HomeMy WebLinkAboutBoard of Commissioners - Minutes - 06/02/2020 OTTERTAIL COU NTY· MINNESOTA MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Government Services Center, Commissioners' Room & Via Livestream 515 West Fir Avenue, Fergus Falls, MN June 2, 2020 8:30a.m. Call to Order The Otter Tail County Board of Commissioners convened at 8:30 a.m. Tuesday, June 2, 2020, at the Government Services Center in Fergus Falls, MN. Commissioner Lee Rogness, Chair; Betty Murphy, Vice-Chair; John Lindquist, Wayne Johnson, and Doug Huebsch were present in the room. The meeting was held via Webex Meeting and was available to the public via livestream due to the health pandemic and declared emergency in accordance with Minn. Stat. Sec. 13D.021 Subd . 1(1). Approval of Agenda Chair Rogness called for approval of the Board Agenda. Motion by Johnson, second by Murphy and unanimously carried to approve the Board of Commissioners' agenda of June 2, 2020 with the following additions: Transition Coordinator pilot project Finance Committee: Mobile field equipment for law enforcement Public Works Committee: County Road 38 Consent Agenda: On-Sale Liquor and Sunday Liquor License for Stalker Lake Golf Course Consent Agenda Motion by Murphy, second by Lindquist and unanimously carried to approve the Consent Agenda items as follows: 1. May 19, 2020 Board of Commissioners' Meeting Minutes 2. Warrants/Bills for June 2, 2020 (Exhibit A) 3. Approval of an On-Sale Liquor and Sunday Liquor License for Roland Bell Estate dba Bells Resort Bar and Grill 4. Approval of an On/Off-Sale 3.2 Malt Liquor License for Bruce Allen Finkelson dba Clear Lake Resort 5. Approval of an On/Off-Sale 3.2 Malt Liquor License for J. Steven Gribble Revocable Living Trust dba Cozy Cover Resort 6. Approval of an On-Sale Liquor and Sunday Liquor License for Playtime Sports Bar and Ballroom Inc. 7. Approval of an On-Sale Liquor and Sunday Liquor License for Stalker Lake Golf Course 8. Request for Approval of Final Payment to Central Specialties, Inc. - S.P. 056-667-036 in the amount of $126,295.63 Disabilities Service & Long-Term Care Report Human Services Director Deb Sjostrom and staff provided a brief report to the Board regarding disability services, long- term care and MNChoices. They summarized requirements and services for each area and reviewed statistics from 2019. Staff discussed adjustments that have been made due to COVID-19 and how they are continuing to provide services during this time. RESOLUTION REGARDING REDEYE 1W1P Otter Tail County Resolution No. 2020 -45 BE IT RESOLVED THAT: The Otter Tail County Board of Commissioners have reviewed the draft Redeye One Watershed, One Plan and recommend to the Redeye Watershed Policy Committee that this plan be submitted to the Board of Water and Soil Resources for their approval, as stated in the BWSR Operating Procedures 2.0 and the Redeye 1W1 P Planning Memorandum of Agreement. The motion for the adoption of the foregoing resolution was introduced by Commissioner Huebsch, duly seconded by Commissioner Lindquist and, after discussion thereof and upon vote being taken thereon, was unanimously carried. Rogness, Board of Commissioners Chair Highway Projects Contracts & Bonds-C.P.20:TM, County Wide Traffic Marking : Nicole Hansen, Clerk Motion by Johnson, second by Lindquist and unanimously carried to authorize appropriate County Officials' signatures to execute the contract between Otter Tail County and Traffic Marking Services, Inc. for the county wide traffic marking project. Bid Award -S.P. 056-635-035: Motion by Johnson, second by Huebsch and unanimously carried to award project S.P . 056-635-035, STPF 5620(215) to R.J. Zavoral & Sons, Inc, Grand Forks, MN, in the amount of $2,680,267.80 as recommended by the County Engineer. 2021 Budget County Administrator Nicole Hansen informed the Board of internal discussions regarding the 2021 budget. She briefly summarized the upcoming process and timeline. Departments will present budget proposals to the Board in late August or early September. Deputy Administrator Nick Leonard briefly discussed bonding and County Auditor-Treasurer Wayne Stein plans to contact Ehlers regarding the governmental bonding rate . Recess & Reconvene At 9:24 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for short break. The Board of Commissioners meeting was reconvened at 9:30 a.m. Juvenile Probation Pilot Program Commissioner John Lindquist reiterated his interest in proceeding with a Transition Coordinator pilot project that was denied by the Finance Committee on April 7, 2020 