Call to Order
The Otter Tail County Board of Commissioners convened at 8:32 a.m . Tuesday, February 23, 2021 at the Government Services
Center in Fergus Falls, MN . Commissioners Lee Rogness , Chair; Betty Murphy, Vice-Chair; Wayne Johnson, Kurt Mortenson and
Dan Bucholz were present in the room . The meeting was held via Webex and was available to the public via livestream due to
the health pandemic and declared emergency in accordance with Minn. Stat . Sec. 13D.021 Subd . 1 (1 ).
Approval of Agenda
Chair Rogness called for approval of the Board Agenda . Motion by Mortenson, second by Bucholz and unanimously carried to
approve the Board of Commissioners' agenda of February 23 , 2021 .
Consent Agenda
Motion by Johnson, second by Murphy and unanimously carried to approve the consent agenda items as follows :
1. February 9, 2021 Board of Commissioners' Meeting Minutes
2. Warrants /Bills for February 23 , 2021 (Exhibit A)
3. Human Services & Public Health Warrants/Bills for February 23, 2021 (Exhibit A)
4 . 2021 Human Services Contract Renewals
5. Approval of Final Payment to Traffic Marking Services, Inc. for S.P. 056-070-025, 19TM HSIP
Housing & Redevelopment Authority (HRAl & Otter Tail County Service Agreement
Motion by Johnson, second by Murphy and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreement between Otter Tail County and the Housing & Redevelopment Authority for services related to housing.
The agreement expires December 31 , 2021 and will renew automatically for additional one-year terms.
MN Environmental Assistance Grant for Film Plastic Program
Motion by Johnson, second by Mortenson and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreement between Otter Tail County and the state of Minnesota, acting through its Commissioner of the
Minnesota Pollution Control Agency to receive a grant in the amount of $252 ,000 through the Greater Minnesota Recycling
and Composting Environmental Assistance Grant Program . The funds will be used for the purchase a front load packer truck
and containers for the Solid Waste Department to collect film plastics .
Minnesota Pollution Control Agency Fiscal Year 2021 Grant Program Authorization Resolution
Otter Tail County Resolution No. 2021 -47
WHEREAS , Otter Tail County Solid Waste Department has applied for a grant from the Minnesota Pollution Control Agency
(PMCA), under its FY2021 Greater MN Recycling and Composting Grant Program; and
WHEREAS , if MPCA funding is received, Otter Tail County Solid Waste Department is committed to implementing the proposed
project as described in the grant application ; and
WHEREAS , MPCA requires that Otter Tail County Solid Waste Department enter into a grant agreement with the MPCA that
identifies the terms and conditions of the funding award .
NOW THEREFORE BE IT RESOLVED THAT the Otter Tail County Board of Commissioners hereby agrees to enter into and sign a
grant agreement with the MPCA to carry out the project specified therein and to comply with all of the terms, conditions, and
matching provisions of the grant agreement and authorizes and directs the Board Chair to sign the grant agreement on its
behalf.

Approval of Final Plat -Johnson Addition to Thompson Beach
Motion by Johnson, second by Mortenson and unanimously carried to approve the final Plat titled "Johnson Addition to
Thompson Beach ", consisting of consisting of 5 Single Family Residential Riparian Lots located north & south of 23283
Thompson Beach Rd in Section 20 of Lida Township; Lake Lida (56-747), GD .
Aquatic Invasive Species (AISl Task Force Appointment
Motion by Murphy, second by Johnson and unanimously carried to accept the resignation of Brad Carr and Ross Hagemeister
and appoint new members Dave Sanderson and Dale Umlauf and reappoint Bob Schempp and Jeff Stabnow as members of
the AIS Task Force serving two (2) year terms expiring December 31, 2022.
Resolution to Adopt Redeye Watershed Based Implementation Fund (WBIF) Workplan
Otter Tail County Resolution No. 2021 -31
Whereas, the Board of Water and Soil Resources (BWSR) met on August 26, 2020 and approved the Leaf, Wing, Redeye One
Watershed , One Plan according to Minnesota Statutes 103B.101 , subdivision 14; and
Whereas, the Otter Tail County Board of Commissioners adopted the Redeye Implementation Team Memorandum of
Agreement on September 22, 2020 to guide progress on the Leaf, Wing , Redeye One Watershed, One Plan.
Now, Therefore, Be it Resolved , the Otter Tail County Board of Commissioners hereby approves the workplan and budget
request for the Red eye Implementation Team , contingent on approval of the Redeye Implementation Team Policy Committee,
and hereby approves the Watershed Based Implementation Funding Application to be submitted to the Board of Water and
Soil Resources .

