Call to Order
The Otter Tail County Board of Commissioners convened at 8:32 a.m. Tuesday, April 27, 2021 at the Government Services Center
in Fergus Falls, MN . Commissioners Lee Rogness, Chair; Betty Murphy; Vice Chair, Kurt Mortenson, Wayne Johnson , and Dan
Bucholz were present. The meeting was held via Webex and was available to the public via livestream due to the health
pandemic and declared emergency in accordance with Minn . Stat . Sec. 13D.021 Subd . 1 (1 ).
Approval of Agenda
Chair Rogness called for approval of the Board Agenda . Motion by Mortenson, second by Murphy and unanimously carried to
approve the Board of Commissioners' agenda of April 27, 2021 with the following additions:
Resolution of Intent to Establish a Lake Improvement District for Lida Lakes

Motion by Johnson, second by Bucholz and unanimously carried to approve the consent agenda items as follows:

Legislative Updates
Deputy Administrator Nick Leonard provided a brief legislative update to the Board and reviewed items that could potentially
impact Otter Tail County. He recognized the urgency to reopen the Driver's License Center in Fergus Falls and invited Chair
Hornstein to visit Otter Tail County to educate him on the transportation efforts. The Otter Tail Lakes Country Association
continues to plan for the Governor's fishing opener the weekend of May 15 th with the intent to promote the county and
stimulate the economy. Mr. Leonard provided a brief updated regarding funding and plans to continue to monitor legislation
as the May 17th deadline nears .
Memorandum of Understanding (MOU) for the Otter Tail County Highway Department
Motion by Johnson, second by Mortenson and unanimously carried to approve an MOU for the Highway Department (The
American Federation of State , County and Municipal Employees) regarding a revision to the vacation request deadline for the
2021-2022 winter season to allow more flexibility and additional time for employees to plan their vacations .

Motion by Mortenson, second by Murphy and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreements between the County of Otter Tail and Wanda Gierman to assist with legal services related to
guardianship/Conservatorship, paternity and order to show cause proceedings effective July 1, 2021 until December 31,
2021.
Final Plat -South Star Estates First Addition
Motion by Murphy, second by Bucholz and unanimously carried, with Johnson abstaining, to approve the final Plat titled
"South Start Estates First Addition" consisting of two (2) single family residential riparian lots, 1 Block. Located at 36631
County Hwy 35, Lot 4 Blk 1 of South Star Estates, Section 23 of Star Lake Township; Star Lake (56-385) GD.
LAND AND RESOURCE MANAGEMENT
Otter Trail Riders Sponsorship
Otter Tail County Resolution No. 2021 -69
WHEREAS , the Otter Trail Riders maintains and manages 141 miles Grant-In-Aid snowmobile trails in Otter Tail County; and
WHEREAS , the Otter Trail Riders receives grant money from the Mn Department of Natural Resources through Otter Tail County
to maintain snowmobile trails; and
WHEREAS, the Otter Trail Riders must have a local unit of government sponsor said system by receiving grant dollars from the
State of Minnesota and transferring said funds to the Association.
NOW THEREFORE BE IT RESOLVED THAT, Otter Tail County by this resolution will act as a sponsor of the Otter Trail Riders for the
2021-2022 season .
The motion for the adoption of the foregoing resolution was introduced by Commissioner Johnson, duly seconded by
Commissioner Murphy and, after discussion thereof and upon vote being taken thereon, passed unanimously.

