Call to Order
The Otter Tail County Board of Commissioners convened at 8:32 a.m. Tuesday, January 26, 2021 at the Government Services
Center in Fergus Falls, MN . Commissioners Lee Rogness , Chair; Betty Murphy, Vice-Chair; Wayne Johnson, Kurt Mortenson and
Dan Bucholz were present in the room . The meeting was held via Webex and was available to the public via livestream due to
the health pandemic and declared emergency in accordance with Minn. Stat . Sec. 13D.021 Subd . 1 (1 ).
Approval of Agenda
Chair Rogness called for approval of the Board Agenda . Motion by Johnson, second by Mortenson and unanimously carried to
approve the Board of Commissioners' agenda of January 26, 2021 with the following modifications:
Addition to Administration/Operations Committee: Additional Position for License Center Specialist
Consent Agenda
Motion by Murphy, second by Bucholz and unanimously carried to approve the consent agenda items as follows:
1. January 12, 2021 Board of Commissioners' Meeting Minutes
2. Warrants/Bills for January 26, 2021 (Exhibit A)
3. Human Services & Public Health Warrants/Bills for January 26 , 2021 (Exhibit A)
4 . Approval of the Issuance of a 2021 Tobacco License to (Steven Olson) Olson Oil Company dba

Property Tax Ratifications
Motion by Johnson , second by Murphy and unanimously carried to approve ratification of the Property Tax System
Maintenance and Support Agreement Amendment between Minnesota Counties Computer Cooperative (MnCCC) and Avenu
providing an extension for support for the Property Tax System January 1, 2021 through December 31, 2023 .
CAMA Ratifications
Motion by Johnson, second by Murphy and unanimously carried to approve ratification of the CamaUSA Maintenance and
Support Agreement Amendment between Minnesota Counties Computer Cooperative (mnCCC) and Avenu providing an
extension for support for CamaUSA January 1, 2021 through December 31, 2023 .
Approval of Payment
Motion by Johnson, second by Murphy and unanimously carried to approve payment in the amount of $1,031.00 to Sanford
Health for services provided under the provisions of Minnesota Statute 609.35 .
Penalty Forgiveness Requests
Motion by Johnson, second by Mortenson and unanimously carried to deny the request of 3 Star Properties LLP for the
forgiveness of accrued penalty and interest in the amount of $560 .95 as it does not meet the requirements of the Otter Tail
County Policy regarding penalty forgiveness .
Motion by Mortenson, second by Bucholz and unanimously carried to approve the request of La Von Madsen for the forgiveness
of accrued penalty and interest in the amount of $66 .72 due to a hardship that meets the requirements of the Otter Tail County
Policy regarding penalty forgiveness .
Motion by Murphy, second by Mortenson and unanimously carried to deny the request of Paul Tenney for the forgiveness of
accrued penalty and interest in the amount of $99 .67 as it does not meet the requirements of the Otter Tail County Policy
regarding penalty forgiveness .

2021 Ditch Assessments
Motion by Johnson, second by Mortenson and unanimously carried to approve the 2021 ditch assessments as presented by the
County Auditor-Treasurer and recommended by the County Ditch Inspector.
Clean Water Partnership Loan Program Assessments
Motion by Murphy, second by Mortenson and unanimously carried, with Johnson abstaining , to certify the Clean Water
Partnership Loan Program Assessments as presented beginning payable year 2021 for a period not to exceed ten (10) years .
Resolution to Accept Funds from the DNR and
Authorizing Staff to Execute Necessary Agreements to Implement the Project
Otter Tail County Resolution No. 2021 -10
Whereas, Otter Tail County has been awarded the 2020 Funds in the amount of $375,000, from the 2020 bonding bill by the
State of Minnesota to predesign and design of the Perham to Pelican Rapids Regional Trail segment located within Maplewood
State Park .
Be It Resolved, that Otter Tail County act as legal sponsor for the project Otter Tail Regional Trail and that Deputy Administrator
Nick Leonard, is hereby authorized to be the project contact to the Department of Natural Resources for funding of this project
on behalf of the County of Otter Tail.
Be It Further Resolved, that Otter Tail County has the legal authority to receive financial assistance, and financial capability to
meet the match requirement (if any) and ensure adequate construction, operation, maintenance and replacement of the
proposed project for its design life.
Be It Further Resolved, that Otter Tail County has not incurred any acquisition or development costs described in the Cost
Breakdown section on this application.
Be It Further Resolved, that the Otter Tail County has read the Conflict of Interest Policy and certifies it will report any actual,
potential, perceived , or organizational conflicts of interest upon discovery to the state related to the application or grant award .
Be It Further Resolved, that upon approval of its project proposal by the state , Otter Tail County may enter into an agreement
with the State of Minnesota for the above-referenced project, and that the Otter Tail County certifies that it will comply with all
applicable laws, environmental requirements, regulations, terms and conditions as stated in the grant agreement.
Now, Therefore Be It Resolved, that Deputy Administrator, Nick Leonard, is hereby authorized to execute such agreements as
are necessary to implement the project on behalf of the Otter Tail County.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Johnson, duly seconded by
Commissioner Murphy and , after discussion thereof and upon vote being taken thereon, passed unanimously.
Adopted at Fergus Falls, MN this 26 th day of January 2021 .

