Call to Order
The Otter Tail County Board of Commissioners convened at 8:33 a.m. Tuesday, April 13, 2021 at the Government Services Center
in Fergus Falls, MN. Commissioners Lee Rogness, Chair; Betty Murphy; Vice Chair, Kurt Mortenson, Wayne Johnson, and Dan
Bucholz were present. The meeting was held via Webex and was available to the public via livestream due to the health
pandemic and declared emergency in accordance with Minn. Stat. Sec. 13D.021 Subd. 1 (1 ).
Approval of Agenda
Chair Rogness called for approval of the Board Agenda . Motion by Mortenson, second by Johnson and unanimously carried to
approve the Board of Commissioners' agenda of April 13, 2021 with the following additions:

SUPPORTING THE FAMILY HOMELESS PREVENTION AND ASSISTANCE PROGRAM OPERATED BY
MAHUBE-OTWA COMMUNITY ACTION PARTNERSHIP, INC.
Otter Tail County Resolution No. 2021 -54
WHEREAS, Otter Tail County has a commitment to establish a collaborative and comprehensive system for addressing the
housing needs offamilies, youth, andsingle adults who are homeless, or imminently at risk of becoming homeless; and
WHEREAS, Otter Tail County recognizes that there is a need to continually improve the coordination of existing services
currently made available by homeless service providers in Otter Tail County to assure a "continuum of care"; and
WHEREAS, Otter Tail County recognizes the need to stabilize and maintain in their homes,families, youth and single adults
at risk of becoming homeless; and
WHEREAS, Otter Tail County recognizes the need to shorten the amount of time thatfamilies, youth and single adults stay
in emergency shelters; and
WHEREAS, Otter Tail County recognizes the need to eliminate repeat use of emergencyshelters by families, youth and
single adults; and
WHEREAS, Otter Tail County recognizes the need to provide support services to homelessand high risk populations.

NOW THEREFORE BE IT RESOLVED, by the Otter Tail County Board of Commissioners,that they support the Mahube-Otwa
Community Action Partnership, Inc. "Family Homeless Prevention and Assistance Program".
The motion for the adoption of the foregoing resolution was introduced by Commissioner Murphy, duly seconded by
Commissioner Mortenson and, after discussion thereof and upon vote being taken thereon, passed unanimously.

Distracted Driving Awareness Month April 2021
A Proclamation by the Otter Tail County Safe Communities Coalition
Otter Tail County Resolution No. 2021 -55
WHEREAS, the safety and security of the citizens of Otter Tail County and surrounding areas are vitally important; and
WHEREAS, a large percentage of our citizens regularly drive or ride in motor vehicles on our roadways; and
WHEREAS, according to the Office ofTraffic Safety, each year in Minnesota, distracted or inattentive driving is a factor in one in
seven crashes , resulting in at least 40 deaths and 195 serious injuries; and
WHEREAS, the Otter Tail County Safe Communities Coalition supports efforts that help raise awareness of the dangers of
distracted driving, particularly amongst teenagers, in order to both reduce the number of distracted driving crashes and to
better educate drivers; and
WHEREAS, across the state 87 law enforcement agencies will actively be participating in the distracted driving enforcement
mobilization during the month of April 2021 to reduce the risk of injury and death caused in traffic crashes related to distracted
or inattentive driving; and
WHEREAS, text-messaging , emailing, accessing the web, or touching a wireless device while driving, -including while stopped
in traffic -became illegal on Minnesota roads effective August 1, 2008 and August 1, 2019; and
WHEREAS, one of the most effective means of encouraging safer and smarter behavior by motorists involves convincing drivers
of the need to devote their full attention and energy to driving by avoiding distractions such as phone calls, texting, eating,
drinking, adjusting vehicle and music controls, and reaching for items; and
WHEREAS, in order to reduce the number of crashes as well as improve driver safety, Otter Tail County motorists should dedicate
themselves to adopting and maintaining safe behavior while behind the wheel.
NOW, THEREFORE, BE IT RESOLVED THAT WE, the Board of the Otter Tail County Commissioners, of the great state of Minnesota,
do hereby proclaim Otter Tail County's support of Distracted Driving Awareness Month in April 2021 and strongly urges the
citizens and businesses of Otter Tail County to observe Distracted Driving Awareness Month by practicing safe driving behaviors
and pledging to drive distraction-free .
The motion for the adoption of the foregoing resolution was introduced by Commissioner Bucholz, duly seconded by
Commissioner Mortenson and, after discussion thereof and upon vote being taken thereon, passed unanimously.