LAND AND RESOURCE MANAGEMENT
Henning Sno Cruisers Sponsorship
Otter Tail County Resolution No. 2021 -68
WHEREAS , the Henning Sno Cruisers maintains and manages 45 miles of Grant-In-Aid snowmobile trails in Otter Tail County;
and
WHEREAS , the Henning Sno Cruisers receives grant money from the Mn Department of Natural Resources through Otter Tail
County to maintain snowmobile trails; and
WHEREAS, the Henning Sno Cruisers must have a local unit of government sponsor said system by receiving grant dollars from
the State of Minnesota and transferring said funds to the Association .
NOW THEREFORE BE IT RESOLVED THAT, Otter Tail County by this resolution will act as a sponsor of the Henning Sno Cruisers

Planning Commission Recommendations
"Ballard Woods First Addition''/ Gregory Ballard:
Motion by Johnson, second by Mortenson and unanimously carried to approve preliminary Plat titled "Ballard Woods First
Addition ", consisting of 3 Non-Residential Non-Riparian Lots, 1 Block, with each being permanently attached to a Riparian Lot.
The proposal is located south of 21677 Broadwater Dr, Section 7, Dunn Township; Pelican Lake (56-786), GD .
Arthur L. Jacque:
Motion by Johnson, second by Murphy and unanimously carried to deny a conditional use permit (CUP) for Aurthur L. Jacque
as recommended by Planning Commission . The CUP was to support his collection of old vehicles stored onsite but was denied
based on the first five considerations in Section V.3.1. of the Shoreland Management Ordinance . The vehicles are to be removed
or placed inside a building by October 15, 2021 .
By/anders Resort LLC:
Motion by Bucholz, second by Mortenson and unanimously carried to approve a Conditional Use Permit application proposing
to place a 1 O' x 16' all-season porch over a portion of the existing deck on camper and roof over the remaining portion of deck.
The proposal is located at 33483 Sybil Shores Dr, Section 1, Dora Township; Sybil Lake (56-387). RD .
Automated Breathalyzer Kiosk
Probation Director Michael Schommer briefed the Board regarding the use of a fully automated autonomous breathalyzer kiosk
for alcohol monitoring, probation check-ins, UA/Swab drug testing, as well as an additional tool for other various departments
when direct contact is not necessary . All costs associated with kiosk will be the responsibility of Midwest and PKT with the
exception of a $3 .00 user fee that will need to be paid by either the individual user or the requesting department.
Motion by Johnson, second by Murphy and unanimously carried to authorize appropriate County Official's signatures to
execute the memorandum of understanding and agreement between Otter Tail County and Midwest Monitoring &
Surveillance, Inc. for the use of an Automated Breathalyzer Kiosk. The kiosk will be located in the jail lobby to allow 24 /7 access .
Juvenile Detention Update
Probation Director Michael Schommer provided a brief Juvenile Detention update to the Board and expressed concerns
regarding two (2) bills currently being proposed during the legislative session . The West Central Regional Board plans to write
a letter on behalf of the 11 member counties expressing their concerns and the Board suggested that Legislative Consultant
Sara Psick may be able to provide assistance as well. Mr. Schommer reported a reduction in detention center costs from 2020
to 2021 and anticipates another reduction in 2022 .
Recess & Reconvene
At 9:32 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 9:41 a.m .
Child Care/Foster Care
Child Care Licensor Lisa Spangler and Child Foster Care Licensor Jody Dahlen provided a brief update to the Board regarding
their roles and expressed appreciation for the families that opened their homes during the COVID-19 pandemic. Currently,
Child Foster Care Licensing provides oversight and licensing services to 50 licensed homes and Child Care Licensing provides
oversight and licensing services to 131 licensed homes.
FOSTER CARE MONTH -MAY 2021

WHEREAS, the family, serving as the primary source of love, identity, self-esteem and support, is the very foundation of our
communities, our state, and our Country; and

WHEREAS, family foster care provides a safe, secure and stable home for children and adults in a compassionate and nurturing
family setting; and
WHEREAS, in 2021 to date, Otter Tail County Human Services has 50 licensed foster families who play a vital role helping
children and families heal, reconnect, and launch children into successful adulthood; and
WHEREAS, in 2021 to date, there are 43 licensed family adult foster care providers, who have opened their homes to provide a
family environment to people with developmental disabilities, mental illness or who are elderly; and
WHEREAS, there are many individuals, public and private organizations who work to increase public awareness of the needs
of children and adults in foster care as well as the enduring and valuable contribution of foster care providers.
NOW, THEREFORE, we, the Otter Tail County Board of Commissioners, do hereby proclaim May as FOSTER CARE MONTH in
Otter Tail County and urge all citizens to volunteer their talents and energies on behalf of children/adults who live with foster
families, the foster care providers, and the professional staff working with them during this month and throughout the year.

