HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/04/2020 OTTERTAIL COU NTY· MINNESOTA MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Government Services Center, Commissioners' Room & Via Livestream 515 West Fir Avenue, Fergus Falls, MN August 4, 2020 8:30a.m. Call to Order The Otter Tail County Board of Commissioners convened at 8 :32 a.m. Tuesday, August 4, 2020, at the Government Services Center in Fergus Falls, MN. Commissioners Lee Rogness, Chair; Betty Murphy, Vice-Chair; John Lindquist, Wayne Johnson, and Doug Huebsch were present in the room. The meeting was held via GoToMeeting and was available to the public via livestream due to the health pandemic and declared emergency in accordance with Minn. Stat. Sec. 13D.021 Subd . 1(1). Approval of Agenda Chair Rogness called for approval of the Board Agenda. Motion by Johnson, second by Murphy and unanimously carried to approve the Board of Commissioners' agenda of August 4, 2020 with the following additions: Resolution accepting donation to support I-LIDS for AIS Prevention COVID-19 Housing Assistance Program Discussion regarding Prairie Lakes Municipal Solid Waste Authority and MCIT Public Works Committee -Lake Street (Sanden summons & complaint vs. Tysdals & township) Consent Agenda Motion by Lindquist, second by Murphy and unanimously carried to approve the Consent Agenda items as follows: 1. July 28, 2020 Board of Commissioners' Meeting Minutes 2 . Warrants/Bills for August 4, 2020 (Exhibit A) 3. Approval of an On-Sale 3.2 Malt Liquor License for Lakes Inn LLC, and 4. Approval of an On-Sale Wine License for Lakes Inn, LLC Approval of Final Payment to the City of Dalton Motion by Lindquist, second by Huebsch and unanimously carried to table the approval of final payment to the city of Dalton until a later date due to concerns regarding the incompletion of the project. West Central Regional Juvenile Center Update Probation Director Michael Schommer provided a brief update to the Board regarding the West Central Regional Juvenile Center. He reviewed the projected annual cost for 2021 and provided a three year look back on the bed use for Otter Tail County. Mr. Schommer reported a reduction from 2020 due to the utilization of a different approach and anticipates stable numbers following COVID-19 due to significant programmatic changes within the department. ACCEPTING DEDICATED DONATION TO SUPPORT I-LIDS FOR AQUATIC INVASIVE SPECIES PREVENTION Otter Tail County Resolution No. 2020 -55 WHEREAS, the Pickerel Lake Improvement Association has offered to donate funds in the amount of eight thousand five hundred ($8,500.00) to the County of Otter Tail on behalf of the Land & Resource Office to assist in the acquisition of an Internet Landing Installed Device Sensor (I-LIDS); and WHEREAS, Minnesota Statute §465.03 requires the County to accept the gift by resolution expressed in terms prescribed by the donor in full; and WHEREAS, the acceptance of the funds in accordance with the donor's terms is in the best interest of the County of Otter Tail. Page 1 of4 Board of Commissioners' Meeting Minutes August 4, 2020 NOW , THEREFORE , BE IT RESOLVED that the Otter Tail County Board of Commissioners does accept the above-described funds from the Pickerel Lake Improvement Association and extends its grateful appreciation . Upon the motion of Commissioner Murphy, seconded by Commissioner Johnson, and after discussion and upon a vote being taken thereon, the above resolution was adopted unanimously. Rogness, Board of Commissioners Chair Nicole Hansen, Clerk COVID-19 Housing Assistance Program Motion by Lindquist, second by Johnson and unanimously carried to authorize appropriate County Officials' signatures to execute an agreement for an additional $1 million through the COVID-19 MN Housing Assistance Program should Otter Tail County be awarded. The Housing and Redevelopment Authority applied for the grant on behalf of Otter Tail County and an announcement for selection is anticipated August 10 , 2020 . Minnesota Counties Intergovernmental Trust CMCIT) Letter of Request Motion by Lindquist, second by Huebsch and unanimously carried to authorize the County Board Chair to sign a letter on behalf of Otter Tail County, a member of Prairie Lakes Municipal Solid Waste Authority, requesting information from MCIT regarding insurance coverage for waste energy facilities. Information was requested from MCIT in early June and a delayed response from MCIT has delayed the county's ability to seek insurance coverage elsewhere. Jewett and Long Lake High Water Issues Commissioner Wayne Johnson briefed the Board regarding high water issues on Jewett and Long lakes and plans to attend a meeting with individuals from both Lakeshore Associations on August 5, 2020 with Public Works Director Rick West. Recess & Reconvene At 9:39 a.m ., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The Board of Commissioners meeting was reconvened at 9:46 a.m. Credit Card Purchasing Policy Motion by Huebsch, second by Johnson and unanimously carried to approve the modified Credit Card Purchasing Policy as presented by the Assistant Finance Director. The modified policy was presented and approved by the Finance Committee on July 28 th and the changes were outlined in the document submitted in the Board packet. Board of Commissioners Meeting Change Motion by Huebsch, second by Murphy and unanimously carried to move the September 29, 2020 Board of Commissioners ' meeting to the Government Services Center in Fergus Falls at 8:30 a.m. The was originally scheduled for 7:30 p.m . in Pelican Rapids and has been modified due to the public health pandemic. COVID-19 Facilities Assessment Motion by Huebsch , second by Murphy and unanimously carried to approve a post-COVID capital improvement plan for Otter Tail County facilities. CARES Act funds may be utilized to assist with the cost of services because the assessment will include ensuring the safety of employees and the public in our buildings, and the plan will be included in the Cares Act distribution recommendation to the Board. Recess & Reconvene At 10 :08 a.m ., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. Board of Commissioners' Meeting Minutes August 4, 2020 Emergency Operations Center (EOC) Update Emergency Management Director Patrick Waletzko informed the Board that he was invited to present to the AMC Blue Ribbon Committee regarding COVID -19 preparation response and recovery. Mr. Waletzko reported that the total impacts from the July 8t h tornadoes are significantly below the financial threshold that determines eligibility for disaster aid. Business Community Community Development Director Amy Baldwin briefed the Board regarding the business community and reported that face shields have been sourced locally and are available to businesses through the online personal protective equipment store. Regionally, 275 businesses were selected for the small business relief grants through the state and West Central Initiative is acting as a conduit and is in communication with those who were selected. Internal Operations and County Planning County Administrator Nicole Hansen provided a brief update to the Board regarding internal operations and county planning. Staff continues to navigate employees who have been impacted by COVID-19 and provide guidance and support. Adjournment At 11 :58 a.m., Chair Rogness declared the Otter Tail County Board of Commissioners meeting adjourned . The next regular Board meeting is scheduled at 8:30 a.m . on Tuesday, August 18 , 2020 and will be available to the public via live stream .