Addenda to Contract with FOTH and SRF
Motion by Johnson, second by Murphy and unanimously carried to authorize appropriate County Officials' signatures to
execute the addendum to the contract with Foth and SRF for professional services as presented by the Solid Waste Director.
Minnesota Pollution Control Agency (MPCAl Permitting for Northeast Otter Tail Landfill
Motion by Johnson, second by Murphy and unanimously carried to authorize the Solid Waste Department to retain council for
matters related to the MPCA and the Northeast Otter Tail Landfill.
Final Plat Extension -Okerstrom
Motion by Johnson, second by Bucholz and unanimously carried to approve an extension for the filing of a final Plat titled
"Okerstrom " until January 1, 2022. The request meets the extension requirements and is recommended by the Land and
Resource Director.
LAND AND RESOURCE MANAGEMENT
Chippewa River Watershed
Otter Tail County Resolution No. 2021 -56
WHEREAS , the Minnesota Board of Soil and Water Resources has developed policies for coordination and development of
comprehensive watershed management plans, also known as One Watershed , One Plan , consistent with Minnesota Statutes,
Chapter 103B .801, Comprehensive Watershed Management Planning Program ; and
WHEREAS, Minnesota Statutes, Chapter 103B.301, Comprehensive Local Water Management Act, authorizes Minnesota
Counties to develop and implement a local water management plan; and
WHEREAS , Minnesota Statutes, Chapter 103D.401, Watershed Management Plan, authorizes Minnesota Watershed Districts to
develop and implement a watershed management plan; and
WHEREAS , Minnesota Statutes, Chapter 103C.331, subdivision 11 , Comprehensive Plan , authorizes Minnesota Soil and Water
Conservation Districts to develop and implement a comprehensive plan ; and
WHEREAS, the counties, soil and water conservation districts, and watershed districts within the Chippewa River watershed ,
watershed# 20 as delineated in the attached One Watershed, One Plan Suggested Boundary Map, have interest in developing
a comprehensive watershed management plan for this area; and
WHEREAS , the counties, soil and water conservation districts, request that the Minnesota Board of Water and Soil resources
accept the proposed boundary change as delineated in the attached watershed map for the Chippewa #20 to include the
hashed portion #16 within the Upper Minnesota River Watershed be adopted into the Chippewa 1 Wl P. This area has been
removed from the Minnesota River -Headwaters one watershed, one plan (1 Wl P) planning boundary. The Chippewa River
Watershed Association JPB at their February 21, 2020 board meeting approved the recommended inclusion of the hashed
portion in area #16 as represented on the map into the suggested planning boundary #20 . Local Government Units that will be
represented through this one believes these changes will allow for a more localized approach to One Watershed, One Plan. It
will not affect the existing number of Local Government Units already participating in the Chippewa 1 Wl P planning effort.
NOW THEREFORE BE IT RESOLVED THAT, that Chippewa River Watershed Association Joint Powers Board recognizes and
supports watershed-scale planning efforts consistent with Minnesota Statutes, Chapter 103B .801, also known as One
Watershed , One Plan ; and

BE IT FURTHER RESOLVED that Chippewa River Watershed Association Joint Powers Board welcomes the opportunity to
collaborate with the counties, soil and water conservation districts within the Chippewa River Watershed for watershed-scale
planning efforts in the future; and
BE IT FURTHER RESOLVED that the Chippewa River Watershed Association Joint Powers Board supports an application to the
Board of Water and Soil Resources for a planning grant to develop a comprehensive watershed management plan has entered
into a Joint Powers Agreement with the counties, soil and water conservation districts within the Chippewa River Watershed,
to collaborate on this effort, pending selection as a recipient of a planning grant.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Mortenson, duly seconded by
Commissioner Bucholz and, after discussion thereof and upon vote being taken thereon, passed unanimously.