Otter Tail County Proclamation
Child Care Provider Appreciation Day-May 7, 2021
Otter Tail County Resolution No. 2021 -71
WHEREAS, Otter Tail County has 131 licensed family childcare providers licensed on behalf of the MN Department of Human
Services by Otter Tail County Human Services; and
WHEREAS, Otter Tail County family childcare providers serve approximately 1,300 children and their families; and
WHEREAS, children are Otter Tail County's most valuable asset and resource; and
WHEREAS, the care and education of Otter Tail County's children provided by licensed family childcare givers is an invaluable
occupation; and
WHEREAS, many Otter Tail County families choose childcare outside their own home; and
WHEREAS, licensed family childcare providers are highly competent, dedicated, caring, and concerned professionals; who
teach , love and keep our children safe while providing a calm, empathetic presence and predictable routine which children
need;and
WHEREAS, licensed family childcare providers are an invaluable resource during the COVID-19 peacetime emergency.
NOW, THEREFORE, BE IT RESOLVED, That the Otter Tail County Board of Commissioners hereby proclaim May 7, 2021 as
Licensed Family Child Care Provider Day in Otter Tail County, in honor of its many licensed family child care providers, and asks
the community to join in recognizing the valuable contributions these family child care providers make to our community.

Human Services 2020 Annual Report
Human Services Director Deb Sjostrom provided a brief overview of the 2020 annual report for Human Services and summarized
the various programs and services that are provided and administered in Otter Tail County. She reported an increase in the
utilization of the Supplemental Nutrition Assistance Program (SNAP) and Healthcare related to the COVID-19 pandemic. It is
anticipated that the utilization will decrease once the Peacetime Emergency and waivers related to healthcare end .
Human Services Quarterly Fiscal Report
Human Services Director Deb Sjostrom briefly summarized the Human Services quarterly fiscal report and reported that
numbers appear average compared to previous years with the exception of the Mental Health Initiative which will be reflected
in the 2nd quarter due to system changes.
Schlauderaff Enterprises Feedlot
At 10 :03 a.m ., Chairman Rogness convened a public meeting held for the Schlauderaff Enterprises Feedlot on behalf of the MN
Pollution Control Agency (MPCA) under M.S . 116 .07 , Subd . 7(1). Barb and Casey Schlauderaff are proposing to expand the
Schlauderaff Enterprises Feedlot on county highway 4 in Frazee, MN and the MPCA is responsible for issuing a permit for the
request. The County provides a local forum for the public to express their opinions regarding the project and Mr. Schlauderaff
notified neighbors within 5,000 ' of the project by mail and also provided notice in the Frazee-Vergas Forum . Commissioner
Rogness opened the meeting for public comment.
No comments were received during the public meeting and two (2) written comments were received on April 26 th from Jerry
and Kathy Johnson and Kris Manthe.
The Public Meeting minutes and written comments will be forwarded to the MN Pollution Control Agency in Detroit Lakes. After
review, the MPCA will put this request on public notice for 30 days and the MPCA will respond to those comments.
RESOLUTION OF INTENT TO ESTABLISH A LAKE IMPROVEMENT DISTRICT LIDA LAKES
Otter Tail County Resolution No. 2021 -73
WHEREAS , Minnesota law provides that in order to preserve and protect the State of Minnesota and to increase and enhance
the use and enjoyment of its lakes , it is in the public interest that there be established a statewide lake improvement program
to preserve, protect and improve the quality of lakes ; and
WHEREAS , Minnesota law permits the creation of lake improvement districts initiated by the request and upon a resolution of
a County Board; and
WHEREAS , the Otter Tail County Board of Commissioners has received a request from the Lida Lakes Association, who have
reported that they have heard from 443 of the 1,264 property owners within the boundaries of the proposed lake improvement
district and 441 of those 1,264 owners are in support of its establishment; and
WHEREAS , the Lida Lakes Improvement District has submitted a request to Otter Tail County to establish an improvement
district to address maintaining and improving lake quality; lake management; lake monitoring; prevent, treat, and control any
aquatic invasive species, and provide related services to Lida Lakes; and
WHEREAS , there are no immediate problems identified forcing the creation of a lake improvement district, but this creation
follows the intent of the legislation to be pro-active in creating tools to deal with problems before they arrive and insure the
immediate and effective remedies are achievable for lake issues , and
WHEREAS , there is a public lake access on South Lake Lida located in a portion of Maplewood State Park that is owned and
operated by the State of Minnesota, a public access and state-owned boat ramp on North Lake Lida, and public lake access on
MN Hwy 108 between North and South Lake Lida; and

