Call to Order
The Otter Tail County Board of Commissioners convened at 8:37 a.m. Tuesday, March 24 , 2020, at the Government
Services Center in Fergus Falls, MN and via GoToMeeting. Commissioner Lee Rogness , Chair; was present in the room.
Commissioners Betty Murphy, Vice -Chair, John Lindquist, Wayne Johnson and Doug Huebsch were present via
GoToMeeting . The meeting was held via GoToMeeting due to the health pandemic and declared emergency in
accordance with Minn . Stat. Sec. 13D.021 .
Approval of Agenda
Chair Rogness called for approval of the Board Agenda. Motion by Lindquist, second by Murphy to approve the Board of
Commissioners ' agenda of March 24, 2020 with the addition of a Human Services contract regarding the Adolescent
Cognitive Skills Program to the consent agenda, addition of COVID-19 update to the regular agenda , removal of Deputy
positions from the regular agenda and removal of the Finance committee meeting . After discussion, the motion to
approve the agenda as amended passed on a roll call vote as follows :

PRAIRIE SNOW DRIFTERS SNOWMOBILE TRAIL ASSOCIATION GRANT-IN-AID FUNDING
Otter Tail County Resolution No. 2020-33
Commissioner Johnson offered the following and moved its adoption:
WHEREAS , Otter Tail County has sponsored Grant-In-Aid Systems in the past; and

WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and approval of the
County Attorney.
THEREFORE, BE IT RESOLVED, that Otter Tail County shall continue to sponsor Grant-In-Aid Trail Systems as they exist for
the Prairie Snow Drifters Trail Association for the 2020-2021 snowmobile season and proposed extensions of Grant-In-
Aid Trails with the aforementioned condition .
Commissioner Lindquist seconded the resolution and the resolution was passed on a roll call vote as follows:

OTTER COUNTRY TRAIL ASSOCIATION GRANT-IN-AID FUNDING
Otter Tail County Resolution No. 2020-34
Commissioner Johnson offered the following and moved its adoption:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and approval of the
County Attorney.
THEREFORE, BE IT RESOLVED, that Otter Tail County shall continue to sponsor Grant-In-Aid Trail Systems as they exist for
the Otter Country Trail Association for the 2020-2021 snowmobile season and proposed extensions of Grant-In-Aid Trails
with the aforementioned condition.

SEPTIC SYSTEM REPLACEMENT RELIEF RESOLUTION
Otter Tail County Resolution No. 2020-31
WHEREAS, the Otter Tail County Sanitation Code requires that any subsurface sewage treatment system that is deemed
noncom pliant be replaced within 24 months; and
WHEREAS, the recent COVID-19 Coronavirus pandemic may have an economic impact on the residents of Otter Tail
County: and
WHEREAS, septic system upgrades can be an expensive repair.
NOW THEREFORE BE IT RESOLVED THAT, by this resolution that any subsurface sewage treatment system that: (1) has
been required by a Notice and Order to Comply issued by the County to be replaced; (2) the compliance deadline is in
2020; and, (3) not deemed an imminent threat to public health and safety; is hereby granted a 12 month extension to
come into compliance.
The motion for the adoption of this resolution was introduced by Commissioner Huebsch, duly seconded by
Commissioner Murphy and, after discussion thereof and upon vote being taken thereon, the resolution was passed on a
roll call vote as follows:

Clean Water Partnership Program
Land and Resource Director Chris LeClair reported to the Board that Otter Tail County has been approved for a $1 million
dollar grant from the Minnesota Pollution Control Agency (MPCA) for the Clean Water Partnership Program . This program
allows property owners to apply for a loan with the county to upgrade their septic systems. Payback for the loan would
be applied to the applicant's property taxes over a 10-year period at a 0% interest rate.
Seasonal Supply of Hot Mix Bituminous
Motion by Murphy, second by Lindquist to approve the contracts and bonds for seasonal supply of hot mix bituminous
between Otter Tail County and Central Specialties, Inc., Alexandria, MN, Otter Tail County and Mark Sand & Gravel Co .,
Fergus Falls, MN, Otter Tail County and Northern Improvement Company, Fargo, ND and Otter Tail County and Knife River
Materials, Bemidji, MN . After discussion, the motion to approve the contacts and bonds passed on a roll call vote as
follows:

Closed to the Public

At 9:02 a.m., Chair Rogness declared the Board of Commissioners meeting closed to the public for attorney client
privileges to discuss matters regarding litigation concerning Ditch 52. The closed session is authorized under Minn. Stat.
13D.05, subd. 3(b). Present in the room were Lee Rogness, Chair, County Administrator Nicole Hansen and Board Secretary
Tara Bakken. Present via GoToMeeting were Commissioners; Betty Murphy, Vice Chair; John Lindquist, Doug Huebsch,
Wayne Johnson, County Attorney Michelle Eldien, Public Works Director Rick West, County Auditor-Treasurer Wayne Stein,
County Ditch Inspector Kevin Fellbaum and Attorney John Kolb .
The closed session was concluded at 9:32 a.m .
Recess & Reconvene
At 9:34 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short
break. The Board of Commissioners meeting was reconvened at 9:42 a.m.
COVID-19 Update
Public Health Director Jody Lien provided an update regarding COVID-19. To date, there are no cases of the virus in Otter
Tail County and Minnesota has reported 235 cases and (1) death. Ms . Lien expressed the importance of social distancing
and community mitigation. She also emphasized that guidelines would remain the same if cases are reported in Otter
Tail County. The Public Health Operations Center is operating and has a dedicated phone line to assist with general
questions to support the community and allow healthcare partners to focus on health-related questions. The Public
Health department continues to coordinate with the county emergency operations team and participate in weekly calls
with healthcare partners.
Emergency Management Director Patrick Waletzko reported the Emergency Operations Center (EOC) was activated on
March 23,2020 to assist with the Public Health response and internal continuity of operations. The EOC plans to focus on
equipment and supplies needed, financial impacts and the future of the county. The EOC also plans to serve as a
collection point for donations of personal protective equipment (PPE) to fulfill immediate and future requests. Mr.
Waletzko was recently in communication with the seven (7) local city emergency managers in Otter Tail County of which
include the City of Fergus Falls, New York Mills, Battle Lake, Pelican Rapids, Henning, Parkers Prairie and Perham. He
reported the City of Battle Lake and Pelican Rapids have declared a 'Local State of Emergency' and discussed plans to
provide awareness through situation reports made up of information received by external partners.
Motion by Huebsch, second by Lindquist to hold an emergency Board of Commissioners' meeting regarding COVID-19
on Friday, March 27, 2020 at 9:00 a.m. via GoToMeeting. The emergency meeting is authorized under Minn. Stat. Sec.
13D.04, Subd.3 . After discussion, the motion to hold an emergency meeting passed on a roll call vote as follows:

County Administrator Nicole Hansen reported departments are continuing to provide services and expressed concerns
regarding a potential 'Shelter in Place' order from the governor. Minnesota Inter-County Association (MICA) and
Association of Minnesota Counties (AMC) are requesting that government services be excluded from the executive order
to allow continued services through the pandemic.