LAND AND RESOURCE MANAGEMENT
Otter Country Trail Association
Otter Tail County Resolution No. 2021 -57
WHEREAS , the Otter Country Trail Association maintains and manages 364 miles Grant-In-Aid snowmobile trails in Otter Tail
County; and
WHEREAS, the Otter Country Trail Association receives grant money from the Mn Department of Natural Resources through
Otter Tail County to maintain snowmobile trails; and
WHEREAS, the Otter Country Trail Association must have a local unit of government sponsor said system by receiving grant
dollars from the State of Minnesota and transferring said funds to the Association.
NOW THEREFORE BE IT RESOLVED THAT, Otter Tail County by this resolution will act as a sponsor of the Otter Country Trail
Association for the 2021-2022 season.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Johnson, duly seconded by
Commissioner Mortenson and, after discussion thereof and upon vote being taken thereon, passed unanimously.

Otter Tail River 1 Watershed 1 Plan (1W1 Pl Update
Land and Resource Director Chris LeClair provided a brief update to the Board regarding the Otter Tail River 1 Wl P. An
informational meeting was held on April 12, 2021 and the Board of Water and Soil Resources (BWSR) has approved the ability
to proceed in the 1 Wl P process without Becker County participation.
Request for Public Hearing -Shoreland Management Ordinance
Motion by Johnson, second by Mortenson and unanimously carried to authorize a Public Hearing regarding modifications to
the Shoreland Management Ordinance on May 10, 2021 at 7:00 p .m. The location will be determined at a later date and will be
published in the notices to the public.

At 9:52 a.m ., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 9:59 a.m .
Public Hearing Regarding Property Tax Abatements
Chair Rogness opened the Public Hearing regarding Property Tax Abatements related to the Single and Two Family Property
Tax Rebate Program . Community Development Director Amy Baldwin presented 7 parcels that have applied and qualified for
the abatement.
At 10 :00 a.m ., Chair Rogness opened the Public Hearing for comments from the public and no comments were received . The
Public Hearing was closed at 10 :01 a.m . and the following resolutions were offered :
RESOLUTION APPROVING PROPERTY TAX ABATEMENTS
Otter Tail County Resolution No. 2021 -58
BE IT RESOLVED by the Board of Otter Tail County, Minnesota (the "County"), as follows :
The County proposes to approve tax abatements in connection with the construction of a Single Family Home (the "Project").
The County proposes to use the abatement for the Project provided for in Minnesota Statutes, Sections 469 .1812 through
469 .1815 (the "Abatement Law"), from the property taxes to be levied by the County on Parcel Identification Number
51000120107000 (the "Tax Abatement Property").
(a) On this date, the Board held a public hearing on the question of the Abatement, (as defined below) and said
hearing was preceded by at least 10 days but not more than 30 days prior published notice thereof at which all
interested persons appeared and were heard.
(b) The County proposes to approve tax abatements on a portion of the County's share of property taxes on the Tax
Abatement Property in the amount of $5,000 for a term of up to 5 years to finance a portion of the costs of the
Project.
(c) The Abatement is authorized under the Abatement Law .
2. Findings for the Abatement. The Board hereby makes the following findings :
(a) The tax abatement is the County's share of real estate taxes which relate to the Project being constructed on the
Tax Abatement Property and not the real estate taxes that relate to the value of the land (the "Abatement").
(b) The Board expects the benefits to the County of the Abatement to be at least equal or exceed the costs to the
County thereof.
(c) Granting the Abatement is in the public interest because it will increase the tax base in County.
(d) The Tax Abatement Property is not located in a tax increment financing district.
(e) In any year, the total amount of property taxes abated by the County by this and other resolutions and
agreements, does not exceed the greater of ten percent (10 %) of the net tax capacity of the County for the taxes
payable year to which the abatement applies or $200 ,000, whichever is greater. The County may grant other
abatements permitted under the Abatement Law after the date of this resolution, provided that to the extent the
total abatements in any year exceed the Abatement Limit the allocation of the Abatement limit to such other
abatements is subordinate to the Abatement granted by this resolution.
3. Terms of Abatement. The Abatement is hereby approved . The terms of the Abatement are as follows :
(a) The Abatement shall be for up to 5 years anticipated to commence for taxes payable 2023 and shall not exceed
$5,000 . The County reserves the right to modify the commencement date but the abatement period shall not
exceed 5 years .