WHEREAS , a map showing the boundaries of the proposed district, the number and location of permanent homes and seasonal
dwellings, the scale , and basic geographical information is on record with the county auditor; and
WHEREAS , there are proposed to be 7 directors for the district; and
WHEREAS , there is no surface water ordinance regulating North and South Lake Lida but the Otter Tail County Shoreland
Management Ordinance, copies of which are available at the county's Office of Land and Resource Management, regulates the
shoreland including the public access ; and
WHEREAS , the proposed district has an Estimated Market Value of $264,938 ,700 .00 (Land -$170,234,000 .00 and Buildings -
$94 ,704 ,700 .00), a Taxable Market Value of $260 ,660,800.00 (Land-$166 ,588 ,738 .00 and Buildings -$94,072,062 .00), and a Net
Tax Capacity of $2 ,531,125.00 ; and
WHEREAS, all of the documentation mentioned herein that is on record with the county is available for review on the county's
website : www.co .ottertail.mn .us
NOW , THEREFORE, IT IS HEREBY RESOLVED that the Otter Tail County Board of Commissioners hereby declares its intent to
establish the Lida Lakes Improvement District.
BE IT FURTHER RESOLVED that the following information be provided, as required by Minnesota Statute§ 103B.515, Subd . 1:
1. The name of the proposed Lake Improvement District shall be :
Lida Lakes Improvement District
2. The boundaries of the proposed lake improvement district shall include parcels that have lake frontage, or
lake frontage access , on South and North Lake Lida and Venstrom, Otter Tail County, but shall exclude
agricultural land .
As the use of agricultural lands within the 1,000-foot boundary of the district changes to non-agricultural use,
the district may, by confirming the change of use to the County Auditor and Assessor, and by notifying the
owner of the property and the Administrator of the Otter Tail County Department of Land and Resource
Management, include those formerly agricultural lands in the district.
3. The water and related land resource management programs to be undertaken by the district may include:
a. Develop and implement a comprehensive plan to eliminate water pollution ;
b. Receive financial assistance from and participate in projects or enter into contracts with federal and
state agencies for the study and treatment of pollution problems and related demonstration programs;
c. Undertake research to determine the condition and development of the body of water included
within the lake improvement district to transmit the studies of the Department of Natural Resources , the
Minnesota Pollution Control Agency and other interested authorities;
d . Make cooperative agreements with the United States or state government or other county or city
to effectuate water and related land resource programs;
e. Conduct programs of water improvement and conservation;
f. Implement a water monitoring system;
g . Serve as local sponsor for state and federal projects or grants;
h. Regulate water surface as deemed necessary and reasonable ; or
i. Such other programs, plans, studies, developments or implementations as are allowed or permitted
by law and approved by the County Board from time to time.

