Call to Order
The Otter Tail County Board of Commissioners convened at 8:30 a.m . Tuesday, September 14, 2021 , at the Government Services
Center in Fergus Falls, MN . Commissioners Lee Rogness, Chair; Betty Murphy; Vice Chair, Kurt Mortenson, Wayne Johnson, and
Dan Bucholz were present.
Approval of Agenda
Chair Rogness called for approval of the Board Agenda . Motion by Mortenson, second by Murphy and unanimously carried to
approve the Board of Commissioners' agenda of September 14, 2021 with the following additions:
Approval of a Manual Check for Silent Lakes Segment Perham to Pelican Rapids Regional Trail Condemnation

Consent Agenda
Motion by Murphy, second by Bucholz and unanimously carried to approve the consent agenda items as follows :
1. August 24, 2021 Board of Commissioners' Meeting Minutes as amended (Refer to motion below for
revisions)

3. Human Services & Public Health Warrants/Bills for September 14, 2021 (Exhibit A)

Township of Otter Tail County.
8. Approval of a Solid Waste Hauler's License for Tom Kraemer, Inc.
9. Approval of Final Payment to City of Perham -S.A.P . 056-594-001
10. Approval of the Issuance of a County Credit Card , with a 30 day limit of $1,000, to Deputy Devin Lien.
New Deputy County Administrator
County Administrator Nicole Hansen introduced the new Deputy County Administrator Lynne Penke Valdes to the Board and
provided a brief background . Ms . Valdes will oversee the Health and Wellness Team and assist with initiatives and
implementing the Long Range Strategic Plan . Commissioners welcomed Ms . Valdes and look forward to utilizing her
knowledge and skills to serve the residents of Otter Tail County.

Said property having forfeited to the State of Minnesota on the 3rd day of August 2021, for nonpayment of the 2016, 2017, 2018,
part of 2019, part of the 2020 and 2021 property taxes; and
WHEREAS , an application to repurchase the above-described property was submitted on Monday, August 30, 2021; and
WHEREAS , the sum of $4,645.46 represents the aggregate of all delinquent and current taxes, penalties, costs, assessments, and
fees as of August 31, 2021 , that would have been due and payable had the above-described parcel not forfeited to the State of
Minnesota; and
WHEREAS , the applicant has submitted $4,645.46 to cover all delinquent and current taxes, penalties, costs, assessments, and
fees as of August 31, 2021, as well as the fees required to repurchase the property in the amount of $133 .29 ; and
WHEREAS , the applicant has requested that the Otter Tail County Board of Commissioners consider his application to
repurchase the above-described parcel and has requested that the Otter Tail County Board of Commissioners approve the
applicant's request to repurchase the above-described property.
NOW, THEREFORE , BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby approves the repurchase of the
above-described tax forfeited property; and
BE IT FURTHER RESOLVED, that the Otter Tail County Board of Commissioners hereby finds that the repurchase is in the best
public interest, and that it will relieve any undue hardship which has result from the forfeiture.
Commissioner Mortenson seconded the motion, and upon being put to vote, was unanimously carried .

Planning Commission Recommendations
Pleasant Lake RV Village I Tom & Brenda Masloski:
Motion by Johnson , second by Mortenson to approve a conditional use permit application to Tom and Brenda Masloski as
recommended by Planning Commission to add 22 new sites to Pleasant Lake RV Village on Pleasant Lake , a permanent home,
add appropriate septic to support new sites, a well for new sites, a home and metered electric to all new sites . Remove one
existing site and eliminate an old shower/bath house (turn it into storage), convert three (3) existing sites to new septic system
so three sites can be added to the old system and add additional boat slips to existing docks and add additional docks (20).
Pleasant Lake RV Village currently has 27 full hook-up sites, one cabin and a fish cleaning /well building . Current septic system
is compliant, additional systems to support house and new sites will be added . The proposed is located at 27101 Hagen Point
Ln , Section 6 of Sverdrup Township; Pleasant Lake (56-449), RD . After discussion , the motion passed on a roll call vote as follows:

Park Region Agency Inc. I James Swenson:
Motion by Johnson, second by Mortenson and unanimously carried to approve a conditional use permit to Park Region Agency,
Inc. with conditions as recommended by Planning Commission to excavate an old ridge approx. 80 ' x 30 ' which will be placed
in the old borrow area and then top-dress old borrow area with salvage topsoil from the construction of the cul-de-sac on
Swenson Dr. in 2016 (approved under CUP #6809). The borrow area to be filled /leveled is approx. 80 ' x 120'. Total cubic yards
of earthmoving is approx. 1,333 (cut= 444 & fill= 889). The existing grass drainage-way will not be touched, and the vegetation
will remain. Proper erosion control measures will be used to stabilize the area during and after completion of the project. The
proposed is located north of 20291 Swenson Dr, Section 7 of Nidaros Township; Clitherall Lake (56-238), RD .
"Borsheim Holdings " I Kim & Ann Borsheim:
Motion by Johnson, second by Murphy and unanimously carried to approve a preliminary Plat titled "Borsheim Holdings" with
conditions as recommended by Planning Commission . The Plat consists of four (4) Single Family Residential Non-Riparian Lots,
1 Block. The proposal is located north of 48422 Petal Drive, Section 21 of Hobart Township; Rose Lake (56-360), RD .
Eretz Shalom LLC:
Motion by Johnson, second by Mortenson and unanimously carried to accept the request by the applicant, Eretz Shalom LLC ,
to withdraw their application for a conditional use permit.
"Little Mac Bay " I Curtis & Nicole Seifert. Eretz Shalom LLC:
Motion by Johnson, second by Bucholz and unanimously carried to support the expansion of the lots on the preliminary Plat
titled "Little Mac Bay " approved by Planning Commission and accept the revised survey dated September 13, 2021 showing the
change.
Motion by Johnson, second by Bucholz and unanimously carried to approve a preliminary Plat titled "Little Mac Bay ", with a
condition as recommended by Planning Commission, consisting of 4 Single Family Residential Non-Riparian Lots and 4 Riparian
Lots Permanently Attached to 4 Non-Riparian Lots, 2 Blocks . The proposal is located north of 44243 W. Little McDonald Lake
Drive, Section 9 of Edna Township; Little McDonald Lake (56-328), GD .
Executive Resort I Carol Braaten:
Motion by Mortenson, second by Murphy and unanimously carried to approve a conditional user permit application to Carol
Braaten to convert the ownership structure for Executive Resort to a residential PUD . Owners first applied for a variance for
structure setbacks and structure upgrades. The conversion will include many improvements such as reduction in impervious,
orderly parking an impervious surface, and moving existing trailer house from the north line, and placing a unit in line with
other units. Over the next years the cabins are intended to be taken down and replacing with new cabins . The proposal is
located at 45560 Executive Drive, Section 4 of Lida Township ; Franklin Lake (56 -759), RD .

Beaton Family Trust I Don Beaton Et Al:

Motion by Murphy, second by Bucholz and unanimously carried to approve a conditional use permit to Beaton Family Trust/Don
Beaton Et Al, with a condition as recommended by Planning Commission, to build the formerly approved road (approved with
conditions in May 2021) in conjunction with a road running north-south through the wetland . The Township has been
contacted and support the Beaton Family (developers) request. The proposal is located at 26140 460th St, Sections 2 & 3 of Lida
Township; Crystal Lake (56-749), RD .
Select Committee on Recycling and the Environment (SCORE) Grant Agreement
Motion by Mortenson, second by Murphy and unanimously carried to authorize appropriate County Officials' signatures to
execute the SCORE Grant Agreement between Otter Tail County and the Minnesota Pollution Control Agency for duties in
accordance with Minn . Stat. 115A.557 regarding county waste reduction and recycling funding .
Phelps Mill Repair Updates
Deputy County Administrator Nick Leonard provided a brief update to the Board regarding planned repairs to Phelps Mill. Otter
Tail County has been recommended for a grant in the amount of $275,500 .00, with a county match, by the Minnesota Historical
Society Committee to assist with three (3) high priority items as identified . An additional application has been submitted to the
MN Historical Society in the amount of $140,000 .00 to assist with the remaining less costly items. Mr. Leonard anticipates bids
in the next month and to begin the project in December of 2021 .
Redistricting
Motion by Murphy, second by Johnson and unanimously carried to authorize Deputy County Administrator Nicholas Leonard
to submit a letter on behalf of the Board of Commissioners to the House Redistricting Committee urging them to keep Otter
Tail County whole when drawing legislative districts. Written testimony for consideration in redistricting proceedings before
the Legislature and Courts is also included in the letter.
Motion by Johnson, second by Mortenson and unanimously carried to authorize a representative from the Board to testify on
behalf of the county to the House Redistricting Committee at 3:00 p .m. on September 20, 2021 .
Request for Public Hearing -Tax Abatement Requests
Motion by Mortenson, second by Bucholz and unanimously carried to authorize a public hearing regarding an application for
East Silent Resort, LLC requesting tax abatement for parcel numbers 16000330184001 and 16000991082000 on September 28,
2021, at 10 :00 a.m . at the Government Services Center in Fergus Falls . The project aligns with the priorities found within the
Economic Development Tax Abatement Policy and the request for abatement is for up to $147,000 .00 or 15 years, whichever is
first.
Motion by Johnson, second by Bucholz and unanimously carried to authorize a public hearing regarding an application for
Dental Specialists of Fergus Falls, LLC requesting tax abatement for parcel number 71003500195026 on September 28, 2021 , at
10 :15 a.m . at the Government Services Center in Fergus Falls . The project aligns with the priorities found within the Economic
Development Tax Abatement Policy and the request for abatement is for up to $190,469 .77 or 9.5 years , whichever is first.
Modifications to Single Family Tax Rebate Program
Community Development Director Amy Baldwin briefly reviewed changes to the Single Family Tax Rebate Program that were
reviewed and recommended by the Community Development Agency (CDA) Board . Key modifications include extending the
program to 2024 and increasing the abatement amount up to $10,000 .00 to support increased value and material costs .
Motion by Mortenson, second by Bucholz and unanimously carried to follow the recommendation of the CDA and approve the
modifications to the Property Tax Rebate Program for New Single and Two-Family Homes Program as presented by the
Community Development Director.
RESOLUTION DIRECTING SALE OF COUNTY-OWNED PROPERTY IN VERGAS, MINNESOTA
Otter Tail County Resolution No. 2021 -140
WHEREAS , the Otter Tail County (the "County") Public Works garage located at 140 East Linden Street, Vergas, Minnesota, Parcel
Number: 82000990070002 (the "Property") will be vacated by the County in 2022 and no longer needed for County operations
after such time; and