RESOLUTION APPROVING PROPERTY TAX ABATEMENTS

BE IT RESOLVED by the Board of Otter Tail County, Minnesota (the "County"), as follows :
The County proposes to approve tax abatements in connection with the construction of a Single Family Home (the "Project").
The County proposes to use the abatement for the Project provided for in Minnesota Statutes, Sections 469 .1812 through
469.1815 (the "Abatement Law"), from the property taxes to be levied by the County on Parcel Identification Number
25000030014009 (the "Tax Abatement Property").
(a) On this date, the Board held a public hearing on the question of the Abatement, (as defined below) and said
hearing was preceded by at least 10 days but not more than 30 days prior published notice thereof at which all
interested persons appeared and were heard .
(b) The County proposes to approve tax abatements on a portion of the County's share of property taxes on the Tax
Abatement Property in the amount of $5 ,000 for a term of up to 5 years to finance a portion of the costs of the
Project.
(c) The Abatement is authorized under the Abatement Law .
2. Findings for the Abatement. The Board hereby makes the following findings :
(a) The tax abatement is the County's share of real estate taxes which relate to the Project being constructed on the
Tax Abatement Property and not the real estate taxes that relate to the value of the land (the "Abatement").

(b) The Board expects the benefits to the County of the Abatement to be at least equal or exceed the costs to the
County thereof.
(c) Granting the Abatement is in the public interest because it will increase the tax base in County.
(d) The Tax Abatement Property is not located in a tax increment financing district.
(e) In any year, the total amount of property taxes abated by the County by this and other resolutions and
agreements, does not exceed the greater of ten percent (10%) of the net tax capacity of the County for the taxes
payable year to which the abatement applies or $200,000, whichever is greater. The County may grant other
abatements permitted under the Abatement Law after the date of this resolution , provided that to the extent the
total abatements in any year exceed the Abatement Limit the allocation of the Abatement limit to such other
abatements is subordinate to the Abatement granted by this resolution .
3. Terms of Abatement. The Abatement is hereby approved . The terms of the Abatement are as follows :
(a) The Abatement shall be for up to 5 years anticipated to commence for taxes payable 2023 and shall not exceed
$5,000 . The County reserves the right to modify the commencement date but the abatement period shall not
exceed 5 years .
(b) The County will provide the Abatement as provided in this resolution .
(c) The Abatement shall be subject to all the terms and limitations of the Abatement Law .
The motion for the adoption of the foregoing resolution was introduced by Commissioner Mortenson, duly seconded by

Sheriff's Office Donation
Motion by Johnson, second by Bucholz and unanimously carried to accept a donation for the Sheriff's office of a set of tires and
installation up to $1,200 .00 from the Grant and Otter Tail County Corn and Soybean Growers Association. The donation is a
promotion from the Minnesota Soybean Growers Association and Goodyear to show appreciation to local law enforcement.
Law Enforcement Labor Services (LELSl Grievance
Motion by Murphy, second by Johnson and unanimously carried to approve the mediated settlement agreement resolving a
grievance dated November 20, 2020 from a member of the the LELS Non-Licensed Essential Supervisory Unit regarding the
County's health insurance benefits .