4. The Otter Tail County Board may delegate to the lake improvement district pursuant to Minnesota Statute
§103B.551 , Subd . 3, authority to:
a. Acquire by gift or purchase, equipment, structures or control works that affects the level of waters
in the district.
b. Construct and operate water control structures, equipment or control works that are approved by
the commissioner of natural resources under section 103G .245 .
c. Undertake projects to change the course current or cross section of public waters that are approved
by the commissioner of natural resources under section 103G .245 .
d . Acquire property, equipment or other facilities , by gift or purchase to improve navigation .
e. Contract with a board of managers of a watershed district within the lake improvement district or
the board of supervisors of a soil and water conservation district within the district for improvements under
chapters 103C and 103D.
f . Undertake research to determine the condition and development of the body of water and the
water entering it and to transmit the results of the studies to the pollution control agency and other
interested authorities.
g. Develop and implement a comprehensive plan to eliminate water pollution .
h. Conduct a program of water improvement and conservation .
i. Construct a water, sewer, or water and sewer system in the manner provided by section 444 .075 or
other applicable laws .
j. Receive financial assistance from and participate in projects or enter into contracts with federal and
state agencies for the study and treatment of pollution problems and related demonstration programs.
k. Make cooperative agreements with the United States or state government or other counties or cities
to effectuate water and related land resource programs.
I. Maintain public beaches, public docks and other public facilities for access to the body of water.
m . Provide and finance a government service of the county or statutory or home rule city that is not
provided throughout the county or, if the government service is provided, the service is at an increased level
within the district.
n. Regulate water surface use as provided in sections 86B .205, 103G .605 and 103G .621 .
5. Funding for the lake improvement district shall be :
a. Start-up funds will be provided from the Lida Lakes Association .
b. Lake improvement district activities may be funded by the levying of an ad valorum tax solely on
property within the district. No establishment or increase in the ad valorum property tax will be allowed if it
affects the county levy subject to state-imposed levy limits.
c. Lake improvement district activities may also be funded by assessment of costs of projects upon
the benefitted property within the district in the manner provided under Minnesota Statutes Chapter 429 .
d . Lake improvement district activities may also be funded by imposition of service charges on users
of the lake improvement district services within the district (Minnesota Statute §428A.05).

e. The Lake Improvement District may also finance projects and services of the district by issuing
obligations as provided in Minnesota Statute §429 .091.
6. The Administrator of the Otter Tail County Department of Land and Resource Management shall be
responsible for supervising the programs of the district.
A public hearing will be held on whether the Lida Lakes Improvement District should be established on June 21, 2021, at 7:00
p.m. in the Commissioner's Room of the Otter Tail County Government Service Center, 500 West Fir Avenue, Fergus Falls,
Minnesota, upon the motion of Commissioner Wayne Johnson, seconded by Commissioner Betty Murphy and passed on a 5-0
vote.