Approval of Final Plat -Lucky's Land/Dianne & Steve Holten
Motion by Mortenson, second by Bucholz and unanimously carried to approve the final Plat titled "Lucky's Land ", consisting of
4 single family residential non-riparian lots, 1 block, located on Lot 1, block 2 of St. Clair Shores, Section 34, Tumuli Township;
Ten Mile (56-613), RD .

Approval of Final Plat -"Madson" /Larry Madson
Motion by Johnson, second by Mortenson and unanimously carried to approve the final Plat titled "Madson", consisting of one
(1) single family residential non-shoreland lot located at 36207 County Highway 60, Section 21 of Hobart Township; non-
shoreland area .
Conditional Use Permit -J & S Dotzenrod
Motion by Mortenson, second by Johnson and unanimously carried to approve a conditional use permit for J & S Dotzenrod,
which conditions as recommended by Planning Commission, proposing to erect an open 9,400 sq . ft . pole style building for the
purpose of seasonal storage of mainly boats & pontoons but also the occasional RV, Camper, Auto or Fish House . Indoors only.
The proposal is located Across From 27908 County Hwy 83 in Section 6 of Everts Township; Deer (298), RD.
2021 Land & Resource Fee Schedule
Motion by Johnson, second by Murphy and unanimously carried to approve the 2021 Land & Resource fee schedule as
presented by the Land & Resources Director.
Future of Farmer-Focused Ag Technologies Webinar
Commissioner Johnson informed the Board of a Future of Farmer-Focused Ag Technologies Webinar that is scheduled for
February 29, 2021. The topic was referred to the Economic Growth & Community Investment Committee for further discussion.
Emergency Services
Commissioner Johnson expressed concerns regarding the shortage of emergency services in Otter Tail County and the issue
was referred to the Safety and Justice Committee for further discussion .

At 9:26 a.m ., Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 9:36 a.m.
COVID-19 Grant Administration Service Agreement
Motion by Mortenson, second by Bucholz and unanimously carried to approve the contract for services between Otter Ta il
County and the Otter Tail County Community Development Agency for the 2021 State of Minnesota Funded COVID-19 relief
program.
Public Health and Countywide Emergency Operations Center (EOCl Update
Public Health Director Jody Lien reported that Minnesota has 455,783 lab confirmed cases and 6,098 lab confirmed deaths.
Otter Tail County has 4,654 lab confirmed cases of COVID-19, of which 4,565 are no longer contagious, and 68 COVID-19 related
deaths. For more detailed information regarding Otter Tail County COVID-19 data, visit https://ottertailcountymn.us/content-
page/covid-19-health-information/. Emergency Management Director Patrick Waletzko briefed the Board regarding
operations of the Countywide Emergency Operations Center (EOC) and reported on the state sponsored pilot clinic that was
held in Fergus Falls on January 22nd and 23rd. He informed the Board of a COVID-19 vaccine information hotline that has been
established to provide updates to the public regarding vaccine availability and will be updated each Monday. The hotline is an
information line only and can be reached at 218-998-8378 or toll free at 833-445-1578 . Upcoming conversations are planned
regarding well-being and mental health and the EOC continues to monitor impacts of COVID-19 and act accordingly. Public
Health is focused on the completion of phase 1 a priority group and 3,333 people have received the first dose of the vaccine
thus far in Otter Tail County accounting for 5.7 % of the county's population. Ms . Lien reviewed how vaccines are planned to be
allocated along with two (2) additional priority groups that have been identified to receive the vaccine . Another state
sponsored pilot program is scheduled for January 29 th and 30 th in Fergus Falls and approximately 1,000 doses are planned to
be available. Concerns were expressed regarding those who do not have technology to learn about and register to receive the
vaccine and Ms . Lien responded that communication is being distributed in multiple ways to reach various groups in the
community and encourages all interested persons to subscribe to COVID-19 updates on the Otter Tail County website to
receive updated information .
Donation Acceptance
Motion by Johnson, second by Mortenson and unanimously carried to accept a donation from Paul 's Metal Petals in
appreciation for the support they recently received through the CARES program . The item will be displayed with recognition
of being produced and donated by a local business.

