Call to Order
The Otter Tail County Board of Commissioners convened at 8:33 a.m . Tuesday, March 23, 2021 at the Government Services
Center in Fergus Falls , MN . Commissioners Lee Rogness , Chair; Betty Murphy; Vice Chair, Kurt Mortenson and Dan Bucholz were
present in the room. Commissioner Johnson was present via WebEx . The meeting was held via Webex and was available to the
public via livestream due to the health pandemic and declared emergency in accordance with Minn. Stat . Sec. 13D.021 Subd .
1 (1 ).
Approval of Agenda
Chair Rogness called for approval of the Board Agenda . Motion by Mortenson, second by Bucholz and unanimously carried to
approve the Board of Commissioners' agenda of March 23 , 2021 with the addition of a constituent concern regarding a hidden
entrance on State Highway 78 to the Economic Growth and Community Investment Committee. Meeting. After discussion, the
motion to approve the agenda as amended passed on a roll call vote as follows:

Program Training in Minneapolis in the summer of 2021 . The training will be offered in Minnesota, however, certification will

Otter Tail River Watershed Restoration and Protection Strategy (WRAPS)
ABSTAIN
Ben Underhill with the East Otter Tail Soil & Water Conservation District provided a brief summary of the WRAPS for the Otter
Tail River Watershed District and identified impaired lakes and streams. The WRAPS will be used as a tool to narrow the focus of
issues that need to be addressed and a final document is planned to go out for public notice in early April.

Quote Review & Recommendation for Award-Highway Sign ing Materials:
Motion by Murphy, second by Bucholz to award the 2021 highway signing materials to M-R Sign Company, Inc., Fergus Falls,
MN, in the amount of $28,017 .80 as recommended by the County Engineer. After discussion, the motion passed on a roll call

ABSTAIN
WHEREAS , it appears to the County Board of Commissioners of the County of Otter Tail that the highway right of way required
for County State Aid Highway 35 and the Perham to Pelican Rapids Regional Trail under County Project No . 4001-401 should be
accurately described and located by a highway right of way plat.

Sections 11, 12, 13 & 14, Township 136 North, Range 41 West, and Sections 7, 8, 9, 16, 17 & 18, Township 136 North, Range 40
West, all in the 5th Principal Meridian as shown in Otter Tail County Highway Right of Way Plat No. 38 .

Contracts & Bonds -Right of Way Brush/Weed Control:
Motion by Mortenson, second by Bucholz to authorize appropriate County Officials ' signatures to execute the contract between
Otter Tail County and Carr's Tree Service, Ottertail, MN, for services as it relates to the 2021 right of way brush and weed control.

Concrete Crushing Contract
Motion by Murphy, second by Bucholz to award the contract for concrete crushing to North Central, Inc., Perham, MN, in the
amount of $49,185.20 as recommended by the Solid Waste Director and to authorize appropriate County Officials' signatures
to execute the contract. After discussion , the motion passed on a roll call vote as follows:

Driver's Exam Center
Deputy Administrator Nick Leonard provided a brief update to the Board regarding the Fergus Falls Driver's Exam Center. The
center remains closed , and concerns were expressed regarding the barriers for school districts and employers. The county is
invited to participate in a meeting on March 24t h to develop a strategy to ensure concerns are heard at the state level and Mr.
Leonard plans to provide a report to the Board at a later date.

Recess & Reconvene
At 9 :30 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 9 :33 a.m .
Lake Improvement District (LID) for Lake Lida
President David Hilber of the Lake Lida Property Owners Association provided a brief background regarding their intent to
create a LID for Lake Lida and discussed their efforts to inform property owners and gather signatures for the petition . Mr. Hilber
plans to file the petition signatures with the County Auditor-Treasurer and next steps will be determined at a later date.
Constituent Concern
Commissioner Mortenson received a letter from a concerned citizen regarding a hidden entrance on State Highway 78 in Eagle
Lake Township. The Board referred the issue to the Economic Growth & Community Investment Committee for further
discussion .
Child Protection Annual Report
Staff from the Child and Family Services unit introduced themselves and provided a brief summary regarding the 2020 child
protection annual report provided in the packet to the Commissioners. Concerns were expressed regarding the reduced
number of maltreatment reports in 2020 due to isolation and anticipate numbers to rise once children are no longer isolated
and return to in-person learning. Staff discussed challenges and changes within the workplace due to the pandemic and the
Commissioners recognized their efforts and commended their work.
April as Child Abuse Prevention Month 2021 Proclamation
Otter Tail County Resolution No. 2021 -52
WHEREAS, ch ild abuse and neglect is a serious problem affecting every segmentof our community, and finding solutions
requires input and action from everyone throughout the community; and
WHEREAS, our children are our most valuable resources and will shape thefuture of Otter Tail County; and
WHEREAS, the effects of child abuse are felt by whole communities and need tobe addressed by the entire community; and
WHEREAS, effective child abuse prevention succeeds because of partnerships created between families child welfare
professionals, education, health, community and faith -based organizations, businesses, and law enforcement agencies; and
WHEREAS, communities must make every effort to promote programs andactivities that create strong and thriving
children and families; and
WHEREAS , we acknowledge that we must work together as a community to increase awareness about child abuse and
contribute to promote the social andemotional well -being of children and families in a safe, stable, and nurturing environment;
and
WHEREAS, prevention remains the best defense for our children and families .
NOW, THEREFORE , BE IT RESOLVED , the Otter Tail County Board of Commissioners hereby proclaim April 2021 as National
Child Abuse Prevention Month in Otter Tail County, and call upon all people, community agencies, religious organizations,
medical facilities, and businesses recognize this month by dedicating ourselves to the task of improving the quality of life for
all children and families .
The motion for the adoption of the foregoing resolution was introduced by Commissioner Mortenson, duly seconded by