Law Enforcement Labor Services (LELSl Grievance
Motion by Johnson, second by Mortenson and unanimously carried to approve the mediated settlement agreement resolving
a grievance dated March 30 , 2021 from a member of the LELS Non-Licensed Essential Supervisory Unit regarding the County's
health insurance benefits.
Packer Truck Purchase
Motion by Mortenson, second by Bucholz and unanimously carried to authorize the purchase of a front-load packer truck from
Northland Truck Sales , West Fargo , ND , in the amount of $237 ,900 . Included in the budget was $260,000 for the purchase of the
truck, with $195 ,000 covered by a grant and $65,000 split between Otter Tail , Todd and Wadena Counties.
Solid Waste Master Plan
Stephanie Falkers and Kate Bartelt with SRF and FOTH gave a brief presentation regarding the Solid Waste Master Plan and
provided an overview of the planning process and the current project status . They summarized feedback from engagement
and are working collaboratively with the Solid Waste department to create an implementation plan . The public hearing and
Board approval of the final plan is proposed to be completed summer 2021.
Highway Projects
Otter Tail Cou nty Right of Way Plat No. 39-CSAH 3:
Motion by Johnson, second by Mortenson and unanimously carried to approve the Otter Tail County Right of Way Plat No . 39
-CSAH 3 for the west segment for the Perham to Pelican Rapids Regional Trail.
CSAH 35 Reconstruction Lighting Des ign Agreement:
Motion by Mortenson, second by Johnson and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreement between Otter Tail County and JK Engineers, Inc., for the CSAH 35 reconstruction lighting design .
HSIP Intersection Lighting Design Agreement:
Motion by Johnson, second by Murphy and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreement between Otter Tail County and JK Engineers, Inc., for the HSIP Intersection Lighting Design .
CSAH 1 /CSAH 64 Agreement with Douglas County:
Motion by Murphy, second by Mortenson and unanimously carried to authorize appropriate County Officials ' signatures to
execute the agreement between Otter Tail County and Douglas County for the construction of CSAH 64 in Otter Tail County.

to withdraw their bid with Otter Tail County for hot mix bituminous.
REGULAR TO MUNICIPAL ADVANCE RESOLUTION
Otter Tail County Resolution No. 2021 -72
Upon a motion by Murphy, seconded by Johnson and unanimously carried to adopt the following resolution :
WHEREAS , the County of Otter Tail has obtained the Commissioner's approval of the plans for the following County State-
Aid Project(s); and
Project# S.A.P . 056-646-009
WHEREAS , said County is prepared to proceed with the construction of said project(s) by providing county regular funds to
supplement the available funds in the County Municipal Account; and
WHEREAS , repayment of the funds so advanced by the County is desired in accordance with the provisions of Minnesota
Statutes 162.08, Subd . 5 & 7 and Minnesota Rules 8820.1500, Subp. 9.
NOW, THEREFORE, BE IT RESOLVED : That the Commissioner of Transportation be and is hereby requested to approve this
basis for financing said construction project(s) and to authorize repayments from subsequent accruals to said Account, in the
amounts as herein indicated .
Transfer the Yearly Mun icipa I Construction Allotment, beg inning in 2021 , to the Regular Construction Allotment until the
borrowed funds are repaid in full to the Regular Construction Allotment Account.

Amendment to Engineering Services for the Perham to Pelican Rapids Reginal Trail -Silent & McDonald Segments:
Motion by Johnson, second by Murphy, with Bucholz opposed, to approve amendment 2 to the current fee for Engineering
Services with Houston Engineering, requesting an additional $105,000 for the Perham to Pelican Rapids Regional Trail Silent
and McDonald segments. The motion passed on a 4-1 vote.
Revised Canadian Pacific Railroad Agreement CDOT-695662U/-Perham to Pelican Rapids Regional Trail:
Motion by Johnson, second by Mortenson and unanimously carried to approve the revised agreement with the Canadian Pacific
Railroad regarding the proposed crossing extension at the CSAH 35 at-grade crossing , DOT#695662U .
Commuting with County Vehicles:
Motion by Johnson, second by Mortenson and unanimously carried to authorize the identified Highway Department employees
to commute with county vehicles during the 2021 construction season . Contractors typically work 12-14 hours per day and
commuting will allow staff to reduce their workday by 1-2 hours per day, addressing the concern of safety by not providing
enough rest.
Phelps Mill County Park Master Plan
Deputy Administrator Nick Leonard provided a brief overview of the Phelps Mill County Park Master Plan and summarized the
four (4) phases of improvements that is planned to occur over time as funding is acquired . He anticipates additional public
involvement as they implement the initiatives identified in the master plan . The plan is available to the public on the county