Recess & Reconvene
At 9:16 a.m., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 9:23 a.m .
Approval of Payment
Motion by Johnson, second by Bucholz and unanimously carried to approve payment to Sanford Health in the amount of
$1,335 .00 for costs incurred under the provisions of Minnesota Statute 609.35 .

Issuance of Credit Card
Motion by Murphy, second by Mortenson and unanimously carried to approve the issuance of a county credit card , with a 30-
day limit of $1,000 .00 to Preston Berg, Corrections Sergeant, as requested by the Chief Deputy.
Credit Card Limit Increase
Motion by Johnson, second by Bucholz and unanimously carried to approve an increase to the 30-day limit from $1,000 .00 to
$2,500.00 for the county credit card issued to Brent Floden, Assistant Jail Administrator, as requested by the Chief Deputy.
State Auditor Engagement Letter
Motion by Mortenson, second by Johnson and unanimously carried to authorize the Otter Tail County Board Chair, County
Administrator and County Auditor-Treasurer to sign the Audit Engagement letter with the Office of the Minnesota State Auditor.
Appointment of County Recorder
Motion by Johnson , second by Mortenson and unanimously carried to appoint Lynn Larson as the County Recorder for Otter
Tail County effective March 1, 2021 . County Auditor-Treasurer Wayne Stein presided over the swearing in of Ms . Larson.
County Recorder Retirement Recognition
County Administrator Nicole Hansen recognized the retirement of County Recorder Carol Schmaltz . Staff shared comments and
the Board expressed appreciation and gratitude for her efforts and commitment during her time with Otter Tail County.
County Road Safety Plan
County Engineer Charles Grotte informed the Board that the Otter Tail County Roadway Safety Plan has been recently updated
and is available on the website. The plan supports the state 's Toward Zero Deaths program and identifies strategies to improve
safety on county roads in Otter Ta il County.
Highway Safety Improvement Plan -2022-2025 Project Grant Award
County Engineer Charles Grotte briefly reviewed the federal funding that was awarded to perform safety improvement projects
on county roads during the years 2022-2025 .
Approach Permit Revisions
Motion by Mortenson, second by Bucholz and unanimously carried, with Johnson abstaining, to approve the revised Otter Tail
County Highway Department Approach Application Requirements as presented .
Speed Zone Study Request
Segments of CSAH 4 and CSAH 60 in Vergas
Otter Tail County Resolution No. 2021 -32
Motion by Johnson, second by Murphy and unanimously carried to adopt the following resolution :
WHEREAS , a resident has requested Otter Tail County take such action as may be necessary in order to pursue a reduced speed
limit on the segment of County State Aid Highway No . 4 from the east limit of the existing 40 mph speed zone on the northwest
shore of Long Lake, northeast through the intersection of CSAH 4 and CSAH 60 to the limits of the City of Vergas and on CSAH
60 to the limits of the City of Vergas ; and
WHEREAS , Otter Tail County believes that a speed zone study on these segments of CSAH 4 and CSAH 60 in Vergas would be
beneficial in this area; and
NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County does hereby request that this area of CSAH 4 and CSAH 60 be studied
by the Minnesota Department ofTransportation to determine the need for a revised speed zone or zones , if any.
BE IT ALSO RESOLVED, that Minnesota Department of Transportation proceed with establishing a legal speed zone if the
findings of the traffic study are supportive.

Intersection of CSAH 1 & MSAS 123 (Fir & Friberg Avenues)
Otter Tail County Resolution No. 2021 -33
Motion by Johnson, second by Mortenson and unanimously carried to adopt the following resolution :
WHEREAS, Otter Tail County wishes to reconstruct the intersection of County State Aid Highway 1 (CSAH 1 -Fir Avenue) and
Municipal State Aid Street 123 (MSAS 123 -Friberg Avenue); and
WHEREAS, Otter Tail County is requesting financial participation in the project from the Minnesota Department of
Transportation (Mn DOT) LRIP ; and
WHEREAS, Otter Tail County must commit to providing the local share of the costs for the LRIP .
THEREFORE BE IT RESOLVED THAT, The County Board of Otter Tail County Minnesota , that Otter Tail County is hereby requesting
funding from Mn DOT, through the Local Road Improvement Program for Routes of Regional Significance, to reconstruct the
intersection of CSAH 1 and MSAS 123;
BE IT FURTHER RESOLVED, that the County Board commits to provide the local share using State Aid Funding for such project.