Geographic Information System (GISI Coordinator Position
Human Resources Professional Stephanie Retzlaff briefed the Board regarding the request of a new GIS Coordinator Position.
Upon the retirement of the GIS Address/ Spatial Coordinator, existing employees have been managing the workload and are
currently supervised by the Public Works Director. Salary and benefits for a technical position were included in the 2021 budget,
however, in consultation with Prowest, it was determined that a GIS Coordinator position would be more beneficial to the
county and public.
Motion by Johnson, second by Mortenson and unanimously carried to approve a 1.0 full-time equivalent (GIS) Coordinator. The
new position was evaluated and classified at a higher salary than budgeted for, however, the timing of the hiring will offset the
additional cost .
Parks and Trails Director
Motion by Johnson, second by Mortenson and unanimously carried to approve a 1.0 full-time equivalent Parks and Trails
Director to manage the parks and trails system. This position is included in the 2021 budget and is a position included the Long-
Range Strategic Plan .
Fraud and Collection Annual Report
Collections Officer Crystal Herman summarized two (2) years' worth of fraud and collections data and reported that
$18 ,875,456 .93 has been recovered since tracking recoveries in 1999 with the highest recovery rate achieved in 2019 totaling
$1,092,141.16 . In 2019, Otter Tail County received Fraud Prevention Investigation (FPI) Grant Funding and entered into an
agreement with the Fergus Falls Police Department to conduct criminal welfare fraud investigations. Otter Tail County is
currently maintaining an FPI cost to benefit ratio of $5 .00, well above the program's required benchmark of $3.00, and continues
to support and maintain the integrity of the programs and work through the challenges presented by the COVID-19 pandemic.
Approval of Payment
Motion by Johnson, second by Murphy and unanimously carried to approve payment in the amount of $2,001 .70 to Lake Region
Healthcare for costs incurred under the provisions of Minnesota Statute 609.35 .
Request for Public Hearing -Proposed Lake Improvement District (LID) for Eagle Lake
Motion by Johnson, second by Mortenson and unanimously carried to authorize a Public Hearing regarding the proposed LID
for Eagle Lake on June 7, 2021 at 7:00 p.m . The location will be determined at a later date and will be published in the notices
to the public.
Proposed Lake Improvement District (LID) for Lake Lida
County Auditor-Treasurer Wayne Stein reviewed the process used to determine the results of a petition submitted to the
Auditor's office in March 2021 regarding a proposed LID for Lake Lida . The number of accepted signatures did not meet the
required 50%, however, Mr. Stein feels there is a strong interest and recommended the Board establish by resolution of intent.
Motion by Johnson, second by Mortenson and unanimously carried to authorize the County Attorney to prepare a resolution
of intent for the establishment of a LID for Lake Lida .
Sale of County Owned Properties
County Auditor-Treasurer Wayne Stein informed the Board that no bids were received for the sale of parcel number
26000150096001, located at 25037 County Highway 27 and the removal of a structure on parcel 71002991337000, located at
1013 East Fir Ave ., authorized by the Board in October of 2020 . The Board requested that Mr. Stein proceed with the
readvertisement for the sale of parcel 26000150096001 using other methods of communication and advertise for the
demolition of the structure on parcel 71002991337000 . The Board also authorized the sale of parcel number 60000340268001
as the Highway Department has no interest in retaining this parcel.