Ditch 41 /65 Crossing Extension

Motion by Johnson, second by Bucholz and unanimously carried to authorize the Otter Trail Riders Snowmobile Club to create
a snowmobile crossing on the north side of CSAH 14, resulting in work required in County Ditch 41 /65 . The Club will be
responsible for all expenses and the crossing will be to county specs .
Diversity, Equity & Inclusion Workgroup Agreement
Motion by Bucholz, second by Johnson and unanimously carried to authorize appropriate County Officials ' signature to execute
the agreement between Otter Tail County and the University of Minnesota Morris for facilitation of the Diversity, Equity and
Inclusion workgroup and the four (4) phase strategy. The purpose of the workgroup is to internally and externally ensure that
Otter Tail County is a just and equitable county and is welcoming of all cultures.
Safety/Risk Specialist
County Administrator Nicole Hansen introduced Eric Lien, former law enforcement officer since 2005 and the new Safety/Risk
Specialist for Otter Tail County. Commissioners expressed support regarding efforts to promote safety and ensure a safe work
environment for employees and Ms . Hansen feels Mr. Lien's background and knowledge will be beneficial to this position .
2020 Emergency Management Performance Grant
Motion by Mortenson, second by Bucholz and unanimously carried to authorize appropriate County Officials ' signatures to
execute the agreement between Otter Tail County and the Minnesota Department of Public Safety for reimbursement of efforts
related to the new Smart 911 Emergency Notification System in the amount of $37,119.00.
Countywide Emergency Operations Center (EOCl
Emergency Management Director Patrick Waletzko briefed the Board regarding operations of the Countywide Emergency
Operations Center (EOC) and recognized that the county continues to operate under Resolution No . 2020-27 (Local Emergency
Declaration). The EOC is focused on outreach and education regarding the COVID-19 vaccine and Mr. Waletzko requested
authorization to mail postcards to all property owners/renters in Otter Tail County as an additional source of communication .
Motion by Johnson, second by Mortenson and unanimously carried to authorize the mailing of postcards to all property
owners/renters in Otter Tail County to spread awareness of the COVID-19 vaccine and provide resources . COVID funds are
available to assist with the estimated cost of $17,006.58 and Mr. Waletzko feels confident this effort would qualify for
reimbursement through the Federal Emergency Management Agency (FEMA).
Public Health Department Operations Center
Public Health Director Jody Lien reported that Minnesota has approximately 570 ,518 lab confirmed cases and 7,091 lab
confirmed deaths . Otter Tail County has 5,556 lab confirmed cases of COVID-19 and 73 COVID-19 related deaths. For more
detailed information regarding Otter Tail County COVID-19 data, visit https://ottertailcountymn.us/content-page/covid-19-
health-information/. She reiterated the importance of masking , social distancing and practicing public health measures and
confirmed that other variants of the virus are present in the community. Ms. Lien reviewed data related to the distribution of
the COVID-19 vaccine and is focused on promoting and educating those who are hesitant to receive the vaccine . Plans to
continue to partner with healthcare on vaccine efforts and encourages those who have been vaccinated to continue to adhere
to public health measures as an additional layer of protection . The Public Health Department Operations Centers is beginning
a partial demobilization of some staff and working to incorporate some response efforts in day to day work.
Business Community
Community Development Director Amy Baldwin provided a brief update regarding the business community and shared
challenges that businesses are facing . She reviewed unemployment data for March and reported that the number of labor force
participants remains low. Ms . Baldwin is focused on outreach and a job portal is planned to be launched on the Otter Tail Lakes
Country website, capturing approximately 1,200 available jobs around the county.
COVID-19 Emergency Paid Sick Leave
Motion by Mortenson, second by Bucholz and unanimously carried to extend the COVID-19 Emergency Paid Sick Leave until
May 31, 2021 . The extension will assist staff who have been impacted by COVID-19 and have not already exhausted the
original 80 hours of this benefit from the Families First Coronavirus Response Act.