Local Road Improvement Program (LRIPl Sponsorship Resolutions
Moton by Mortenson, second by Bucholz and unanimously carried to adopt the LRIP Sponsorship resolutions found in Exhibit C.
Public Health Department Operations Center
Public Health Director Jody Lien reported that Minnesota has 479,591 lab confirmed cases and 6,433 lab confirmed deaths.
Otter Tail County has 4,787 lab confirmed cases of COVID-19, of which 4,733 are no longer contagious, and 70 COVID-19 related
deaths. Purple stars are found in the windows of Public Health in honor of those who have passed away from COVID-19 . For
more detailed information regarding Otter Tail County COVID-19 data, visit https://ottertailcountymn.us/content-page/covid-
19-health-information/. Concerns were expressed regarding the slight increase in cases in Otter Tail County and the public is
encouraged to continue masking, social distancing and practicing public health measures to prevent the spread of the virus .
Ms . Lien reviewed data related to the distribution of the COVID-19 vaccine and continues to explore different methods to reach
those who do not have the technology to learn about or sign up to receive the vaccine .
Countywide Emergency Operations Center (EOCl
Emergency Management Director Patrick Waletzko briefed the Board regarding operations of the Countywide Emergency
Operations Center (EOC) and reported that they continue to support local Public Health efforts and monitor staffing levels . He
reported on the recent state sponsored pilot clinic that was held in Fergus Falls and provided an update regarding the Federal
Emergency Management Agency (FEMA).

Business Community
Community Development Director Amy Baldwin provided a brief updated regarding the current state funded COVID-19 relief
funding efforts and reported that 116 applicants have been awarded funding thus far. The Community Development Agency
(CDA) plans to award the remaining 5% of funds by the end of the week.
Ms . Baldwin was contacted by The Otter Tail County Humane Society in December 2020 regarding the status of their
application that was submitted in September as a potential candidate to receive CARES funding . It was discovered their
application was submitted during a period of technical issues and was not received by the county. Though eligible for the
program, the funds were exhausted prior to the communication and Ms . Baldwin requested the Board authorize payment in
the amount of $10,000 .00 to accommodate this unique circumstance . Motion by Johnson, second by Mortenson and
unanimously carried to authorize payment to the Otter Tail County Humane Society in the amount of $10 ,000 .00 . The Humane
Society is not eligible for the current relief funding and the Auditors office is able to adjust the budget to accommodate this
request.
Internal Operations and County Planning
County Administrator Nicole Hansen provided a brief update to the Board regarding internal operations and county planning .
The low number of COVID-19 cases has created stability for the county and services have not been impacted for quite some
time . The utilization of emergency paid sick leave and other COVID-19 related policies have also decreased significantly.

At 11 :30 a.m ., Chair Rogness declared the Otter Tail County Board of Commissioners meeting adjourned . The next regular Board
meeting is scheduled at 8:30 a.m . on Tuesday, March 9, 2021 and will be available to the public via live stream .

Sponsoring Agency Resolution
City of Battle Lake LRIP Application
Otter Tail County Resolution No. 2021 -34
Moton by Mortenson, second by Bucholz and unanimously carried to adopt the following resolution :
WHEREAS , City of Battle Lake has requested Otter Tail County sponsor their Local Road Improvement Program (LRIP) project
since non-state aid cities and townships must have a county sponsor; and
WHEREAS , City of Battle Lake understands that is will be responsible for all costs not covered by LRIP including but not limited
to consultant engineering, right of way acquisition, construction administration and inspection, utility construction, as well as
construction costs above the LRIP award; and
WHEREAS , City of Battle Lake has agreed to maintain such improvements for the lifetime of the improvements; and
NOW , THEREFORE , BE IT RESOLVED, Otter Tail County act as sponsoring agency on behalf of the City of Battle Lake for a Local
Road Improvement Program (LRIP) project identified as Olaf Street and Memory Lane . Sponsorship includes acting as the fiscal
agent, keeping the project on schedule, and ensuring that all program documentation and requirements are met, with
compliance of all applicable laws, rules and regulations .
BE IT ALSO RESOLVED, Charles H. Grotte, P.E., County Engineer is hereby authorized to act as agent on behalf of this applicant.