due to budgetary concerns regarding COVID-19 . Commissioners discussed funding and benefits of the program and suggested that the position be sent to Fox Lawson for rating . Motion by Huebsch, second by Lindquist and unanimously carried to authorize Human Resources to forward the Transition Coordinator position to Fox Lawson for rating to provide a better understanding of cost of the position and determine iffunds are available. Public Health Update Public Health Director Jody Lien reported that Otter Tail County has 70 lab confirmed cases of COVID-19, of which 18 no longer require isolation, and no COVID-19 related deaths. These cases have been reported throughout the county ranging in age from children to 80 's. Minnesota has 25,208 lab confirmed cases, of which 19,441 no longer require isolation, and 1,050 lab confirmed deaths. More categories have been added to the Otter Tail County dashboard and will be updated every Tuesday due to the slow climb in positive cases within the county. As the Public Health Department Operations Center (DOC) enters the 12th active week, they continue to focus on preventative health measures and their four (4) main objectives. Ms . Lien provided a brief update regarding contact investigation and feels confident that individuals are receiving the supports they needs. Emergency Operations Center CEOC) Update Emergency Management Director Patrick Waletzko provided a brief update to the Board regarding the Countywide EOC and summarized their main goals and objectives. Behavioral Health continues to be a concern and outreach efforts have been made internally and externally to determine tools needed to support behavioral health needs. The EOC continues to monitor the reopening of businesses and provide support and assistance as needed . Page 2 of3 Board of Commissioners' Meeting Minutes June 2, 2020 Business Community Community Development Director Amy Baldwin briefed the Board regarding an online purchase portal available on the Otter Tail Lakes Country Association website to businesses for the purchase of personal protective equipment and essential supplies as they reopen . Several orders have been placed and additional items have been purchased to restock depleted supplies . Ms. Baldwin provided a brief update regarding unemployment and reported that April 2020 had a 7.9 % unemployment rate, accounting for approximately 2,427 workforce individuals, compared to 2019 at 4.4 %. The Community Development Agency plans to meet June 3rd to consider several items, including the recovery of businesses and the workforce. Commissioners expressed concerns regarding restaurants being allowed outdoor dining only and Deputy Administrator Nick Leonard recognized the stress for the business community and reported that the county plans to be creative in finding ways to assist businesses while remaining within the limits of authority. Internal Operations and County Planning County Administrator Nicole Hansen provided a brief update to the Board regarding internal operations and county planning . She reported that the county continues to operate as it has been, with the addition of appointments for driver's licenses, and expressed concerns about how staff are coping during this crisis and will utilize behavioral health resources to provide support. Ms. Hansen discussed upcoming changes to building access at the courthouse and plans to begin exploring opportunities and timelines as to when buildings will be open to the general public. Discontinuation of Special Meetings Motion by Johnson, second by Lindquist and unanimously carried to discontinue special meetings regarding COVID -19 . The Board is authorized under Minn. Stat. Sec. 13D.04, Subd. 3 to hold emergency meetings if necessary and updates regarding COVID-19 will be given at regularly scheduled meetings. Adjournment and Closed Session At 11 :05 a.m., Chair Rogness declared the Otter Tail County Board of Commissioners meeting adjourned for a closed session regarding attorney-client privilege to discuss matters regarding the Perham Health tax case. The closed session is authorized under M.S. 13D.05, subd . 3(b). Present were Commissioners; Lee Rogness, Chair; Betty Murphy, Vice Chair; Wayne Johnson, John Lindquist, Doug Huebsch, County Administrator Nicole Hansen , County Attorney Michelle Eldien, Assistant County Attorney Ben Olson, County Assessor Doug Walvatne and Chief Deputy Assessor Kevin Scheidecker. The next regular Board meeting is scheduled at 8:30 a.m . on Tuesday, June 16, 2020 and will be available to the public via live stream .
