota county and tribal child welfare supervisors and frontline workers for their
exemplary service to children and families. Commissioners and staff thanked Ms. Jokela for her dedication for over 35
years to supporting children and families in multiple capacities .
County Assessor Reappointment
Motion by Huebsch, second by Murphy and unanimously carried to reappoint Doug Walvatne as the Otter Tail County
Assessor for the term of January 1, 2021 through December 31, 2024. His current term expires December 31, 2020.
Proposed Appointment of Offices of Auditor-Treasurer and Recorder
Otter Tail County Resolution No. 2020 -74
WHEREAS, Minn. Stat. §375A.1205 allows a county board to appoint certain offices including the county auditor-treasurer
and the county recorder; and
WHEREAS, the County Board of Commissioners recognizes the benefit to having appointed persons in the positions of
the County Auditor-Treasurer and County Recorder because it promotes efficiency and consistency of County business
with individuals qualified to oversee a broad spectrum of complex issues within the Auditor-Treasurer and Recorders'
Offices; and

WHEREAS, pursuant to Minn. Stat. §375A.1205, Subd . 1, the County Board intends to appoint a County Auditor-Treasurer
or County Recorder under the following circumstances:
1. There is a vacancy in the office;
2. The current office holder has notified the county board that the officer will not file for the office; or
3. There is a signed contract with the county board and incumbent auditor-treasurer or recorder that the
incumbent officer will be appointed to the position and retain tenure, pay, and benefits equal to or greater
than length of service.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby notifies the public of its
intent to appoint the offices of the County Auditor-Treasurer and County Recorder appointed offices filled by
appointment by the County Board and in accordance with the Personnel Rules; and
BE IT FURTHER RESOLVED, that the Otter Tail County Board of Commissioners will hold a Public Hearing on November
17, 2020, at 10:30 a.m. during its regular board meeting regarding appointments of the Auditor-Treasurer and Recorder
with said appointments taking place upon a vacancy in the office, the completion of the term of office to which the
incumbent was elected, or by signed contract with the incumbent auditor-treasurer or recorder, whichever occurs earlier.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Johnson duly seconded by
Commissioner Lindquist and, after discussion thereof and upon vote being taken thereon, passed unanimously.
Adopted this 13 th day of October 2020.

Appointment of Offices of Auditor-Treasurer and Recorder
Motion by Johnson, second by Murphy and unanimously carried to hold a Public Hearing regarding the appointment of
Offices of Auditor-Treasurer and Recorder on November 17, 2020 at 10:30 a.m. The Public Hearing will be held at the
Government Services Center in Fergus Falls, MN .
Administrative Assistant Position
Motion by Lindquist, second by Murphy and unanimously carried to modify the part-time Administrative Assistant
positions located in the Administration office from two 0.5 Full Time Equivalency (FTE) to 1.0 FTE effective October 1,
2020 . The request is a result of a recent retirement and addresses the historical challenge of recruiting for the part-time
positions.
Recess & Reconvene
At 9:04 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 9:11 a.m.
Geographic Information Systems (GISl Technical Support Agreement
Motion by Huebsch, second by Johnson and unanimously carried to authorize appropriate County Officials' signatures
to execute the agreement between Otter Tail County and Pro-West & Associates to provide services on an as-needed
bases as it relates to GIS. The agreement is effective October 13, 2020 for one (1) year and is not to exceed $15,000.00 .
CSAH 15 Bridge Replacement Update
County Engineer Charles Grotte provided a brief update to the Board regarding the bridge replacement on CSAH 15 and
reported that the bridge is planned to open on Friday, October 16, 2020 .

CSAH 41 Bridge
County Engineer Charles Grotte provided a brief update to the Board regarding bridge No . 56527 on CSAH 41 . The bridge
is planned to reopen on Wednesday, October 14, 2020 with restrictions and is expected to be replaced in 2021. County
Attorney Michelle Eldien provided a brief update regarding the criminal action against the individual that performed the
act and plans to recoup as much costs as possible.
County Ditch 18/37
Motion by Lindquist, second by Johnson and unanimously carried to approve a quote received from Weets Custom
Services in the amount of $12,850 to perform tile repair on County Ditch 18/37. Expenses will be paid by the maintenance
fund for this ditch system.
Request for Penalty Extension
County Auditor-Treasurer Wayne Stein informed the Board of a penalty extension request that was received from Kent
Nyhus mid-October. The Board recognized Mr. Nyhus's request and no action was taken as there is no recommendation
at this time to implement a penalty extension due to COVID-19 and the request does not meet the Otter Tail County
Policy regarding penalty forgiveness.
Public Health Update
Public Health Director Jody Lien reported that Minnesota has 113,439 lab confirmed cases, of which 101,376 no longer require
isolation, and 2,144 lab confirmed deaths . Otter Tail County has 615 lab confirmed cases of COVID-19 , of which 539 are no
longer contagious, and six (6) COVID-19 related deaths. For more detailed information regarding Otter Tail County COVID-19
data , visit https://ottertailcountymn.us/content-page/covid-19-health-information/. Ms. Lien expressed concerns
regarding the rapid growth of cases in the county and the increased need for testing and hospitalization . Concerns were also
expressed regarding the mental wellbeing of teachers and parents as school becomes more hybrid or distance learning .
Countywide Emergency Operations Center (EOCl
Emergency Management Director Patrick Waletzko provided a brief update to the Board regarding the Countywide EOC and
reported that they continue to meet weekly with a strong focus on behavioral health and mental well-being . They are also
focused on the continuity of operations and providing support to Public Health . Mr. Waletzko reminded the Board that the
Local State of Emergency Declaration has been in place for seven (7) months and the Board plans to keep the Declaration in
place to provide the flexibility needed to respond to the virus .
Business Community
Community Development Director Amy Baldwin provided a brief update to the Board regarding the applications that were
received from non -profit and small businesses through the Navigating the Road Ahead program. Ms . Baldwin shared that she
has been in communication with the Viking Library System as a resource regarding digital access for job seekers as well as for
distance learning.
Internal Operations and County Planning
County Administrator Nicole Hansen provided a brief update to the Board regarding internal operations and county planning .
Department heads are reviewing and updating their continuity of operations plan to consider how operations might be
affected as staff become impacted by COVID-19 . Public Health and Human Resources developed a COVID-19 positive test
checklist that provides supervisors and staff with guidance and consistency to help mitigate the spread within the workplace.
Adjournment
At 10 :52 p.m ., Chair Rogness declared the Otter Tail County Board of Commissioners meeting adjourned . The next regular Board
meeting is scheduled at 8:30 a.m . on Tuesday, October 27 , 2020 and will be available to the public via live stream .