1. Proposed Bonds. To provide funds to refund the County's outstanding General Obligation Waste Disposal
Revenue Bonds, Series 2013A, issued on behalf of Prairie Lakes Municipal Solid Waste Authority Joint Powers Board for
improvements to the Perham Resource Recovery Facility, it is hereby determined that it is necessary and expedient that
the County forthwith issue its Taxable General Obligation Waste Disposal Revenue Refunding Bonds, Series 2021 A, in the
aggregate principal amount of approximately $14,76S,000 . The Bonds shall be sold on the basis of competitive proposals.
The Bonds are being issued pursuant to Minnesota Statutes, Sections 400.101 and 471.59, and the Joint Powers Financing
Agreement between Becker, Clay, Otter Tail , Todd and Wadena Counties. The paying agent for the Bonds will be Bond
Trust Services Corporation.
Bond Sale. Proposals for the sale of the Bonds will be received on Monday, May 10, 2021, at the offices of Ehlers
& Associates, Inc. The Board of Commissioners will meet on May 11, 2021 for the purpose of considering the proposals
and awarding the sale of the Bonds.
Agreements. There has been presented to this Board forms of a Fourth Amendment to Prairie Lakes Municipal
Solid Waste Authority Joint Powers Financing Agreement proposed to be entered into among the Becker, Clay, Otter Tail,
Todd and Wadena counties and a Solid Waste Financing Agreement proposed to be entered into between Prairie Lakes
Municipal Solid Waste Authority Joint Powers Board and Otter Tail County (together, the "Agreements") whereby such
counties are to be responsible for a pro rata share of the debt service on the Bonds . The Agreements are hereby approved
and shall be executed by the Chair and County Administrator in substantially the forms on file.

Nelson Lake Outlet !Ditch No. 71 l -Preliminary Engineers Report
Jeff Langan with Houston Engineering provided a brief update regarding the Nelson Lake Outlet, Ditch No . 71 , and discussed a
tentative agenda for the preliminary hearing . The Preliminary Engineers Report was filed on April 12, 2021 with the County
Auditor's office, allowing 30 days from that date to hold a Public Hearing .
Motion by Johnson, second by Murphy and unanimously carried to authorize a Public Hearing regarding the Nelson Lake Outlet,
new Otter Tail County Ditch No . 71 , on May 5, 2021 at 7:00 p.m. at the Prairie Event Center in Parkers Prairie, MN .
Ditch Maintenance Recommendations
Ditch 21:
Motion by Johnson, second by Murphy and unanimously carried to authorize cleanout of a portion of Ditch 21 as presented by
the County Ditch Inspector. The County Ditch Inspector plans to hire a contractor for the removal of the beaver dams and
deadfall. Funds are available in the maintenance fund to perform the work.
Motion by Johnson, second by Mortenson and unanimously carried to authorize the County Ditch Inspector to work with Justin
Moe to remove all surrounding trees adjacent to Ditch 21 on his property and replace the open channel ditch, areas shown in
red on the map provided in the packet, with 36-inch tile to allow the ability to cross the County Ditch with equipment. Mr. Moe
plans to leave the wetlands un-touched and is willing to pay for placing a tile in the County Ditch in order to replace the open
channel. The new ditch alignment will be a combination of new 36-inch tile and a shallow over land open swale to match
original ditch capacity .
Ditch 41/65:
Motion by Johnson, second by Bucholz and unanimously carried to authorize the County Ditch Inspector to hire a contractor
to remove the beaver dams from County Ditch 41 /65 near the Dollar General in New York Mills.
Ditch 43:
Motion by Mortenson, second by Murphy and unanimously carried to authorize the County Ditch Inspector to work with David
and Darlene Thoen to re-establish a crossing to their property across County Ditch 43 . The cost to re-establish the crossing will
be the responsibility of the property owners and the ditch maintenance fund will be used to clean the ditch channel on both
sides of the new access .
Ditch 49:
Motion by Johnson, second by Murphy and unanimously carried to authorize cleanout of approximately 1,600 ft of Ditch 49 ,
area shown in red on the map provided in the packet and assess costs to the Ditch 49 maintenance fund . Property owner Doug
Lang will also clean a portion of his private ditch and assume responsibility for any costs for that portion of the clean out.
Ditch 56:
Motion by Mortenson, second by Johnson and unanimously carried to authorize the repair of County Ditch 56 tile in accordance
with MN State Statute 103E as recommended by the County Ditch Inspector.
Ditch 58:
Motion by Bucholz, second by Murphy and unanimously carried to authorize cleanout of 3,500 ft of Ditch 58 located on the
properties of Schulz and Alberts as recommended by the County Ditch Inspector. The system has had a re-determination
completed and has an active maintenance assessment .
2019 Next Generation GIS Grant
Motion by Johnson, second by Mortensons and unanimously carried to forfeit the Next Generation Grant (Grant ID /Number: A-
DECN-NGGIS-2019-CMESB-1) that was approved in May 2020 in the amount of $59,169 .72 . The Public Works Director reviewed
the conditions of the grant and determined that Otter Tail County does not meet the qualifying requirements for
reimbursement . No funds have been received thus far from the grant.
Countywide Emergency Operations Center (EOCl
Emergency Management Director Patrick Waletzko briefed the Board regarding operations of the Countywide Emergency
Operations Center (EOC) and recognized that the county continues to operate under Resolution No . 2020-27 (Local Emergency
Declaration). The EOC continues to focus on communication and information sharing efforts and Mr. Waletzko identified a new
program that is available through FEMA to assist with funeral expenses .