Lakeland Mental Health Center (LMHCl Board Appointment
County Administrator Nicole Hansen identified Lyle Hoxtell and Sue Wilkin as the two (2) candidates to be considered for the
appointment to the LMHC Board. Commissioner Murphy recognized Mr. Hoxtell's passion and excellent representation of Otter
Tail County and acknowledged the opportunity to invite another face from the community and a new perspective.
Motion by Murphy, second by Bucholz to appoint Sue Wilkin to the Lakeland Mental Health Center Board . Commissioners
expressed appreciation for Mr. Hoxtell's commitment and efforts and recognized his valuable input on several Boards
throughout the county. The motion included the County Board Secretary to send a letter of appreciation to Mr. Hoxtell. After

COVID-19 Emergency Paid Sick Leave
Motion by Murphy, second by Mortenson to extend the COVID-19 Emergency Paid Sick Leave until April 30, 2021 . The
extension will assist staff who have been impacted by COVID-19 and have not already exhausted the original 80 hours of

National Public Health Week Proclamation
Otter Tail County Resolution No. 2021 -53

WHEREAS , Otter Tail County Public Health has been providing public health services for theresidents of our county since
1947; and
WHEREAS , the nation is celebrating the work of public health agencies during National PublicHealth Week; and

WHEREAS, the theme for this celebration is "Building Bridges to Better Health "; and
WHEREAS , the United States and the global community are responding to the COVID-19 pandemic, which requires a robust
county public health workforce and therefore recognizes theefforts of the public health professionals of Otter Tail County;
and
WHEREAS , public health professionals help communities prevent, prepare for, withstand and recover from the impact of a full
range of health threats, including disease outbreaks such as theCOVID-19 pandemic; and
WHEREAS , we can all observe this week by helping our families, friends, neighbors, co-workersand leaders to better
understand the value of public health and supporting opportunities to adopt preventive lifestyle habits in light of this year's
theme, "Building Bridges to Better Health ." Every person can take one small step each day to develop healthy behaviors .
NOW THEREFORE, BE IT RESOLVED THAT WE, the Otter Tail County Board of Commissioners,do hereby proclaim the week of
April 5-11, 2021 PUBLIC HEAL TH WEEK in Otter Tail County, and we call this observance to the attention of all our citizens .

At 10:47 a.m ., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 10:52 a.m .
Countywide Emergency Operations Center (EOCl
Emergency Management Director Patrick Waletzko briefed the Board regarding operations of the Countywide Emergency
Operations Center (EOC) and recognized that the county has been operating under Resolution No . 2020-27 (Local Emergency
Declaration) for one (1) year . Messaging continues to be a focus and Mr. Waletzko discussed the various resources that are
being utilized to reach all audiences regarding vaccine administration in additional to Public Health efforts.
Public Health Department Operations Center
Public Health Director Jody Lien reported that Minnesota has 506,306 lab confirmed cases and 6,7 82 lab confirmed deaths.
Otter Tail County has 5,034 lab confirmed cases of COVID-19 and 71 COVID-19 related deaths. For more detailed information
regarding Otter Tail County COVID-19 data, visit https://ottertailcountymn.us/content-page/covid-19-health-information/. She
reiterated the importance of masking, social distancing and practicing public health measures as other variants of the virus are
circulating and cases are slowly increasing . Ms . Lien reviewed data related to the distribution of the COVID-19 vaccine and
assured the Board that the vaccine is effective against all variants and public health measures will remain the same regardless
of which variant is circulating .

Business Community
Community Development Director Amy Baldwin reviewed unemployment and labor force numbers for January 2021. Concerns
were expressed regarding the drop in labor force and the Community Development Agency (CDA) plans to discuss how to
provide support to encourage people back into the workforce. Ms. Baldwin provided a brief update regarding the American
Rescue Plan that was recently passed by the Federal Government in March and is waiting for further information and guidance
to be released from the U.S. Treasury before determining how dollars will be utilized .

At 11 :40 a.m ., Chair Rogness declared the Otter Tail County Board of Commissioners meeting adjourned. The next regular
Board meeting is scheduled at 8 :30 a.m . on Tuesday, April 13, 2021 and will be available to the public via live stream.