WHEREAS , the City of Vergas (the "City") has expressed interest in acquiring the Property to support the success of economic
and housing development activities occurring in the City 's downtown district as well as for possible use by the City of Vergas
for its operations; and
WHEREAS, the County has determined that it is appropriate to support the City of Vergas in such activities by selling the Property
to the City when no longer needed by the County for its operations; and
NOW, THEREFORE, IT IS HEREBY RESOLVED :
1. That staff is directed to develop terms of the sale and to prepare necessary documents to enter into the sale of the
Property located at 140 East Linden Street, Vergas to the City of Vergas for future consideration by the Board of
Commissioners .
The motion for the adoption of the foregoing resolution was introduced by Commissioner Johnson , duly seconded by
Commissioner Murphy and , after discussion thereof and upon vote being taken thereon, passed unanimously.

Style-Heaven Holstein Feedlot
At 10 :12 a.m ., Chairman Rogness convened a public hearing held for the Style-Heaven Holstein Feedlot on behalf of the MN
Pollution Control Agency (MPCA) under M.S . 116 .07, Subd . 7(1). Kyle Goeller is proposing to construct a manure waste
management system (lagoon) located in Blowers Township . The MPCA is responsible for issuing a permit for the request and
the County provides a local forum for the public to express their opinions regarding the project. Mr. Goeller notified neighbors
within 5,000 ' of the project by mail and also provided notice in the newspaper of the affected area .
At 10 :14 a.m ., Chairman Rogness opened the meeting for public comment and no comments were received . Commissioners
spoke in favor of the project and expressed appreciation for Mr. Goeller's efforts. At 10:16 a.m ., Chairman Rogness closed the
public hearing, and the approved minutes of the public meeting will be forwarded to the MN Pollution Control Agency .
AMC Annual Conference
All five (5) Commissioners plan to attend the AMC Annual Conference December 5th-8th, 2021 at Double Tree Hotel in
Bloomington, MN .
Recess & Reconvene
At 10 :27 a.m ., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 10:33 a.m .
Hiring Request
Motion by Mortenson , second by Bucholz and unanimously carried to approve a 1.0 full-time equivalent Public Health Nurse
position in the Public Health Department to assist with care coordination caseload as the aging population increases . The
budget for 2021 is in good standing to assist with costs for the remainder of the year and it is included in the budget for 2022 .
Children and Adult Mental Health Case Management Services
Social Services Supervisor, Margaret Williams provided a brief updated regarding Children and Adult Mental Health Case
Management Services . She expressed concerns regarding the lack of referrals for Children Mental Health due to COVID-19 and
the transition from Children's Mental Health to Adult Mental Health . She reviewed services that are provided by both the
Children and Adult Mental Health Units and highlighted areas that are going well and opportunities for growth .

Otter Tail County Adult Mental Health Local Advisory Council (LAC) Recommendations
Local Advisory Council (LAC) member Beth Rader provided an overview of areas of concern noted by the Otter Tail County
Adult Mental Health LAC and reviewed recommendations to the County Board. The Board recognized the need for more
resources in the community and support the recommendations made by the LAC.
Amendment to Construction Services Agreement with Houston Engineering -Perham to Pelican Rapids Regional Trail

Motion by Johnson, second by Mortenson and unanimously carried to authorize a manual check in the amount of $4 ,900 .00 to
Court Administration for eminent domain payment to four (4) parcels for the expense of appraised valuations on the Silent
Lakes Segment of the Perham to Pelican Rapids Regional Trail.
COVID-19 Update
Public Health Director Jody Lien provided a brief update to the Board regarding COVID-19 and reported an increase in cases
and positivity rates . Otter Tail County remains to be listed as a high transmission area and approximately 25 cases per day have
been reported to Public Health in recent weeks. Concerns were expressed regarding the rising cases as people move indoors
and Ms. Lien reiterated the importance of following public health measures and identified various testing opportunities that
are available. Assistant Public Health Director Kristi Wentworth reviewed vaccine data and reported that 55% of people in Otter
Tail County have completed the vaccine series. Public Health continues to offer vaccine opportunities and have begun planning
for flu season .
Presidential Executive Order
County Administrator Nicole Hansen shared information regarding the recent Presidential Executive Order COVID-19 mandated
vaccine. OSHA has been directed to issue an Emergency Temporary Standard (ETS) mandating employers with at least 100
employees to require workers to get vaccinated or test weekly. After the ETS is issued, Minnesota OSHA will have 30 days for
review and either adopt it or create a more stringent rule. Human Resources is following this action closely and will begin
developing a policy to comply with this mandate.