Public Health Department Operations Center
Assistant Public Health Director Kristi Wentworth reported that Minnesota has approximately 544,000 lab confirmed cases and
6,959 lab confirmed deaths. Otter Tail County has 5,359 lab confirmed cases of COVID-19 and 73 COVID-19 related deaths. For
more detailed information regarding Otter Tail County COVID-19 data, visit https://ottertailcountymn.us/content-page/covid-
19-health-information/. She reiterated the importance of masking, social distancing and practicing public health measures as
other variants of the virus are circulating causing cases to increase. Ms . Wentworth expressed concerns regarding impacts to
younger age groups and reviewed data related to the distribution of the COVID-19 vaccine . Public Health is focused on
promoting and providing education about the vaccine and continues to have vaccine availability.
Business Community
Community Development Director Amy Baldwin provided a brief update regarding the business community and continues to
share information as it becomes available . She encourages businesses and restaurants to be prepared to apply for funding and
is waiting for additional guidance to understand how funds can be used . The county plans to be more planful given the longer
timeline to utilize the dollars from the American Rescue Plan and preliminary discussion is being held .
RESOLUTION SUPPORTING PHELPS MILL COUNTY PARK APPLICATION FOR REGIONALLY SIGNIFICANT DESIGNATION
BY THE GREATER MINNESOTA REGIONAL PARKS AND TRAILS COMMISSION

WHEREAS , Otter Tail County, with input from the public, has completed a long-range strategic plan for Phelps Mill County Park;
and
WHEREAS , Otter Tail County has the authority to act as legal public sponsor for the regionally significant designation application
for Phelps Mill County Park.; and
WHEREAS , should Phelps Mill County Park receive formal designation as a Regional park in Greater Minnesota by the
Commission, that as the lead applicant we have the legal authority to enter into formal designation and funding agreements
with the Commission for the referenced park; and
WHEREAS , Otter Tail County will comply with all applicable laws and regulations associated with regional designation and any
future grant funding for their respective portions of any project.; and
NOW THEREFORE BE IT RESOLVED THAT, Otter Tail County by this resolution supports the application for regionally significant
designation for Phelps Mill County Park.

LCCMR Grant Application -Phelps Mill Restoration
Otter Tail County Resolution No. 2021 -66
WHEREAS , the County of Otter Tail supports the grant application made to the Minnesota Legislative-Citizen Commission on
Minnesota Resources (LCCMR) for grant funding through Minnesota's Environment and Natural Resources Trust Fund (EN RTF).
The application is for restoration of wetlands and prairie in Phelps Mill County Park. The park is located within Otter Tail County
along the Otter Tail River; and

County Attorney Michelle Eldien informed the Board that Rinke Noonan will be representing a party for matters regarding an
easement that includes county involvement. Ms . Eldien does not anticipate any issues with the county's current retainer with
Rinke Noonan and the Board agreed to waive the potential conflict by consensus .