Community Development Director Amy Baldwin briefed the Board regarding unemployment and reported that Otter Tail
County was at 4 .9% in the month of December 2020, a slight increase from November at 3.3 %. She provided an update
regarding the distribution of funds allocated from the State of Minnesota to support organizations impacted by the COVID-19
pandemic and reported that over 150 applications were received .
Internal Operations and County Planning
County Administrator Nicole Hansen provided a brief update to the Board regarding internal operations and county planning
and reported that the Department of Motor Vehicle was closed the week of January 18 th due to COVID-19 but is now operational.
Supports for Public Health is a focus as they increase their efforts to administer the COVID -19 vaccine and appreciation was
expressed regarding staff's willingness and ability to be flexible . Otter Tail County has several job openings and appropriate
precautions are being taken during interviews to ensure the safety of candidates as positions are filled .
Closed to the Public
At 11 :00 a.m ., Chair Rogness declared the Board of Commissioners meeting closed to the public to discuss matters regarding
the purchase of property located at 19248 430t h St ., Pelican Rapids, MN , Parcel No . 50000220158004 . The closed session is
authorized under M.S . 13D.05, Subd . 3(c)(1 ). Present in the room were Commissioners Lee Rogness , Betty Murphy, Wayne
Johnson , Kurt Mortenson, Dan Bucholz, County Attorney Michelle Eldien, County Administrator Nicole Hansen, County Board
Secretary Tara Bakken , Public Works Director Rick West , Assistant County Engineer Matthew Yavarow, and Highway
Maintenance Supervisor Cristi Field . Present via WebEx was Deputy County Administrator Nick Leonard and County Engineer,
Charles Grotte .
The closed session was concluded at 11 :35 a.m .
Purchase of Property
Motion by Johnson, second by Murphy and unanimously carried to approve the recommendation of the Public Works Director
to purchase property located at 19248 430th St ., Pelican Rapids , MN, Parcel No . 50000220158004, in the amount of $87,000 and
up to $25,000 for property transfer costs associated with the purchase . The property is planned to be used for the construction
of a new highway garage.
Highway Projects
Eng ineering Services Agreement wi th WSB -CSAH 35 from CSAH 18 to CSAH 1:
Motion by Johnson, second by Mortenson and unanimously carried to approve the Engineering Services Agreement with WSB
for professional services related to improvements to CSAH 35 from CSAH 18 to CSAH 1. The project is scheduled for construction
in 2024.
Canadian Pacific Railroad Agreement-CSAH 35 Proposed Grade Crossing Extension:
Motion by Murphy, second by Bucholz and unanimously carried to approve the agreement with Canadian Pacific Railroad for
services related to the extension of the existing crossing surface at the CSAH 35 at-grade crossing (DOT#695662U) in
preparation for the Perham to Pelican Rapids Regional Trail.
OTC Right of Way Plat No. 37 -CSAH 41:
Motion by Murphy, second by Johnson and unanimously carried to approve the Otter Tail County Right of Way Plat No . 37 for
CSAH 41 for the Silent Lake segment of the Perham to Pelican Rapids Regional Trail.

At 11 :53 a.m ., Chair Rogness declared the Otter Tail County Board of Commissioners meeting adjourned . The next regular Board
meeting is scheduled at 8:30 a.m . on Tuesday, February 9, 2021 and will be available to the public via live stream .
